SAN FRANCISCO (AP) — California voters are right to think they already weighed in on how big cages should be for egg-laying hens.In 2008, voters ushered in Proposition 2, which sought to free egg-laying hens from tiny cages. It didn't outlaw cages but barred California farmers from keeping hens — as well as calves raised for veal and breeding pigs — in pens so small they virtually couldn't move.Since then, supermarket shelves have filled with cage-free egg varieties. Corporations like McDonald's, Costco and Taco Bell have committed to using cage-free products.RELATED: Proposed California initiative seeks to end high-speed railBut a decade later, voters are being asked to revisit the issue with Proposition 12, the Farm Animal Confinement Initiative.The Humane Society of the United States, the issue's primary proponent, says the measure is needed to update California standards and to apply those standards to out-of-state farmers selling their products in California. The earlier initiative simply stated the three types of animals must be able to turn around freely, stand up and fully extend their limbs — but set no specifics.A "yes" vote for Proposition 12 would create new minimum size requirements for confinement pens for all three animals and require that all egg-laying hens be cage-free by 2022.It would also ban the sales from other states not meeting California's standards.RELATED: No vote coming in 2018, but measure to expand convention center qualifies for ballotThe Humane Society calls the measure a "commonsense reform" that strengthens a decade-old animal cruelty law and gives farmers a phase-in time to shift to more humane practices."Most of the eggs sold in California come from birds confined in cages where it's hard for them to even move. They have to eat, sleep, defecate and lay eggs in the same small space every day for their entire life," said Josh Balk, vice president at the Humane Society of the United States. "Proposition 12 ensures that the pork sold in California, the veal sold in California and the eggs sold in the state come from (animals) not confined in cages."Specifically, the measure would require, starting in 2020, a calf confined for production to have at least 43 square feet (4 square meters) of floor space to roam in, while each pig would have to be given 24 square feet (2.2 square meters) of floor space starting in 2022.RELATED: California gas tax repeal qualifies for November ballotEgg-laying hens, starting in 2020, must be given 1 square foot (0.1 square meter) of floor space each, and have to be cage-free by 2022, according to Proposition 12.According to findings of the state's nonpartisan Legislative Analyst's Office, the measure would likely result in an increase in prices for eggs, pork and veal partly because farmers would have to remodel or build new housing for animals."Changes in housing systems, which come with significant costs that increase food prices, should be driven by consumer purchasing decisions, not the agenda of any activist group," Jim Monroe, National Pork Producers Council spokesman, told the Los Angeles Times.RELATED: Private DMV office provides services to California lawmakersThe Association of California Egg Farmers also opposes the measure, saying the expedited timeline could lead to supply disruptions, price spikes and a shortage of eggs for sale.The Legislative Analyst's Office concluded that if approved, the measure could cost the state as much as million a year to enforce, and millions of dollars more per year in lost tax revenues from farm businesses that choose to stop or reduce production because of higher costs.Other opponents of Proposition 12 say it doesn't go far enough to stop animal cruelty.Bradley Miller, a spokesman for Californians against Cruelty, Cages and Fraud, which is leading a "No on Proposition 12" campaign, says the measure is misleading because the phase-in period implicitly makes cages legal until at least 2022."We're opposed to legalizing cages in our state," said Miller, who is also president of the Humane Farming Association. SAN DIEGO (KGTV)—A group of small business owners and employees in San Diego County say the new reopening guidelines released by California Gov. Gavin Newsom Friday won’t help them recover after months of struggling.“We were really hopeful, then once we actually got this new color-coding system, it’s the same as nothing really to a lot of small businesses,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “25 percent for a lot of restaurants is not enough to operate with.”Under the latest guidelines, restaurants can offer dine-in service at 25 percent capacity or 100 people, whichever is fewer.“We’ve done the math and think we can have 55 people in our building at any given time,” she said.Weber could not provide outdoor dining and spent a lot of money to prepare her restaurant for safe, dine-in services.“We went above and beyond. We added UV germicidal lighting into our HVAC ducts; we’ve gone to touchless checks and menus, we added glass partitions between our tables,” she said.A group of business owners, general managers, and other employees joined San Diego County Supervisor Jim Desmond outside of the county administration building Monday to call for looser restrictions.Desmond has been pushing for the reopening of businesses and said they can’t survive with the current capacity limits.“Everybody behind me is suffering because of this. I can’t pay my rent with 25 percent,” said Thomas Hall, General Manager for The Grass Skirt. “When my staff was told they had to leave and I didn’t know when we were going to hire them back, it completely broke my heart.”While some say the capacity limitations make it difficult for businesses to recover after operating at a loss, others say their industries have been entirely left out of any reopening plans.“I own a small event business called McFarlane Promotions. We shut down all our business and events on March 15,” said Laurel McFarlane, a small business owner and the founder of San Diego Event Coalition.“We let go of staff, we took out a second mortgage on our house, borrowed from friends and families if we could. We scrambled to make financially for the last six months, only to find out last Friday that we have been completely disregarded and undermined. The event industry wasn’t even listed.”McFarlane said she’s a mother of four children and the sole provider for her family. She said 90 percent of her business events were canceled, and she’s been unable to work for nearly six months.“It’s time for our leaders to invite us to the table,” she said.While Desmond has been in favor of reopening businesses, others are concerned that this could cause another spike in COVID-19 cases across the county.Supervisor Nathan Fletcher said in a Tweet, “My fear is that the breadth & speed of what we are doing could cause a spike in cases that would trigger us moving back to a higher tier and requiring additional closures. I would prefer a more cautious approach that gives us a higher probability of a smooth & steady recovery.”Businesses providing indoor services must have a sign-in sheet will customers will leave their name and phone number. Supervisor Fletcher said if there is an outbreak inside a business or entity, the list will help in notifying customers if they have been exposed to COVID-19. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962
