SAN DIEGO (KGTV) -- Isabel Rosales was brutally attacked and nearly killed by her husband in January 2018."It was life or death, my ex husband attacked me in front of my kids," said Rosales.Rosales was married for 16 years. She and her ex-husband moved from Chicago to San Diego for a fresh start. But Rosales says the abuse only got worse."Sexual abuse, verbal abuse, physical abuse, everything," said RosalesShortly after their 16-year anniversary Rosales told her Ex-husband she wanted a divorce. She barely made it out of the family home alive."I was getting ready to go to work and we had been arguing...his behavior had been kind of erratic over the last few weeks. I thought he was agreeing with me when he said it ends here. I thought he was getting his suitcase and leaving. He followed me into the bathroom and he stabbed me. I ran into the kid's room and he stabbed me in front of the kids who were sleeping. I was able to push him out of the way and I ran out of the house. Before I ran out of the house though he attacked me again at the front door. I knew if I didn't make it out of the door it was over and by the grace of God the door opened."Rosales was in the ICU at UCSD for three days with a breathing tube. She says she fought to stay alive for her three children and her mother, who was killed by her boyfriend in 2011."My mother was murdered by her boyfriend in Mexico. And my ex-husband attacked me in a very similar way."Rosales says she had what her mother did not. Help. Hers came in the form of Operation for Hope, a San Diego non-profit that helps provide emergency services to victims of domestic abuse. Rosales was given emergency shelter and money to pay for a divorce attorney."It helped me have a future. It gave me exactly what it promises- HOPE."Rosales has this advice for other survivors."I was ashamed to ask for help. I didn't know services like this exist. I am here to tell you there's great courage in asking for help and taking that first step... I hope and I pray to change one other person's world out there by sharing my story. My heart aches for those who do not make it like my mom, for those who do not know how to get out or where to go, for those that think an abusive relationship is normal. Anything is possible and each and every person is deserving of a beautiful and safe life... I am happy now. These tears are tears of joy."During the pandemic, domestic violence incidents have increased. From January to June 2020, there were 8,495 domestic violence incidents reported to law enforcement in San Diego County, as compared to 8,235 during the same period in 2019; a 3% increase from the prior year according to the San Diego County District Attorney's office. The Victim Assistance Program advocates at the District Attorney's office served 2,940 victims from March-July 2020, as compared to 1,941 in 2019; a 51% increase in those served.Operation for Hope will hold it's biggest fundraiser of the year October 28, 20202. 10News Anchor Vanessa Van Hyfte will be emceeing the live event and silent auction. SAN DIEGO (KGTV) — Local activists are accusing the city of San Diego of slow-playing their proposal to create an independent commission on police practices - to the point that it died.The measure would have created a board with subpoena power. And the ability to launch its own investigations.The board, which would have been called the Independent Commission Police Practices, would have addressed several of the concerns raised by the County Grand Jury about the city's Community Review Board.Those concerns include a lack of subpoena power, access to only some complaints, and an appearance some find too closely linked to the San Diego Police Department. Women Occupy San Diego's proposed an independent board that would have subpoena power."We would have independent investigators who would talk to the witnesses, who would look at all the documents, who would do the same things that (Internal Affairs) does," said Kate Yavenditti, a local attorney and one of the group's members.Women Occupy San Diego filed the measure in March, but earlier this month the City Attorney's said the San Diego Police Officers Association and the Municipal Employees Association needed to be consulted before it could go to the November ballot, due to a law called the Meyers Milias Brown Act.A city attorney memo said the the organizations needed to be conferred with because the measure could impact their working conditions.Yavenditti said she learned of this at a rules committee meeting on July 11, and the City Council didn't docket the issue until Monday, just less than two weeks before the Registrar of Voters deadline for the November ballot.It was too close, so the council voted not to move it forward."At this point, there's nothing we can do about it except talk about what we believe was a deliberate delay," Yavenditti said. A city spokeswoman said this measure was treated the same as all the others that were vying for the November ballot. Jack Schaeffer, president of the San Diego Police Officers Association, said he stood by the current Community Review Board. He noted it has trained experts doing investigations, they pick apart all the evidence and come to appropriate conclusions."It's almost like a big audit of what we’ve done as investigators," he said. "If you look nationwide, a few different ways to do police oversight and not one of them is really any better the other."Yavenditti said her group is now eyeing the proposal for the 2020 ballot. 2489

SAN DIEGO (KGTV) — It's become the first question when considering a cell phone plan: How's the coverage?In San Diego, AT&T customers may find they have better luck than other carriers, according to a study by PC Mag.Locally, 19 locations were tested around the county — from Chula Vista to La Jolla and out to the College East area — between May 7 and June 1, 2019. Testers ran speed software every two minutes on sets of Samsung Galaxy S10 series phones for about 15 minutes in each location.For San Diego County, AT&T scored the "fastest" title ahead of T-Mobile, Verizon, and Sprint."In San Diego, AT&T had nearly double the average download speed of the next-fastest network, with excellent reliability," PC Mag writes. "The carrier has been spreading its 5G Evolution LTE improvements up and down the California coastline, and we really saw the positive benefits this year."AT&T's average download speed was recorded at 90.7 Mbps, compared to Sprint's 51.5 Mbps, T-Mobile's 44.2 Mbps, and Verizon's 36.4 Mbps averages. Uploads over 2 Mbps were successful 97% of the time on AT&T's network, 96% on Verizon, 94% on T-Mobile, and 74% on Sprint.Overall, AT&T, T-Mobile, and Verizon were all given a 100% reliability score. But when it came to speed of network, AT&T grabbed a perfect score, followed by T-Mobile, Verizon, and Sprint."AT&T and Verizon both plan to bring 5G to San Diego this year. SAN DIEGO (KGTV) -- In the wake of this summer's protests over racial inequality, a high school athletic director from San Diego is trying to change a system he says doesn't have enough minority representation.Francis Parker AD Anthony Thomas started NOMAD, the National Organization of Minority Athletic Directors."We have to get comfortable being uncomfortable," says Thomas. "And we have to have difficult conversations within our community."Thomas began the organization with three other AD's from Oakland, Minneapolis, and Richmond, Virginia.They say NOMAD will guide and mentor minority coaches, athletes, and administrators who want to further their careers.Thomas says seeing the racial unrest in the wake of George Floyd's death was a turning point."I saw myself under that knee. I saw my student-athletes under that knee. I saw my nephew under that knee. So it was really a call to action," says Thomas.Thomas' school plays in the Coastal Conference. He noticed that only two of its 18 schools have black athletic directors. Thomas saw similar numbers across the state and country but couldn't find any specific data because no one had been tracking it yet on the high school level."You have to lead by example," says Thomas. "That's what we decided to do as Nomad is to get out ahead of it, and no longer wait, no longer be complicit."In its first five months, NOMAD has grown to more than 200 members. They've already held a handful of virtual webinars teaching people how to advance their careers in athletics. Thomas wants to make sure everyone has representation and opportunity."The data tells a story," says Thomas. "There's not a lot of opportunities for underrepresented people to become athletic directors, and we would like to see that change in the best way possible. And we want to facilitate hoping in that shift."Thomas thinks this can also help students by giving minority athletes people they can look up to who also look like them.He says NOMAD can also help guide conversations between players and coaches of different ethnic and racial groups that intersect in sports."This job is not about color. It's not about ethnicity. It's about passion. It's about loving kids. And that's what we want to do," he says. "But we also recognize that our leadership in every aspect needs to reflect its community." 2338
