When asked about law enforcement’s response to the ongoing protests, the director of the National Police Foundation, Dr. Frank Straub, said the rhetoric must be toned down. Straub pointed to the Charlotte Police Department, which worked with activists and now its officers stand in a line without riot gear. “And their whole idea is community engagement and community dialogue,” said Straub. “And so, we haven't seen in Charlotte the same level of disruption and violence that we've seen in some cities.”Straub calls Charlotte's response a model for other cities. WASHINGTON, D.C. -- When the Senate gathers for the next phase of the impeachment process, they will be acting as a de-facto jury -- but this trial phase wouldn’t look like a regular trial.“The Senate has specific rules on how impeachment trials are to be conducted. Those rules can be changed,” said Alan Morrison, an associate dean at the George Washington University Law School.He said how the impeachment trial is conducted will be up to Senate Majority Leader Mitch McConnell.“He's largely in control,” Morrison said.How would it all look?For one thing, Supreme Court Chief Justice John Roberts would preside over the impeachment trial, though any rulings from him could be overturned by a simple majority of senators. The “prosecutors” – known as managers – would likely be made up of House Democrats and would present their case. In a November ruling, the court decided officers in the state were no longer allowed to ask questions that were irrelevant to the reason of the traffic stop.It's an issue that's often been tackled in courts across the country, but a University of North Carolina professor says there's never been a decision as "wide-reaching" as this one.And that's a problem because he says young black and Latino men are often targeted disproportionally when it comes to random car searches."It really convinces people that they're not full citizens, that police are viewing them as suspects," UNC-Chapel Hill professor Frank Baumgartner says.
