SAN FRANCISCO (AP) — The Coast Guard is investigating what caused a ferry boat to crash twice into docks at San Francisco's famed Ferry Building, slightly injuring two people aboard.Coast Guard spokesman Chris Shih says investigators are looking into mechanical issues and other factors that led to Friday's crash. The agency regularly inspects the ferries.A Golden Gate Ferry spokeswoman says the boat was traveling from Larkspur and carrying 53 passengers when it struck an outer berth before bumping into another dock.The vessel's hull was damaged when it struck the concrete promenade and knocked a guardrail. The Coast Guard says there were reports of two minor injuries that didn't require treatment beyond first aid.Witness Tiffany Dennis says the crash set off panic among a crowd of people dining and shopping at the waterfront attraction. 856

Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456
Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. It would also be remarkably inexpensive."The researchers also acknowledge potential risks: coordination between multiple countries in both hemispheres would be required, and stratospheric aerosol injection techniques could jeopardize crop yields, lead to droughts or cause extreme weather.The proposals also don't address the issue of rising greenhouse gas emissions, which are a leading cause of global warming.And despite the conviction of the report's authors, other experts were skeptical."From the point of view of climate economics, solar radiation management is still a much worse solution than greenhouse gas emissions: more costly and much more risky over the long run," said Philippe Thalmann of the école Polytechnique Fédérale de Lausanne, an expert in the economics of climate change.David Archer of the Department of Geophysical Science at the University of Chicago said, "The problem with engineering climate in this way is that it's only a temporary Band-Aid covering a problem that will persist essentially forever, actually hundreds of thousands of years for fossil fuel CO2 to finally go away naturally."It will be tempting to continue to procrastinate on cleaning up our energy system, but we'd be leaving the planet on a form of life-support.
