SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. CBP Commissioner Mark Morgan also said this week that border apprehensions were up 88% from Oct. 1, 2018, to Sept. 30, 2019.An administration official told the Post that the number of these breaches have totaled "a few instances," and echoed border agents' sentiments that the wall "significantly increased security and deterrence" in the San Diego and El Centro areas.The Washington Post reports that smugglers have cut through areas, then replaced the bollard in its original position or used putty to make it appear fixed in order to continue using the opening.RELATED: US border agents dealing with rise of 'fake families'Though agents can repair the damage by welding the bollard wall, they say smugglers can return to the same spot because the metal and concrete are now weakened, the Post said.The Post says that some of the damage has occurred in areas where electronic sensors to detect sawing vibrations have yet to be installed.Makeshift ladders have also been used to climb the barrier into the San Diego area, using hooks and rope ladders to climb down on the U.S. side of the border, the Post adds. 2675

SAN DIEGO (KGTV) — San Diego Police said Wednesday officers detained a woman who reportedly had a shotgun in the parking lot of the department's headquarters.Police said a woman drove into the parking lot just before 12:30 p.m. One department employee saw she was armed with a shotgun, police said.Officers quickly surrounded the woman's vehicle and a Psychiatric Emergency Response Team (PERT) was on hand to assess and provide support to the woman, SDPD added.Within about 10 minutes, the police said the woman was detained. Several weapons and ammunition were also confiscated, according to the department. 617

SAN DIEGO (KGTV) - San Diego-based Qualcomm won a million decision Friday against Apple in a patent infringement case involving iPhones. A jury in the U.S. District Court for the Southern District of California found the iPhone 7, 7 Plus, 8, 8 Plus, and X infringed Qualcomm’s patents. One of the patents enables "flashless booting”, eliminating the need for separate flash memory. It also allows a smartphone to connect to the internet quickly after being powered on, according to Qualcomm officials. The other two patents allow smartphone apps to access internet data quickly, and enable high performance and graphics while increasing battery life, Qualcomm said in a news release. Qualcomm was awarded million in damages from July 6, 2017, the date the lawsuit was filed, through the end of the trial. "Today's unanimous jury verdict is the latest victory in our worldwide patent litigation directed at holding Apple accountable for using our valuable technologies without paying for them," said Don Rosenberg, executive vice president and general counsel for Qualcomm. "The technologies invented by Qualcomm and others are what made it possible for Apple to enter the market and become so successful so quickly. The three patents found to be infringed in this case represent just a small fraction of Qualcomm's valuable portfolio of tens of thousands of patents. We are gratified that courts all over the world are rejecting Apple's strategy of refusing to pay for the use of our IP." SAN DIEGO (KGTV) - San Diego State University students can earn extra credit in a sociology class if they take a quiz calculating their "white privilege."Professor Dae Elliott is the purveyor of the 20-question quiz that urges students to evaluate situations and determine if their skin color has benefitted them in some way.Featuring scenarios like: “I can be late to a meeting without having the lateness reflect on my race,” and, “I can choose blemish or bandages in flesh color and have them more or less match my skin,” the quiz ranks a person’s privilege by tallying up the points they get for each question.In short, the higher one’s score, the higher their privilege.“I basically made it clear there’s a variety of privileges,” said Elliott, “we all have certain privileges.”Students of all ethnicities can take the quiz and can earn the same extra credit regardless of their white privilege score, according to Elliott.SDSU College Republicans president Brandon Jones says the quiz is racially divisive and his friends in Elliott’s class feel like they are being singled out.“I think what she was trying to do is racially bring people together,” said Jones, “but instead she’s excluding a whole group of people on campus.”Elliott says the evaluation is not about color, but a way in which everyone can understand each other better.“We need to listen to each other,” said Elliott, “give each other the same respect we give our own subjectivity.”Click here to see the quiz 10News obtained from a student in the class. 1557
