In returning the Bells of Balangiga to our ally and our friend, the Philippines, we pick up our generation's responsibility to deepen the respect between our peoples," Mattis said in a ceremony at the base.Soldiers from the Philippines fought alongside U.S. troops in World War II, the Korean War, Vietnam War and in the recent struggle against international terrorism, Mattis pointed out."To those who fear that we lose something by returning the bells, please hear me when I say that the bells mark time, but courage is timeless," Mattis said.Those opposed to returning the bells include Wyoming Gov. Matt Mead, a Republican. Mead took part in the ceremony even as he sides with U.S. veterans who worry that returning the bells could lead to the repatriation of any number of items serving as memorials to American war dead."We know you and the president have looked at this, and the highest priority of the military of course is national security," Mead told Mattis at the gathering of a couple hundred Air Force officers, personnel and family members. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. The balloons have been linked to the deaths of twelve people around the world since 2016. (KGTV) -- Customers of the Campo Group Water System are being advised that the county has issued a drinking water warning after samples found increased levels of nitrates.Sample results found that on September 2, 2020, nitrate levels exceeded the maximum contaminant level for safe drinking water.The group serves a mini mart, gasoline station, and an office, according to the county.Nitrates in drinking water are a health concern for infants less than six-months-old and pregnant women are advised not to consume the water.“Boiling, freezing, filtering, or letting water stand does not reduce the nitrate level,” the county said.The Campo Group Water System is providing bottled water until nitrate levels fall below the maximum contaminant level, the county said. 788

CARLSBAD, Calif. (KGTV) - The sister of an Orange County teenager whose pleas for help on Interstate 5 prompted 911 calls is explaining the family’s efforts to take the girl to rehab. California Highway Patrol officials said other drivers reported seeing the girl with her hands and feet tied Monday about 7 p.m. Officers pulled over the Toyota Corolla at south I-5 and Cannon Road in Carlsbad and found the girl restrained with tape over her mouth. The girl’s father told the CHP he and his 21-year-old daughter were driving the girl to a drug rehab facility in Mexico. The sister told 10News the girl was bound because her family didn’t want her to escape. The family was concerned the girl would end up dead. The sister also told 10News the teen wasn’t accepted into rehab in Orange County because she had escaped in the past. The family visited the clinic in Tijuana earlier this month to determine it was safe, the sister said. CHP public information officer Kevin Smale said the father and sister were arrested Monday but the district attorney’s office chose not to book them on kidnapping charges.
