SAN DIEGO (KGTV) — One person is dead after being hit and killed by an unknown vehicle in Clairemont on Sunday night.San Diego Police say the pedestrian was in the 4100 block of Ashford St. near Marlesta Dr. when they were hit by a vehicle just after 8 p.m.The vehicle fled the scene. Police are looking for a dark gray or black Dodge pick-up truck. SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. SAN DIEGO (KGTV) - More than 100 homeless people will soon have a warm place to sleep at night. Thursday morning, the fourth bridge shelter opened its doors in East Village. Each shelter focuses on a different group of the homeless population. The new shelter, located on 17th St and Imperial Ave., is specific to high-risk people including the disabled, elderly, or those with medical conditions. “I can’t tell you in words, but it feels so good to get off this concrete,” says David Tharp, who has been living on the streets for the past three years. Our stuff is not going to be stolen. No one is going to attack us in the middle of the night.” There will be a total of 128 beds offered at the shelter. Nearly 20 agencies will be on-site at times providing services to fit individual needs. The city has now opened four shelters in the last two years, following the large Hepatitis A outbreak, bringing nearly 800 homeless people off the streets. SAN DIEGO (KGTV) — Poway Unified School District officials say they are going fully online for the fall school year after originally planning to give students the option for in-person instruction.In a letter to parents on Wednesday, the school district said that "stringent" standards that need to be met for in-person classes "have made it impossible for any San Diego County school district to physically reopen schools for in-person instruction before mid-September."PUSD said it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. But the requirement now requires that the county is off the watch list for 28 consecutive days, and if at any point the county exceeds the threshold for three days, it would be back on the state list and have to go through another 28-day cycle."In late Fall, we will reevaluate our plans taking into full consideration then-current public health conditions, and guidelines and restrictions from the Governor and public health department," the district said in a release. "While this information is likely to disappoint the majority of our staff and families who indicated a desire to return to on-campus learning as soon as possible, everyone should know that -- due to our extensive planning thus far -- PUSD will be ready for a prompt and safe return to in-person instruction if permitted to do so come January."The school district says its 2020-21 school year will start virtually on Sept. 2, and remain fully virtual through the December break from Dec. 21 to Jan. 1, 2021.The district adds that teachers and instructional assistants will receive additional training in virtual teaching platforms and tools in August and that the district will provide all the necessary technology for teachers and students. SAN DIEGO (KGTV) -- Once election results start to come in, some of the races could be so close to call that they could lead to legal battles in court. Eugene Volokh, a constitutional law professor at UCLA, explained that it is likely some races could be so close that we won't know the results for a few days, maybe even weeks. When it comes to the presidential race, Volokh said that if the results are a landslide, the likelihood of legal challenges are close to none. If it's a tight race, Volokh said we could see litigation in states where it is just too close to call. Recounts are also possible, but the professor said that it wouldn't be a national recount; instead, it would only focus on the states that have tight races. Across the country, there have already been some legal battles. In Houston, a federal judge refused to invalidate nearly 127,000 drive-thru mail-in ballots following a lawsuit filed by a group of Republicans. In Nevada, a judge rejected another GOP lawsuit aiming to stop early voting over signature-matching software and observers when votes are being counted. If there is need for legal action, in any of the races, Volokh said it would likely be resolved in a couple of weeks. 1221
