SAN DIEGO (KGTV) — As the U.S. prepares for the possibility of a coronavirus vaccine, San Diego County public health officials detailed what groups will see the vaccine first.San Diego County Public Health Officer Dr. Wilma Wooten said the state anticipates receiving 327,000 doses in mid-December, with about 28,000 doses heading to San Diego County.According to the CDC's Advisory Committee on Immunization Practices, the phases for vaccine distribution will follow:Phase 1A: Healthcare personnel, nursing home residents, nursing home employeesPhase 1B: People with underlying medical conditionsPhase 2: Teachers, school staff, child care workers, food supply chain workers; Critical workers in industries essential to the function of society; People in and staff working at correctional facilities; All older adults not in Phase 1Phase 3: Children and young adults 30 and younger, critical workers not in Phase 1 or 2Phase 4: Everyone else living in the U.S.Wooten added that the county's first round of vaccines will have to go toward Phase 1A, and that there are well over 28,000 people in the first phase alone."It's not just doctors and nurses, it's other healthcare personnel that might take food to individuals in their room that would have COVID-19 or maintenance or janitors," Wooten said of the Phase 1A group on Wednesday. "So those are at the top of the list, acute healthcare facilities. Again, it is going to be very challenging. We are working out the numbers and working out the process now. But the good news is that the first shipment isn't going to be our last shipment."Wooten said that the second round of vaccine distribution will likely be within three weeks after the first round. She added that Phase 4 of distribution will likely occur in March and April.The FDA is scheduled to meet on Dec. 10 to discuss issuing an Emergency Use Authorization for Pfizer-BioNTech's COVID-19 vaccine. SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) -- California is the worst state for military retirees when it comes to the cost of housing, according to WalletHub. Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. The report also found that red states are friendlier to military retirees than blue states. 802

SAN DIEGO (KGTV) - Creating a future has its hurdles, and can be especially tricky for people facing poverty or with criminal backgrounds. A San Diego organization is making sure the future is within reach. “I was on probation… I had to go to sober living to get my life right,” said Anthony Johnson. Johnson is a recent graduate of Second Chance, an organization in Encanto that helps kids and adults who have criminal backgrounds or are facing poverty get back on the right track through their programs and job training. “They changed my life," said Johnson. Covering the walls of the classrooms at Second Chance are notes illustrate the hope and want students have for a better future. “Our mission statement starts with the word disrupt. If we can break the past now, then the future has a chance to come into that person’s life,” said Robert Coleman.Coleman is the President and CEO of Second Chance and has been helping people create a future where they can provide for themselves and their families. “Isn’t it better to have people in our community who have hope and have a sense of direction and career and housing and not a journey of crime? SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Plans show an additional multi-use lawn, children's garden, and casual park space in the park's future. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets.
