BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat.The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. BEIJING, Sept. 2 (Xinhua) -- A senior Chinese general Thursday met with the head of a leading U.S. think tank and discussed the building of strong military ties between the two countries, despite military exchanges between the two nations having been frozen since January."A sound and stable China-U.S. military relationship is good for bilateral strategic trust and regional peace and stability," Deputy Chief of the General Staff of the Chinese People's Liberation Army (PLA) Ma Xiaotian told John Hamre, president of the Washington-based Center for Strategic and International Studies (CSIS).Hamre served as the U.S. deputy secretary of defense during the Clinton administration before joining CSIS in 2000.Hamre is in China at the invitation of a leading Chinese think tank, the China Institute of Contemporary International Relations, for an academic symposium."China has always attached great importance to developing military ties with the United States and has made efforts in this regard," Ma told Hamre."Stronger military-to-military ties will be a very good thing for the two countries...We should have broader and deeper contact," Hamre said.On growing bilateral military ties, Ma proposed both sides respect each other's core interests and major concerns.Both sides should also properly handle differences and sensitive issues, Ma added.Hamre said China's prosperity contributes to the world, adding that the PLA's development is "logical."The former U.S. defense official said it is necessary for the two militaries to maintain candid communication to keep stable military relations.

BEIJING, Oct. 1 (Xinhua) -- A Chinese Foreign Ministry spokesman on Friday called for concerted efforts from Japan to maintain relations between the two countries.Foreign Ministry spokesman Ma Zhaoxu made the remarks following Japanese Prime Minister Naoto Kan's policy speech Friday, in which he reiterated Japan's territorial claim over the Diaoyu Islands.Ma said the Diaoyu islands and its adjacent islets have been Chinese territory since ancient times.Japan illegally detained Chinese fishermen and seized ship in waters off the Diaoyu Islands and insisted on performing a so-called domestic judicial procedure. Such moves were "absurd, illegal and invalid," Ma said.As a neighbor of Japan, China has always attached importance to developing bilateral ties with Japan, Ma said."I hope Japan will work with China to jointly maintain relations between the two countries," Ma said.In the speech at the opening of an extraordinary Diet session on Friday, Naoto Kan also said amicable ties between Japan and China were vital not only for the two nations but also for the peace and stability in the Asia-Pacific region.
