The fog hangs heavy over Great Bay along the New Hampshire seacoast on a raw as Josh Carloni and his wife, Jessica, emerge through the mist on their fishing boat. They are the owners of Rising Tide Oyster Company, a family-owned business that typically sells thousands of oysters a year to restaurants across New England. But when the novel coronavirus hit back in March, their sales disappeared overnight as restaurants were forced to closed.“Every time you turn on the news, there’s just more bad news out there,” said Carloni. “Our business is down maybe 20 percent.”The Carlonis and oyster fisherman across the country were finding themselves in similar positions. They suddenly had thousands of perfectly healthy oysters that needed to be harvested, but there was no place for them to go.“Oyster farmers had been growing these oysters for three years, and suddenly, they didn’t have a market at all. The pandemic hit oyster farmers across the country hard,” explained Alix Laferriere, who serves as the Marine and Coastal Director for the Nature Conservancy of New Hampshire.Laferriere and her team thought there was little they could do to help struggling oyster farmers until a few months ago when an anonymous donor gifted a million donation. With that sudden infusion of cash, Laferriere and her team got to work. With help from the Pew Charitable Trust, they developed the Supporting Oyster Aquaculture and Restoration (SOAR) initiative to buy back five million oysters that needed to be harvested. The program is being deployed in seven states: Maine, New Hampshire, Massachusetts, New York, New Jersey, Maryland and Washington state. But it’s not just helping fisherman’s bottom line, it’s also helping estuaries and reefs at the bottom of the ocean.Turns out oysters don't just taste good; they can do good for the environment. That grant bought back 10,000 of Josh Carloni's oysters. And he isn't just throwing them into the ocean. Laferriere and her team have strategically told him where they should be deployed across the Great Bay Estuary along New Hampshire's coast. Eventually, the oysters will latch on to reefs below and help restore the damage done by decades of overharvesting, pollution and disease.“It’s this win-win opportunity where we get to put oysters back in the bay and help our local oyster farmers,” explained Briana Group, who also works with the Nature Conservancy of New Hampshire. One adult oyster can filter up to 30 gallons of water a day, and when they’re filtering that water, they’re removing nitrogen from the ecosystem. While the program is giving fisherman an infusion of cash, it’s also giving reefs and estuaries across the country an infusion of clean water, courtesy of a 3-inch mollusk.“There’s nothing bad about this situation; it’s only good,” Laferriere said as she looked out over the ocean. For fisherman like Josh Carloni, the program means he gets to keep his business afloat for another year, while at the same time, giving back to the environment. And it’s all because of COVID-19.“It makes us feel really good about doing something good for the environment,” he said. 3134

The European Union has announced it will reopen its borders to travelers from 14 countries, but most Americans have been refused entry for at least another two weeks due to soaring coronavirus infections in the U.S. Travelers from other big countries like Russia, Brazil and India will also miss out. Citizens from the following countries will be allowed into the EU’s 27 members and four other nations in Europe’s visa-free Schengen travel zone: Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay. The EU said China is “subject to confirmation of reciprocity,” meaning it must lift all restrictions on European citizens entering China before it will allow Chinese citizens back in.Tuesday’s decree will not apply to travel to Britain, which left the EU in January. Britain now requires all incoming travellers — bar a few exceptions like truck drivers — to go into a self-imposed 14-day quarantine, although the measure is under review and is likely to ease in the coming weeks. The requirement also applies to U.K. citizens. The list of permitted nations is to be updated every 14 days, with new countries being added or even dropping off depending on if they are keeping the disease under control. The daily number of new confirmed cases in the United States has surged over the past week. The U.S. has the world’s worst coronavirus outbreak, with nearly 2.6 million people confirmed infected and over 126,000 dead, according to a tally by Johns Hopkins University that experts say understates the pandemic’s true toll due to limited testing and other reasons. In March, President Donald Trump suspended all people from Europe’s ID check-free travel zone from entering the U.S.The EU imposed restrictions on non-essential travel to its 27 nations, plus Iceland, Liechtenstein, Norway and Switzerland, which are part of the Schengen open-borders area, in March to halt the spread of the virus. Non-EU citizens who are already living in Europe are not included in the ban.More than 15 million Americans are estimated to travel to Europe annually, and any delay would be a further blow to virus-ravaged economies and tourism sectors on both sides of the Atlantic. Around 10 million Europeans are thought to cross the Atlantic for vacations and business each year.___Follow AP coverage of the pandemic at https://apnews.com/VirusOutbreak and https://apnews.com/UnderstandingtheOutbreak 2475

The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves. The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook. The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. Johnson acknowledged in a news conference on Thursday the department assists local law enforcement agencies with this type of operation."At the end of the day, just because it's out there and it's not yours, that doesn't mean you're supposed to take it," Johnson said. "But as Chicago Police Department, we're going to take a hard look and see if there's something we can do better."At least one local official and the ACLU of Illinois criticized Chicago police for being involved in the operation, arguing the practice created unfair situations of entrapment.Karen Sheley, director of the Police Practices Project at ACLU of Illinois, said in a statement "these stunts won't help" better relationships between police and communities of color in Chicago."Police should focus on reform and improve outreach to communities that have been too often the target of police abuse," Sheley said.In a statement, longtime community activist Lori Lightfoot, who is also a current candidate for mayor, said the use of the "bait trucks" is "an appalling display of misplaced priorities," and made a reference to a string of shootings that left 12 people dead over the weekend."Video footage shows officers antagonizing Chicagoans they are sworn to serve and protect, and creating conflict when their responsibility is to promote public safety," Lightfoot added.Roderick T. Sawyer, alderman for Chicago's 6th Ward, said the operation "serves only to undermine already fragile efforts to build trust between law enforcement and the community."Sawyer called for the city council to hold a hearing on the matter. 3502
