University of Chicago economist Peter Ganong and two of his colleagues has found that, because of the extra 0, two-thirds of laid-off workers are receiving benefits that exceed the paychecks they previously earned from working. One-fifth could receive at least twice their previous pay.Ganong says that such large payments could delay some laid-off workers from switching to new careers that might be more in demand in the future. But he also thinks that Congress should keep an enhanced benefit in place because more jobless aid is crucial in the midst of a deep recession. Jobless benefits enable recipients to pay for necessities and cover more bills, including, crucially, their rent or a mortgage, Ganong said.He proposes replacing the flat 0-a-week payments with a percentage increase to each recipient’s benefit check, with the goal of matching the worker’s previous earnings but not going much higher. Congress did not initially take this route, in part because of doubts that states’ antiquated unemployment systems could handle such a change, but that could be addressed by the end of July, Ganong said.Andrew Stettner, senior fellow at The Century Foundation, said that unemployment benefit payments are on track to top billion in May, a significant stimulus for the economy.“The job market has not made a big comeback, and the enhanced unemployment aid is one of the most important fiscal boosts that the federal government can provide to families and the economy,” he said.___AP staff writers Sarah Rankin in Richmond and Lisa Mascaro in Washington contributed to this report. 1598

Under the new policy, teams whose players do not stand "and show respect for the flag and the anthem" will be fined by the league. Each team will be allowed to create their own rules on how they will punish players, which could also include fines, but the policy does give players the option to stay in the locker room while the anthem is being played if they do not wish to stand. The decision comes as two free-agent players, Kaepernick and Eric Reid, have filed separate grievances against the league claiming collusion because they have been denied jobs.  Both players kneeled during the National Anthem while they were teammates on the 49ers.  662

Tuesday's result in Florida said everything about the direction both parties are going in 2018.In a pre-Trump world, the race Florida politicos expected was one between Republican agriculture commissioner Adam Putnam -- who'd been in elected office since he was 22 and had lined up the GOP establishment's support -- and moderate Democrat Gwen Graham, a former congresswoman. But Trump turned the Republican primary on its head in December, when he endorsed DeSantis, a 39-year-old former Navy lawyer, calling him a "brilliant young leader" on Twitter after the two rode together on Air Force One to a political rally in Alabama. The race is another reflection of the President's influence with Republican primary voters -- particularly stacked against the GOP donor and insider class. It comes after Trump tipped a primary one state north, in Georgia. The Republican runoff between Lt. Gov. Casey Cagle and Secretary of State Brian Kemp had been close -- until Trump endorsed Kemp. It turned into a 40-point rout.Democrats, meanwhile, rejected the moderate Graham in favor of Gillum, a Bernie Sanders-backed progressive who championed "Medicare-for-all" single-payer health insurance. His win highlights a Democratic Party embracing youth, energy and progressive policy stances. In Georgia, another African-American progressive Democrat, Stacey Abrams, won the Democratic nomination against a moderate opponent. It sets up the two states as key tests of the national political environment in November's midterm elections. 1518
