UNITED NATIONS, Jan. 21 (Xinhua) -- A senior Chinese diplomat announced here on Thursday that China has decided to contribute an additional 2.6 million U.S. dollars in cash to quake-hit Haiti and send a 40-member medical care and epidemic prevention team to the Caribbean country. The announcement came as Liu Zhenmin, China's deputy permanent representative to the United Nations, was taking the floor at the second briefing/pledging conference of the UN Office for the Coordination of Humanitarian Affairs (OCHA) for Earthquake in Haiti, which opened here on Thursday afternoon.A strong earthquake on Jan. 12 has left many people dead, including 61 UN staff members working in the island country, and a lot of buildings damaged or destroyed.Cao Li (L), a member of China International Search and Rescue Team, gives psychotherapy to a young Haitian woman in Port-au-Prince Jan. 20, 2010. Members of China International Search and Rescue Team came to a local medical center on Wednesday to offer medical help and psychological consultations to people injured at the Jan. 12 earthquake."At today's meeting, I am honored to announce that the Chinese government has decided to contribute an additional 2.6 million U.S. dollars in cash to Haiti, send a 40-member medical care and epidemic prevention team to Haiti and provide additional medicine and medical equipment to the country," Liu said."We support the United Nations in playing an important coordinating role in disaster relief and reconstruction in Haiti," he said. "We hope that the Haitian people, with the help of the international community, will overcome the difficulties, rebuild their homes and achieve self-reliance at an early date."The new Chinese contribution follows a Jan. 13 decision of the Red Society of China to donate one million U.S. dollars in cash to Haiti, he said. "On Jan. 15, the Chinese government announced its decision to provide 30 million yuan (about 4.4 million U.S. dollars) worth of humanitarian emergency supplies to Haiti."The first charter plane loaded with these supplies arrived in Haiti on Jan. 17, bringing to the local people medicine, tents, portable emergency lights, water purification equipment, food, drinking water and clothes, he said. "The second plane, which was delayed due to limited capacity of the Haitian airport, will arrive on Jan. 26."Since Jan. 13, the 60-member emergency rescue team sent by the Chinese government has fully engaged in disaster relief in the Haitian capital Port-au-Prince, he said. "The team has carried out effective search and rescue operations at the headquarters of MINUSTAH (the UN Stabilization Mission in Haiti), the prime minister's palace and other places, with a number of bodies found, including those of Special Representative Hedi Annabi of MINUSTAH and other UN staff.""The medical team of the Chinese rescue team are providing medical support for several hundred local people everyday," he said. "At this very moment, the Chinese international rescue team is still working at this forefront of disaster relief in Haiti and doing its utmost to help more people affected by the earthquake."Since the earthquake struck Haiti on Jan. 12, the international community has worked in solidarity to offer a helping hand to the Haitian people and government, he said. "At present, disaster relief in Haiti is in full swing.""The Chinese government highly commends the timely and effective assistance provided to Haiti by the United Nations, which has won the wide acclaim of the international community and laid a good foundation for the next phase of reconstruction efforts," he said.

MOSCOW, Jan. 30 (Xinhua) -- Russia and China have agreed to further tap cooperation potential so as to boost economic and trade ties despite the impact of the global economic crisis. The agreement was reached during a meeting on Thursday between Russian Minister of Regional Development Viktor Basargin and Chinese Ambassador to Russia Li Hui on bilateral economic and trade ties, especially cross-border and regional cooperation.Basargin and Li agreed that the global economic crisis had a negative impact on bilateral economic cooperation, citing a sharp decline in two-way trade. However, they believed that the foundation for bilateral cooperation remained solid. In particular, bilateral investment and economic cooperation have gained strong momentum, and cooperation in such areas as energy, nuclear technology and high-tech have been strengthened.During the meeting, they also said that cross-border and regional cooperation had become an increasingly important part of the China-Russia strategic partnership of cooperation, and played a key role in facilitating regional development and improving the two peoples' welfare. An outline of regional cooperation between Northeast China and the Russian Far East Area and Eastern Siberia, approved by leaders of both countries in 2009, served as guidelines for deepening bilateral cooperation, they said, adding that both sides would cooperate closely and earnestly implement the document in a bid to achieve new accomplishments. They also discussed some specific issues related to cross-border and regional cooperation.

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday. It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each. The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation. The Spring Festival, or the Lunar New Year, falls on Sunday. It is the most important annual Chinese festival, with family reunions, much fun and plenty of eating.

BEIJING, Feb. 25 (Xinhua) -- China defended its move to reduce its holdings of U.S. Treasury securities, saying the United States should take steps to promote confidence in U.S. dollar .Foreign Ministry spokesman Qin Gang made the comment Thursday when responding to questions on China's sale of U.S. Treasury securities last December.Qin said the issue should be viewed from two perspectives. He said on the one hand, China always followed the principle of "ensuring safety, liquidity and good value" in managing its foreign exchange reserve. And when it came to how much and when China buys the bonds, the decision should be made taking into account the market and China's need, so as to realize rational deployment of China's foreign exchange property, he said. And on the other hand, the United States should take concrete steps to beef up the international market's confidence in the U.S. dollar, Qin said. The way to view the issue was similar to doing business, he said.China trimmed its holdings of U.S. debt by 34.2 billion U.S. dollars in December 2009, leaving Japan the largest holder of U.S. Treasury securities, the U.S. Treasury Department reported on Feb. 16.As of the end of November last year, China held 789.6 billion U.S. dollars of U.S. Treasury bonds.

NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua. The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia. The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity. The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members. The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.
