SAN DIEGO (KGTV) -- More rolling power outages are expected across San Diego as an intense heatwave bakes the county.SDG&E warned Monday that more rotating outages are likely across the region for the next few days."We certainly understand it's a pandemic and everyone is at home right now. We're working from home and schooling from home, and we totally get that, but everything we can possibly do to conserve any ounce of energy is going to help the collective right now," said Denice Menard communications manager for SDG&E.The California Independent System Operator runs the majority of the state's grid. The non-profit says the outages are necessary due to increased demand from the scorching temperatures, but some industry experts disagree."Asleep at the wheel might be a thought that comes to mind," said Bill Powers, Principal of Powers Engineering. Powers has worked on electrical systems for decades, and he's also testified as an expert on energy matters.Powers said there was nothing unusual about the heat."Those of us that watch this on a daily basis knew that Friday was a hot day, but it wasn't an atypical hot day. There was nothing special about Friday's temperature or electrical demand in terms of what we are capable of handling," said Powers.The last time California had rolling blackouts was in 2001. Powers believes the outages have more to do with how the power is managed rather than how much is available."That's due to their whole format where they determine who has the cheapest power in this moment, and then we will let that operate.If you have some units that take awhile to come up to speed that are higher cost, the system doesn't really work that well for that," said Powers.California's governor also called the outages unacceptable and promised a swift investigation."If they start operating the grid with a little bit of practical wisdom, they're not going to be any more blackouts. We have plenty of power, we have to use it in a smart way, that's what they get paid to do," said Powers.The outages usually last an hour and happen between 2 pm and 10 pm.No one from the California ISO was available for comment Monday. 2174

SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs. SAN DIEGO (KGTV) - New documents in a search warrant reveal evidence in the investigation of the Poway synagogue shooting during which one person was killed and three were injured. Evidence cited in the documents confirms rumors that have been spread over the last two months surrounding a possible live stream and an alternative chat room site where many alleged John T. Earnest adopted his hateful ideology.The document states, "San Diego Police Department ("SDPD") Officers responded to that location and took John Earnest into custody without further incident. Seen on the front passenger seat was an AR-I5 rifle but no handgun was visible. Additionally, in the vehicle was a helmet with a Go-Pro camera on it."The document later describes the suspect's disposition after officers made contact. "At that time, Earnest did not appear to be under the influence of a controlled substance but did appear to have a 'flat affect' as though he was detached or unaffected by his actions," the document says.The document brings up the manifesto that was the subject of a previous 10News report. "An SDSD system data miner, found a manifesto on Pastebin.com written by a person identifying himself as John Earnest," the document says. "In the manifesto, which he named 'An Open Letter.'"On page six of the document, there is a reference to how Earnest adopted his ideology. "During that interview, he informed an SDSO Detective that he had adopted his ideology of hate for members of the Jewish religion approximately 18 month earlier. Based on my training and experience, I know that there is a process in which someone undergoes adoption of radical ideologies. This process can take several months or several years before a person actually commits to those ideologies. During the interview, Earnest also stated that he was inspired by individuals such as Adolph Hitler and Brenton Tarrant."The document also looks at a Facebook post, from a page investigators linked to Earnest. "Earnest made a posting in which he thought to draw attention to his forthcoming attack on the Chabad of Poway, share his views through his open letter, and offer people the opportunity to observe the attack itself," the document says.The document also contains statements referring to the alternative message board site 8chan, where many believe Earnest adopted a hateful ideology. "Earnest stated in the subject posting, "I've only been lurking for a year and a half, yet, what I've learned here is priceless." This information suggests that Earnest was inspired and/or educated by individuals who commented on his threads."The document explains how hard it is to track users on the site and how easy it is to modify or erase information on the site. For those reasons investigators wanted to keep the search warrant sealed.In attached files, the document shows comments from 8chan users asking "anyone had a decent read of the manifesto yet?" As well as "Anybody not already at least on a vpn [virtual private network] is playing with fire here, don't get yourselves caught before actually making an effort."Earnest will be in court for the preliminary hearing for his state case on August 19. 3182

SAN DIEGO (KGTV) - Nearly a year after the city opened a facility for the homeless to store their belonging in, residents say they are still being impacted.“There’s human feces all over the alleys,” said one community member during the public comment.At the meeting, a Lieutenant with the San Diego Police Department’s homeless outreach team announced they would be adding a foot patrol in the area starting next week.For the first time, representatives from the County of San Diego said they will also be diverting resources to the area to help with mental health issues.Meantime, the city is searching for another location to open a storage facility in District 9.While the exact location has not yet been announced, officials said two sites are currently being considered, at least one of them is in City Heights. 824
