BEIJING, Jan. 24 (Xinhua) -- Chinese leaders offered their Spring Festival greetings to the nation at a gathering to mark the coming Lunar New Year here Saturday.     President Hu Jintao chaired the gathering of more than 4,000 people from various sections of society.     On behalf of the Central Committee of the Communist Party of China (CPC) and the State Council, Hu, who is general secretary of the CPC Central Committee, conveyed festival greetings to all Chinese people and his thanks to the friends of China across the world.     Premier Wen Jiabao, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered a speech.     2008 was an extraordinary year for China, in which the country succeeded in fighting the severe winter weather, the May 12 earthquake, in hosting the Beijing Olympics and launching the Shenzhou-7 manned spacecraft and actively coping with the current international financial crisis, he said.     The achievements "demonstrated that no difficulty could defeat the great Chinese people and the road of socialism with Chinese characteristics will be broadened," he said.     The country will embrace the 60th founding anniversary of new China in 2009, Wen said.     Priority should be given to maintaining stable and relatively fast economic growth this year. This will be achieved through expanding domestic demand especially consumption demand, restructuring the economy and transforming the growth pattern, he said.     All will ultimately target maximally satisfying people's increasing material and cultural needs, he added.     In 2009, China will enhance and improve macroeconomic control efforts and carry out an active fiscal policy, as well as a moderately easy monetary policy, he said.     "We have the confidence and the ability to overcome various difficulties and achieve further development," he added.     The government will pool strength of the nation to do some practical things for the people, including expanding employment, improving the social security system, promoting medicare system reform, enhancing development of the cultural industry, and ensuring smooth rebuilding in disaster-hit areas, he said.     The government will also strive to solve people's housing difficulties and to provide satisfactory education that ensures no child drops out of school because of financial difficulties, he said.     Other leaders, including Wu Bangguo, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, also attended the gathering.     Spring Festival, or the Chinese Lunar New Year, is the most important traditional Chinese festival of family reunion. It falls on Jan. 26 this year.

LUANDA, Jan. 19 (Xinhua) -- China's eight-measure policy designed to strengthen economic and trade cooperation with Africa has been effectively carried out with remarkable achievements in the past two years, Chinese Minister of Commerce Chen Deming said Monday.     In an exclusive interview with Xinhua, Chen said remarkable achievements have been scored in the two-way economic relations and trade cooperation between China and African since Chinese President Hu Jintao announced the eight-measure African policy at the Beijing Summit of the China-African Cooperation Forum in 2006 in Beijing.     The policy covers China's assistance to Africa, preferential loans and credits, the building of a conference center for the African Union, the canceling of debts, further opening-up of China's markets to Africa, the establishment of trade and economic cooperation zones in Africa, and the training of African professionals.     Since 2007, China has signed bilateral aid accords with 48 African countries and loan agreements with favorable terms with 22African countries, Chen said.     The year 2009 will witness a 200-percent increase in aid accords with African countries in value terms as compared to 2006,the minister said.     Meanwhile, the Chinese government will exempt 168 debts that should be paid by the end of 2005 by 33 African countries, he noted.     To encourage Chinese enterprises to invest in Africa, the Chinese government has established the China-Africa Fund with an initial allocation of 1 billion dollars, Chen said.     By the end of 2008, the China-Africa Fund had invested about 400 million dollars in 20 projects, which brought the total investment in Africa by Chinese enterprises to about 2 billion dollars.     The Chinese side plans to gradually expand the fund to 5 billion dollars, Chen said.     In addition, the construction of economic and trade zones or duty free trade zones in Africa is progressing smoothly, including the Zambia-China Economic and Trade Cooperation Zone, the Guangdong Economic and Trade Cooperation Zone in Nigeria and the Lekky Duty Free Trade Zone in Lagos, Nigeria, the Egypt-Suez Economic and Trade Zone and Ethiopian Orient Industrial Park, the minister said.     The Zambia-China Economic and Trade Cooperation Zone, as China's first trade cooperation zone in Africa, has been initially completed and put into operation, Chen said.     Ten Chinese enterprises with a combined investment of more than700 million dollars have set up plants in the zone located in the Zambian capital of Lusaka, offering some 3,500 jobs for local people, he noted.     Zambian President Rupiah Banda spoke highly of the establishment of the Zambia-China Economic and Trade Zone, as well as China's eight-measure economic policy on Africa. Like the Tanzania-Zambia Railway, the Zambian president said, the zone is a key measure symbolizing the Sino-African friendship in a new era.     To expand imports from the most underdeveloped African countries, China has exempted import tariffs from 31 African countries on farm products, stone materials, minerals, leather and hide, textiles, clothing, electric appliances and machinery and equipment, Chen said.     The African countries have gained a total of 680 million dollars in tariff exemptions during the period from 2006 to October 2008.     China has also cooperated in training African scientists and technical personnel in sectors including agriculture, medical care, social development and education.     Since 2007, China has offered training programs for 10,916 people from 49 African countries. By the end of 2009 China will send 100 advanced-level agrotechnicians to 35 African countries, Chen said.     China plans to establish 14 agricultural technology demonstration centers, all of which will begin construction by the end of this year.     Meanwhile, about half of the hospitals that China pledged to help build in Africa have already finished construction bidding, Chen noted.     The construction of the African Union Conference Center, also a Chinese aid project, began last December and is scheduled to be completed in 2011, he said.     Chen was scheduled to leave Angola for China on Monday, wrapping up a three-nation African trip that also took him to Kenya and Zambia.

BEIJING, Jan. 31 (Xinhua) -- Chinese President Hu Jintao held a telephone conversation with his U.S. counterpart Barack Obama on bilateral ties Friday, with both sides expressing the willingness to further the ties.     The Chinese president said China is ready to strengthen dialogue, promote mutual trust and expand cooperation with the United States in a bid to confront various global challenges together and push forward a stable development of the Sino-U.S. relationship.     Hu said the core interest of either country should be respected by each other and taken into consideration.     As the contagious financial crisis is still producing severe influence to national economies and people's lives, the international community should strengthen coordination and promote closer cooperation to stand up to the challenge, Hu said.     Describing the Sino-U.S. ties as the most important bilateral relations for both sides, Obama said enhancing bilateral constructive dialogue and cooperation is in the interest of not only the two countries themselves, but the world at large.     The U.S. side is expecting closer cooperation with China on major international and regional issues, he said, adding that the U.S. government is willing to join hands with China to develop a more active and constructive bilateral relationship.     Hu Jintao said China acknowledged U.S. efforts in stabilizing the financial market and stimulating the economy, adding that China is willing to further strengthen communication and coordination with the U.S. side in macroeconomic policies, and firmly oppose trade and investment protectionism.     Hu said China will join hands with the United States to work toward fruitful achievements in April's Group of 20 (G20) summit in London and promote healthy and stable development of the world economy and finance.     Obama said it is crucial for the United States and China, the two most important economies, to enhance cooperation.     Both sides exchanged visit invitations. BEIJING, Nov. 8 (Xinhua) -- Chinese President Hu Jintao and U.S. president-elect Barack Obama Saturday discussed in a telephone conversation relations between China and the United States and major international issues of common concern, including the ongoing global financial crisis.     In the telephone conversation, Hu expressed appreciation to Obama for emphasizing in his election campaign speeches the great importance of China-U.S. relations, and for advocating the strengthening of China-U.S. cooperation in jointly responding to global challenges and in sharing global development opportunities.     Hu pointed out that since the establishment of diplomatic relations between the two countries 30 years ago, bilateral relations have generally kept developing despite setbacks, scoring hard-earned achievements and bringing about tangible interests to both nations.     As the largest developing nation and the largest developed nation, China and the United States share extensive common interests on issues related to world peace and development, and both assume important responsibility in this regard, Hu said.     In the new historical period of time, China is willing to maintain high-level exchange with the United States and also contacts at all levels, continue strategic dialogue with the United States, increase exchange and cooperation between the two countries in all fields, and strengthen the exchange of opinion and coordination with the United States on major international and regional issues, the Chinese president noted.     China and the United States should respect each other and accommodate each other's concerns, and appropriately settle sensitive issues between the two countries, particularly the Taiwan issue, in order to promote the China-U.S. relations of constructive cooperation to a higher level, he said.     Speaking on the same occasion, Obama said that China is a great nation and that China's development and success meet U.S. interests.     On today's international arena, U.S.-China relations are relations of vital importance. China is willing to discuss with other participants in the summit how to adopt powerful measures to reestablish market confidence as early as possible, how to prevent the global financial crisis from proliferation and spreading, and how to diminish its impact on real economies, in a bid to avert a possible global economic recession, Hu said.     The global financial crisis has led to the exposure of many deep-hidden drawbacks of the global financial system.     The international community should earnestly sum up the lessons from the global financial crisis and launch necessary reforms of the global financial system, on the basis of sufficient consultation among all interested parties, Hu said.     In particular, efforts should be made to explore in an in-depth way solution of such major questions as how to strengthen international financial supervision and regulation, how to improve the system of international financial organizations and how to improve the international monetary system, the Chinese president said.     Obama said that settlement of the global financial crisis requires close cooperation by governments of all countries, expressing the hope that the United States and China will strengthen cooperation at the world economic summit planned for November 15 in Washington.
