ACCRA, Dec. 1 (Xinhua) -- The Ghanaian government allayed the fears of many here on Thursday that it would provide funding for the treatment of persons living with HIV/AIDS in the country.Vice President John Dramani Mahama affirmed this when he addressed a ceremony to mark this year's World AIDS Day at Obuasi, near Kumasi, 270 km north of the capital Accra.Mahama said should the Global Fund pull out of supporting the country, the government would partner with development partners to raise the 5.8 million U. S. dollars needed yearly for the treatment of HIV/AIDS patients."Government will work together with the Ghana AIDS Commission (GAC) and donor partners to ensure that people living with HIV/ AIDS have access to antiretroviral drugs."The Presidency is with you, and whatever we will do to win the fight against HIV/AIDS shall be done," Mahama said.Ghana's HIV/AIDS infection rate, according to official figures, has dropped from 3 percent to the current 1.5 percent, albeit with pockets of higher rates of infection among some populations in the country.Mahama called for more innovativeness in mobilizing resources to avoid the danger of retrogression.Director-General of the GAC Angela El-Adas announced that the Ministry of Health had pledged 2.5 million Ghana cedis (1.66 million dollars) out of the 5.8 million dollars needed for next year.Meanwhile, in the capital, the Ghana Network of Persons Living with HIV and AIDS (NAP+ GHANA) joined persons living with HIV (PLHIV) globally on Thursday to commemorate this year's World AIDS Day."We stand united with our fellow PLHIV and the global HIV and AIDS community by fully supporting the vision of 'Getting to Zero', " Charity Owusu Danso, vice president of NAP+ Ghana, said in a message here.Established in 2005, NAP+GHANA is a network of member associations of persons living with HIV/AIDS in Ghana to represent the views, hopes and aspirations of PLHIV across the country."We are extremely worried. Everyday, we receive reports from PLHIV across the country that anti-retroviral drugs are out of stock or that hospitals or clinics won't give HIV treatment to new patients because there aren't even enough drugs for existing patients, " the statement said.
SHANGHAI, Dec. 9 (Xinhua) -- China's homegrown C919 large passenger plane has finished its preliminary development review and entered the development phase, a senior executive of Commercial Aircraft Corporation of China Ltd. (COMAC) in Shanghai said Friday.An expert team of the C919 project has approved the overall preliminary development review (PDR) of the passenger jet, said Jin Zhuanglong, president of the Shanghai-based COMAC.It is expected that the manufacturing process for the components of the prototype will begin by the end of 2011.COMAC signed a deal to sell 20 C919 large passenger planes to China Aircraft Leasing Company Limited (CALC) on Thursday.Up to now, the users of C919 large passenger planes have reached 10 and total orders amount to 215 units.COMAC said earlier it would develop both 168-seat and 156-seat models of the jet, with more models to be developed in the future.It also said that test flights for the single-aisle C919 were scheduled for 2014, and delivery is slated for 2016.

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. BEIJING, Oct.25 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the country's top banking regulator, on Tuesday revealed detailed plans to encourage financial support for the country's small and micro-sized enterprises.In a supplementary notice issued to its previous support plan for financing small enterprises, the CBRC said banks should ensure that the growth of loans to small firms will not be slower than that of the average lending, and the growth should be higher than the level of the previous year.Also, commercial banks should give more support to enterprises that borrow less than 5 million yuan (787,401 U.S. dollars), and increase tolerance for non-performing loans to small and micro-sized firms, it said.The regulator has set detailed rules for the establishment of financial institutions serving small businesses, and encouraged banks to create financial instruments to support the development of small high-tech enterprises.The CBRC has also allowed banks to issue special financial bonds to boost financing for small businesses.By the end of August, outstanding loans to small and micro-sized enterprises stood at 14.6 trillion yuan, accounting for 27.2 percent of total lending.
