SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test. The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says. Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

SAN DIEGO (KGTV) — Palomar College officials say almost all of its classes will be held remotely this fall and new online programs will be offered. The college said all fall classes will be held online except for Emergency Medical Education (EME) and Fire and Police Academies, which resumed in-person courses in May, and the Nursing program, which will start in-person classes in the fall. Some Microbiology labs will also meet in person.RELATED: University of San Diego sidelines plans for fall in-person coursesPalomar cited an uptick in coronavirus cases in San Diego County as the reason they've chosen to continue virtual learning."Protecting our students, faculty and staff is our top priority as we navigate the dynamic conditions of this health crisis," said Interim Superintendent/President Dr. Jack Kahn. "Palomar will continue to deliver stellar instruction in a remote learning format as we support students in pursuing their goals."RELATED: San Diego Unified School District announces detailed online learning planThe school will launch new online programs in the fall, including: cybersecurity, data analytics, public relations, alcohol and other drug studies, social work and human services, child development—child and family services, child development—school age assistant, child development—associate teacher, and medical professions preparation (non-credit).Those who do return to campus in the fall will be screened for body temperature and COVID-19 symptoms, the college says. SAN DIEGO (KGTV) - Near Crystal Pier, an unusual sight greeted residents and beach visitors in North Pacific Beach: a multi-million dollar home spray-painted with graffiti. Feet from Palisades Park is an impressive home, perched on a bluff and boasting a pristine view. That home is now adorned with something not so pristine."Not good. It's an eyesore for the area. Spoils the whole look for the area," said Nick Tulip, a tourist from England.Neighbors say the large tagging appeared on the home over the weekend. "This kind of stuff I've never seen before, so I hope it won't be trending," said Elise Bernier, who lives in the area.Just to the south, along other parts of the shore, the sight of graffiti is more common, especially as school lets out for the summer. Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins. The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365

SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. Mow said they hope to publish the results of the trial by the end of the year. 1345
