The Department of Education said Thursday that it would wipe away student debt for 15,000 borrowers, implementing an Obama-era rule that Secretary Betsy DeVos has fought to block for more than a year.The debt cancellations will total about 0 million.The rule, known as Borrower Defense to Repayment, was designed to help students cheated by for-profit colleges get relief on their education debt.The announcement comes about two months after a federal judge ordered immediate implementation of the rule. The judge had sided with attorneys general from 18 states and the District of Columbia who sued DeVos for delaying the rule while she worked on rewriting it. 677

The former Louisville Metro Police Officer charged with wanton endangerment for firing his gun into Breonna Taylor's apartment pleaded not guilty during a Monday arraignment. Brett Hankison and his lawyer participated in the arraignment remotely. The former officer pleaded not guilty to the charges he faces. The judge made two stipulations during Monday's arraignment: Hankison has to attend every court hearing, even if it is remotely, and second, Hankison cannot have any firearms. His attorney pushed back, arguing Hankison might need a weapon to protect himself after recent threats. The judge declined the objection. Hankison was charged by a grand jury with three counts of wanton endangerment last week. Of the three officers who fired their weapons that night in March when Taylor was killed, Hankison was the only one charged as a result of the grand jury investigation. Officers were at Taylor's apartment in the early morning hours of March 13 to serve a narcotics warrant in connection with an investigation into an ex-boyfriend. Taylor's current boyfriend, Kenneth Walker, says he did not hear police announce themselves, and says he fired a "warning shot" toward the front door as police broke down the door. Police returned fire. Taylor was shot several times and later died. An autopsy recently released reveals more details about the deadly shot. Hankison is charged with firing several rounds into the building following the initial shootout, allegedly putting Taylor's neighbors in danger. Hankison faces a maximum of 5 years in prison if found guilty. He was fired from the police department in June. In a press conference following the grand jury's announcement, Kentucky Attorney General Daniel Cameron said two other officers, Jonathan Mattingly and Myles Cosgrove, were "justified" in using lethal force because they had been fired upon first. The two officers and Hankison are also facing an internal police investigation into the shooting. Mattingly and Cosgrove remain on administrative duty.The decision not charge officers with Taylor's homicide has prompted protests in Louisville and throughout the country. 2148

The Carr Fire raging in Northern California is so large and hot that it is actually creating its own localized weather system with variable strong winds, making it difficult for experts to predict which way the blaze will spread.At least seven people were still missing in Shasta County, California, as shifting winds, dry fuel and steep terrain helped the monstrous fire engulf almost 100,000 acres by Sunday night, authorities said.The fire has claimed six lives, including a firefighter and bulldozer operator working to extinguish the blaze.Sixteen people had been reported missing, but nine of those have been found safe, according to Shasta County Sheriff Tom Bosenko, who spoke at a Sunday news conference.The fire, which started a week ago, has burned 98,724 acres and is just 20 percent contained, according to the California Department of Forestry and Fire Protection, known as Cal Fire.Flames have destroyed at least 966 structures in the area, making it one of the top 10 most destructive wildfires in California history. The first round of the NFL Draft got underway Thursday evening and Oklahoma quarterback Baker Mayfield was selected as the first overall draft pick by the Cleveland Browns. Mayfield will likely take over as Cleveland's starting quarterback in the fall after the Browns finished the 2017 season with a winless 0-16 record. Mayfield was a three-year starter at Oklahoma after starting one season for Texas Tech. He threw for 131 touchdowns over his four collegiate years, which is fourth all time in NCAA Division I history. According to most NFL Draft experts, five college quarterbacks will likely be selected in the first round on Thursday. The group includes USC's Sam Darnold, Oklahoma's Baker Mayfield, Wyoming's Josh Allen, UCLA's Josh Rosen and Louisville's Lamar Jackson.  807

  

The Centers for Disease Control and Prevention announced in a report on Tuesday that the number of people infected by mosquitoes, ticks and fleas has tripled from 2004 through 2016. And as the number of infections increase, the CDC says the US is not prepared to reverse the trend. According to CDC figures, 27,388 cases of disease from mosquitoes, ticks and fleas were reported in 2004. In 2016, that number had increased to 96,075. “Zika, West Nile, Lyme, and chikungunya—a growing list of diseases caused by the bite of an infected mosquito, tick, or flea—have confronted the U.S. in recent years, making a lot of people sick. And we don’t know what will threaten Americans next,” said CDC Director Robert R. Redfield, M.D. “Our Nation’s first lines of defense are state and local health departments and vector control organizations, and we must continue to enhance our investment in their ability to fight against these diseases.”The CDC said that the most common mosquito-borne viruses were West Nile, dengue and Zika.Here are others facts the CDC provided:  1111
