A sweeping overhaul of police oversight and procedures has been proposed by Democrats in response to the deaths of black Americans at the hands of law enforcement, according to a draft outline obtained by The Associated Press.The Justice in Policing Act, unveiled Monday, would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. For one, it would grant subpoena power to the Justice Department to conduct “pattern and practice” investigations of potential misconduct and help states conduct independent investigations.And it would create a “National Police Misconduct Registry,” a database to try to prevent officers from transferring from one department to another with past misconduct undetected, the draft said.A long-sought federal anti-lynching bill stalled in Congress is included in the package.However, the package stops short calls by leading activists to “defund the police,” a push to dismantle or reduce financial resources to police departments that has struck new intensity in the weeks of protests since Floyd’s death.House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., a co-author with Bass and the Democratic senators, will convene a hearing on the legislation this week.It is unclear if law enforcement and the powerful police unions will back any of the proposed changes or if congressional Republicans will join the effort.At least one Republican, Sen. Mike Lee of Utah, who has long pushed for a criminal justice overhaul, has said he’d like to review the package coming from Democrats.And Sen. A mysterious cigar-shaped object spotted tumbling through our solar system last year may have been an alien spacecraft sent to investigate Earth, astronomers from Harvard University have suggested.The object, nicknamed 'Oumuamua, meaning "a messenger that reaches out from the distant past" in Hawaiian, was first discovered in October 2017 by the Pan-STARRS 1 telescope in Hawaii.Since its discovery, scientists have been at odds to explain its unusual features and precise origins, with researchers first calling it a comet and then an asteroid, before finally deeming it the first of its kind: a new class of "interstellar objects."Now, a new paper by researchers at the Harvard Smithsonian Center for Astrophysics raises the possibility that the elongated dark-red object, which is 10 times as long as it is wide and traveling at speeds of 196,000 mph, might have an "artificial origin.""'Oumuamua may be a fully operational probe sent intentionally to Earth vicinity by an alien civilization," they wrote in the paper, which has been submitted to the Astrophysical Journal Letters.The theory is based on the object's "excess acceleration," or its unexpected boost in speed as it traveled through and ultimately out of our solar system in January 2018."Considering an artificial origin, one possibility is that 'Oumuamua is a light sail, floating in interstellar space as a debris from an advanced technological equipment," wrote the paper's authors, suggesting that the object could be propelled by solar radiation.The paper, written by Abraham Loeb, professor and chair of astronomy, and Shmuel Bialy, a postdoctoral scholar, at the Harvard Smithsonian Center for Astrophysics, points out that comparable light-sails already exist on earth."Light-sails with similar dimensions have been designed and constructed by our own civilization, including the IKAROS project and the Starshot Initiative. The light-sail technology might be abundantly used for transportation of cargos between planets or between stars."In the paper, the pair theorize that the object's high speed and its unusual trajectory could be the result of it no longer being operational."This would account for the various anomalies of 'Oumuamua, such as the unusual geometry inferred from its light-curve, its low thermal emission, suggesting high reflectivity, and its deviation from a Keplerian orbit without any sign of a cometary tail or spin-up torques."'Oumuamua is the first object ever seen in our solar system that is known to have originated elsewhere.At first, astronomers thought the rapidly moving faint light was a regular comet or an asteroid that had originated in our solar system.Comets, in particular, are known to speed-up due to a process known as "outgassing," in which the sun heats up the surface of the icy comet, releasing melted gas. But 'Oumuamua didn't have a "coma," the atmosphere and dust that surrounds comets as they melt.Multiple telescopes focused on the object for three nights to determine what it was before it moved out of sight. 3063

A visitor to Yellowstone National Park was injured by a grizzly bear while hiking near Old Faithful on Monday.According to a park press release, the 37-year-old woman from Missouri was hiking alone on the Fairy Falls Trail when she encountered two grizzly bears "at very close range."One of the bears knocked the woman down, and she suffered a scratch on her thigh. The woman also received minor injuries to her face from the fall. She declined medical attention.The park said the woman attempted to use bear spray during the encounter."From the injured person's statements, this appears to be a typical case of a mother grizzly bear protecting her offspring following a close-range encounter," said Kerry Gunther, a bear management biologist. "Because this bear was displaying natural protective behavior for its cub, no action will be taken against the bear. Several trails in the area will be closed to give the grizzly family group time to clear from the area."Monday's incident marks the first time a bear has injured a visitor in Yellowstone in 2020. The last time a bear injured a visitor in the park was in June 2019 when a black bear bit into an occupied tent and bruised a woman's thigh.Following the incident, the Fairy Falls Trail was cleared of hikers. A Massachusetts man has been charged after Donald Trump Jr.'s family and others received threatening letters with suspicious powder last month, the US attorney for Massachusetts announced Thursday.The criminal complaint filed by US attorney Andrew Lelling's office said Daniel Frisiello, 24, was charged with five counts of mailing a threat and five counts of false information and hoaxes. The announcement said Frisiello was arrested Thursday morning and is scheduled to appear in federal court in the afternoon.The complaint said investigators were able to identify Frisiello by tracing a glitter bomb he ordered with his name to one of the people who also received the suspicious powder.  704
