WASHINGTON (AP) — President Donald Trump and his allies are taking what appear to be increasingly frantic steps to subvert the results of the 2020 election, according to law scholars, including summoning state legislators to the White House as part of a longshot bid to overturn Joe Biden’s victory. Trump also has personally called local election officials in Michigan who are trying to rescind their certification votes in Michigan. His legal team has suggested that a judge order Pennsylvania to set aside the popular vote there. And his allies are pressuring county officials in Arizona to delay certifying vote tallies. During a press conference Thursday, the president's personal attorney, Rudy Giuliani, who is working on the campaign's lawsuits, made accusations of voter fraud in a handful of states, and seemed to suggest officials in several big cities were working together. "It’s not a singular voter fraud in any one state. There is a pattern in several states," Giuliani said. "To any experienced prosecutor, it would suggest that there was a plan." However, he did not give any evidence or further details about what led him to believe there was a "plan," other than baseless statements that the cities had "a history of corruption."“It’s very concerning that some Republicans apparently can’t fathom the possibility that they legitimately lost this election,” said Joshua Douglas, a law professor at the University of Kentucky who researches and teaches election law.“We depend on democratic norms, including that the losers graciously accept defeat,” he said. “That seems to be breaking down.”Election law experts see this as the last, dying gasp of the Trump campaign and say there is no question Biden will walk into the Oval Office come January. 1774

(CNS) - A 54-year-old Poway man accused of killing a young woman in Carlsbad 33 years ago pleaded not guilty Tuesday to charges of murder and rape.James Charles Kingery faces 33 years to life in state prison if convicted of all charges stemming from the killing of 26-year-old Julia Hernandez-Santiago, according to the San Diego County District Attorney's Office.The victim's body was found on Oct. 10, 1987 on an ivy-covered embankment in the 2100 block of Alga Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation.While a suspect was not identified at the time of the killing, investigators said technological advances eventually led to Kingery's arrest.In March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Then in May, the sheriff's crime lab notified Carlsbad police that DNA samples from the 1987 murder case were a match for Kingery, who was arrested July 22.A suspected motive for the killing has not been disclosed."When a murder goes unsolved, not only is justice delayed, but families are left in turmoil with no closure," District Attorney Summer Stephan said in a statement. "Working with Carlsbad Police Department detectives, who never gave up, our office is bringing a measure of justice to Ms. Hernandez-Santiago's family and giving hope to other victims in unsolved cases."Kingery is being held on million bail. In order to aid his administration in his goal, he says he hopes Congress can pass additional funding that would assist in distribution. Finally, Biden said he hopes to get as many children back into schools for in-person learning as he can within his first 100 days.Biden ended his remarks by reminding Americans that while a vaccine is coming, there are a few difficult months ahead."It's daunting, but I promise we will make progress starting on Day 1 ... we can beat this," Biden said.The health care team assembled by President-elect Joe Biden points to stronger federal management of the nation's COVID-19 response, a leading role for science and an emphasis on fair and equitable distribution of vaccines and treatments.With Monday's announcement of his health secretary and a half dozen other key officials Biden is aiming to leave behind the personal dramas that erupted under President Donald Trump. He hopes to return the federal response to a more methodical approach focused on achieving results by applying scientific knowledge in a transparent and disciplined manner.But Biden doesn't yet have a tested team — just players drafted for key positions. WASHINGTON (AP) — A new study finds climate change is making stronger El Ninos, which change weather worldwide and heat up an already warming planet.Scientists looked at 33 El Ninos since 1901. This natural weather phenomenon is the warming of equatorial Pacific that triggers weather extremes across the globe.Since the 1970s, scientists have found El Ninos are forming farther to the west in warmer waters.Researchers led by the University of Hawaii say this leads to some stronger El Ninos.This is important because El Nino —especially strong ones — can trigger drought in some places, like Australia and India. And it can cause flooding in other areas like California.The study is in Monday's Proceedings of the National Academy of Sciences. 753

  

WASHINGTON (AP) — An arcane battle over emergency Federal Reserve powers is frustrating efforts to lock down an agreement on an almost trillion COVID-19 economic relief package. The impasse is just the latest stumble in a partisan, monthslong battle over COVID-19 relief, and feelings hardened as the Senate congregated for a weekend session. Lawmakers on both sides said the sticking point was a provision by Republican Sen. Pat Toomey of Pennsylvania that would curb emergency Federal Reserve powers.
