(KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. Fines can be hundreds of dollars.    674

SAN YSIDRO, Calif. (KGTV) -- San Diego Police are investigating Monday night's shoot out at the border at the San Ysidro Port of Entry. Christopher Barajas said he was pulling up to the line to head into the U.S, but turned back. "Everyone started screaming before I even get to the line," said Barajas. It happened around 7:30 p.m. when police and Customs and Border Protection officers say the driver of a white pick up truck refused to stop at a secondary inspection area. Instead, the twenty-three-year-old allegedly accelerated and tried to drive straight through the port into the United States before being blocked by a vehicle. Police say the driver started firing shots from inside his truck and then got out and continued shooting at officers. Seven C-B-P officers returned fire, hitting the man at least once. Officers and San Diego Fire Rescue crews performed life saving measures, but the suspect died at the scene."If they didn't find any individuals in there, smuggling, he was probably hiding something in there," said Barajas.White plastic garbage bags could be seen sitting on the truck's tailgate, but police haven't released any information about what, if anything, was found. Tuesday, only the Sentri and Ready lanes remained open on the northbound side. Traffic heading into Mexico was not affected. Police were expected to release the identity of the man killed once his family was notified. 1429

SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456
