YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.

BEIJING, May 27 (Xinhua) -- China and India have agreed to enhance political, economic ties and bolster people-to-people contact during a meeting between Indian President Pratibha Patil and Chinese Premier Wen Jiabao here on Thursday.It is the Indian president's first official visit to China and the first visit to China by an Indian head of state in the last decade.In the meeting Wen proposed the two states treat bilateral ties from a strategic and long-term point of view, enhance high-level communication and bolster cooperation, in a bid to benefit the two peoples and the world."Practicing mutual respect conforms with the fundamental interests of the two states and peoples and will spark new hope for human beings," Wen Jiabao said in the meeting.Patil said India and China share broad common interests in the bilateral and multilateral fields.She pledged to boost high-level contact, cement economic and trade ties, promote two-way investment and people-to-people contact, and strengthen coordination on major international affairs with China.In her meeting with Chinese top legislator Wu Bangguo, Patil said all the parties of India support the development of relations with China.Wu, chairman of the National People's Congress (NPC) Standing Committee, said to promote peaceful co-existence and common development of the two countries meets the fundamental interests of both sides, and complies with the mainstream trend of peace and development in Asia and the world."China and India do not pose as threat to each other and their common interests far outweigh differences," he added.Wu said he hopes the two sides understand and respect each other's core interests and major concerns, properly handle their differences, and seek common development and a win-win situation."A good China-India relationship makes both winners while a confrontational one makes both losers," he added.Patil said the two countries had conducted sound cooperation not only in bilateral field but also under multilateral frameworks including BRIC and G20.The cooperation between India and China in the Copenhagen climate change summit served as a good example of bilateral cooperation in global affairs, she added.Patil arrived here Wednesday for the week-long state visit.

SHANGHAI, May 17 (Xinhua) -- China will endeavor to quicken the pace of development of its information and communications sector, China's Minister for Industry and Information Technology Li Yizhong said here Monday.Li made the remarks at an event celebrating the 145th anniversary of the International Telecommunication Union (ITU) held at the Shanghai World Expo park.The ITU Monday presented the World Telecommunication and Information Society Award to Malaysian Prime Minister Najib Razak; Wang Jianzhou, Chairman and CEO of China Mobile; and Robert Kahn, President and CEO of the Corporation for National Research Initiatives.Li Yizhong, Chinese minister of industry and information technology, speaks during the celebration of the International Telecommunication Union (ITU) Honor Day at the Shanghai World Expo in Shanghai, east China, on May 17, 2010, the Day of the World Telecommunication and Information Society.The laureates were recognized for their contribution to the ongoing digital revolution and their dedication to promoting information and communication technologies as a means to a better life for humanity, the ITU said in a statement on its website.A total of 189 countries and 57 international organizations are presenting their best at the six-month Shanghai World Expo under the theme of "Better City, Better Life."

  

WELLINGTON, May 17 (Xinhua) -- Visiting General Guo Boxiong, vice-chairman of China's Central Military Commission, met Monday here with New Zealand Prime Minister John Key, and both sides pledged further efforts to promote military cooperation.Although China and New Zealand are far apart geographically, the two countries have been very friendly to each other, Guo said.Bilateral ties have developed rapidly with frequent high-level visits, enhanced cultural and humanitarian exchanges, and closer economic cooperation, Guo said.He also hailed the increase of two-way trade volume between China and New Zealand in the wake of the global financial crisis, and said that New Zealand was the first Western country to sign a free trade agreement with China.In recent years, the two countries have been developing their military-to-military relations in an active manner under the principles of mutual respect, mutual trust, equality and mutual benefit, said Guo, adding that exchanges were also held in such areas as group visits, negotiations and talks, as well as personnel training.

  

BEIJING, May 21 (Xinhua) -- The U.S. commerce chief Friday said the United States would complete its review of the exports control system this summer, without specifying the possibly relaxed controls against exports to China."With respect to our export control reform, we want to have that done by this summer," U.S. Commerce Secretary Gary Locke told reporters during his trade mission to China Friday.Locke is leading a delegation of business executives from American clean energy companies looking to China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."We have restrictions on items already readily available from companies around the rest of the world and our restrictions make no sense," Locke said.The United States' 1979 Export Administration Act limits the export sales of some commercial high-technology goods to China.The exports control system, operated by the U.S. Defense Department and the Commerce Department, is widely seen as a major cause for the trade imbalance between China and the United States.U.S. products accounted for 7.5 percent of China's high technology imports last year, down from 18.3 percent in 2001 partly due to the U.S. exports control system, according to China's Commerce Ministry."If the share in 2001 is used as a benchmark, U.S. companies lost at least 33 billion U.S. dollars worth of export opportunities in 2009," Commerce Minister Chen Deming said in March.In a meeting with Locke Thursday, Chinese Deputy Commerce Minister Ma Xiuhong said China-U.S. cooperation would be impaired unless the United States takes substantive measures to ease its restrictions on exports to China.Locke didn't specify which exports are likely to be available to China,citing U.S. national security as the major factor to be considered when reviewing the export control system.Locke stressed restrictions will be eased on some commonly available high-tech goods and strengthened on sensitive technologies with military uses."We need to intensify and increase our protection on some very super-sensitive technologies to make sure that they don't get in the hands of those who want to do America ... harm, especially terrorist organizations," he said."Some of it can be implemented almost immediately while some can be done in a matter of months once there is agreement within the administration on the review," Locke said in response to Xinhua's question on when the new export control system will be in operation.
