According to California Highway Patrol, the blaze started on Boyd Avenue near Genesee Avenue. San Diego Police say at 5:24, a suspect hit several vehicles on Balboa and Mount Alifan Drive before taking off. SAN DIEGO (KGTV) -- Average rainfall and warmer temperatures, that’s what the San Diego office of the National Weather Service is forecasting this winter.With a few windows of opportunity for significant precipitation from December to March, it will be a warm and dry winter with more Santa Ana winds expected, according to City News Service.The National Weather Service predicts that San Diego’s best chance for rain in the near future will be in mid-November.The maps below show what the rest of November is expected to bring as far as rain and temperatures: RELATED: Check today's forecastRecently, winters in Southern California have trended toward fewer rainy days with heavier precipitation.“If we don’t get that rain in mid-November, then we’re talking about severe fire weather conditions again like last year going into December,” National Weather Service meteorologist Alex Tardy said.10News meteorologist Megan Perry said El Nino conditions are starting to develop. “El Nino is favored (70 to 75% chance) to form and continue through the winter. While historically El Nino favors wetter than normal conditions to the Desert Southwest, that doesn't always happen.”More recently, La Nina, or cool equatorial ocean temperatures, has coincided with wet winters in San Diego.The most recent El Nino event in 2015-2016 didn’t bring much rainfall to the region while the La Nino of 2016-2017 brought heavy rain and snow to California, carrying the state out of drought.“At this point, it's a wait and see and hopefully we'll get more rain - we need it after last winter finished as the second driest on record,” Perry said. 1650

SAN DIEGO (KGTV) — Consumer spending in San Diego was down nearly .3 billion between February and April 2020, showing just how badly the COVID-19 pandemic crippled the local economy.Since stay-at-home orders began in March, SANDAG says taxable sales in the region dropped from an average of .3 billion to billion in April.The largest losses in the region were seen at apparel stores (an 83% decrease in sales) and restaurants (down 67%).On the other side, big-box retailers like Costco, Target, and Walmart have fared well, SANDAG says. Grocery stores and pharmacy, though, were actually down 10% in taxable sales. Home improvement sales were also up, likely due to stimulus checks, SANDAG adds."It is interesting to learn that grocery stores and pharmacy sales are actually down by 10%, while home improvement sales have spiked," said SANDAG Chief Economist Ray Major. "We can assume that during the pandemic, people had more time to work on outdoor landscaping, gardens, and other home beautification projects. Plant seed companies also saw increases-- nearly four times their average sales."Consumer spending among online retailers like Amazon increased 35% as well.SANDAG's report estimates that consumer spending will continue to be down through August, though slightly less each month. 1306

  

SAN DIEGO (KGTV) -- Children in San Diego could soon go without food if the federal government doesn't extend waivers put in place during the COVID-19 pandemic. The San Diego Unified School District is warning about that possibility after the U.S. Department of Agriculture ended supplemental food support for local families. The changes are expected at the end of September. The USDA decided they would end the supplemental support during the pandemic. After Sept. 30, families will be required to verify identification, proof of school attendance and eligibility to quality for the free family meals. These things were waived in March because of the pandemic. SD Unified officials say the USDA hasn't responded to their request to extend the waivers. District officials are taking steps to try and fill in the gaps by working with partners like the San Diego Food Bank and Feeding San Diego. The district also announced triple the distribution sites, up from 28 to 82. Students or their parents/guardians who qualify for subsidized meals can drive through or walk up to receive breakfast and lunch, Monday through Friday, from noon to 2 p.m. during the 2020-21 school year, which begins on Aug. 31.The district is also offering assistance to any family that needs help completing the required forms. The district says they have distributed more than 4 million meals to students since March. They say these meals are often the only quality meal they receive. SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962
