MACAO, Nov. 13 (Xinhua) -- Chinese Premier Wen Jiabao announced Saturday that China will launch a series of measures between 2010 and 2013, which were aimed at helping boost the development of less-developed Portuguese-speaking countries.Wen announced the measures when delivering his speech at the opening ceremony of the third Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese- Speaking Countries here in Macao on Saturday.Under the new measures, financial institutions from the Chinese mainland and Macao Special Administrative Region (SAR) will set up a one-billion-U.S.-dollar development fund for cooperation between China and Portuguese-speaking countries, in a bid to push forward the financial cooperation between the two sides.The Chinese government will also provide those African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum with 1.6 billion yuan (242 million U.S. dollars) worth of loans on favorable terms within a bilateral framework.The new measures will also see China provide equipments, technical personnel, etc. to the countries, supporting a bilateral agricultural cooperation with each of the African and Asian Portuguese-speaking countries that participated in the third Ministerial Conference of the Forum.Sponsored by China's Ministry of Commerce and hosted by the government of the Macao Special Administrative Region (SAR), the forum was created in Macao in 2003, with the joint participation of seven Portuguese-speaking countries, namely Angola, Brazil, Cape Verde, Guinea Bissau, Mozambique, Portugal and Timor-Leste.

BEIJING, Nov. 15 (Xinhua) -- Visiting Sudanese Mining Minister Abdel-Bagi Gailani said here Monday that Sudan is seeking to strengthen cooperation with China in the mining sector.Sudan is a vast country with rich mineral resources, said the minister. However, the country's abundant mineral resources are yet to be explored and utilized due to various reasons such as technical and financial constraints, he told Xinhua.Sudan welcomes and encourages Chinese companies to do business and to invest in his country, hoping that the two countries could diversify mutually beneficial cooperation, said Gailani.Sudan aims to utilize its resources in an efficient and rational manner through sharing China's advanced technologies and learning from the country's rich experiences and increasing financial input in the mining sector in a bid to step up the development of its national economy, the minister added.Gailani was in China for the 12th China Mining Congress & Expo, which will be held in the northern port city of Tianjin from Tuesday to Thursday.The annual event is expected to attract more than 3,000 participants from over 50 countries and regions.

BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap.The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows.The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China.However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.

BEIJING, Jan. 13 (Xinhua) -- Vice Premier Li Keqiang's three-nation visit to Europe has expressed China's confidence, boosted mutual trust, expanded cooperation and deepened mutual understanding, Vice Foreign Minister Fu Ying said Thursday.Li returned to Beijing on Thursday afternoon after making visits to Spain, Germany and Britain at the invitations of their governments.Fu said that the vice premier's visits took place as the deep-seated impact of the international financial crisis remains unabated, the global economic recovery still faces uncertainties, and as Europe is in a tough fight against sovereignty debt crises.The visits were a great success and have been a solid start for the development of China's relations with Europe in 2011, Fu said.ENHANCED MUTUAL UNDERSTANDINGAccording to the vice foreign minister, Li said during his visit that China is a strategic partner of the three nations, and shares with them extensive common interests. TIANJIN, Nov. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for more efforts to accelerate economic restructuring and improve people's living standards amid the country's consolidated economic growth momentum.He made the remarks during his two-day inspection in Tianjin, a north China port city, that ended Tuesday.He urged more efforts on economic restructuring while ensuring "relatively fast economic growth" and "managing inflation expectations" .Li also emphasized regional economic growth as the "new engine" for the overall development and stressed development of new strategic industries and hi-tech sectors to provide the impetus for the growth.During his visit to a grain reserve, Li asked local authorities to "try all means" to increase grain production, ensure supplies and reserves, and regulate the market to better manage expectations of inflation.Further, local governments should build low-income housing "on a massive scale" to increase housing supplies for low-income households, Li said while visiting a residential community under construction.He also asked hospitals to provide better services and called upon local authorities to offer help to low-income families.
