SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to discuss the reorganization of the county's fire protection and emergency medical services into two separate agencies at its July 7 meeting. The reorganization would allow more flexibility for, and accountability of, dependent fire and medical services in the county's unincorporated areas, Supervisor Jim Desmond said. One of the agencies would be the Fire Protection District, which would provide fire services to the jurisdictions within the current service area. The other would be the Fire Authority, which would continue focusing on public safety radio communications. The supervisors formed the San Diego County Fire Authority in 2008 and developed a plan to cover and consolidate 1.5 million acres. The authority is currently part of County Service Area 135, which provides the government structure to organize and fund fire protection and emergency medical services in the unincorporated area.Since the creation of the authority, the board has invested more than 0 million to boost fire and emergency services capabilities. Currently, the Fire Authority contracts with the California Department of Forestry and Fire Protection to provide services. Collectively, the services are known as County Fire.According to a staff report, County Fire has more than doubled in size in the past five years. The proposed reorganization of the agency was proposed by Supervisor Dianne Jacob, who described its evolution as like a "baby" growing into an adult. If the board agrees to separate the two functions "to better meet current and future demands," using Jacob's recommendations, it would divest County Service Area 135 of its fire protection and emergency services powers and subsequently create the San Diego County Fire Protection District, which would be a committed county function. The service area would then be left with public safety radio communication powers. 1966

SAN DIEGO (CNS) - Temperatures will soar into the triple digits in parts of the San Diego area Friday at the outset of an extreme late-summer heat wave expected to roast the region through the Labor Day weekend. The predicted hot spell and accompanying low humidity and gusty winds out of the east prompted the National Weather Service to issue a "red flag" wildfire warning for the local inland valleys and mountains, effective from 10 a.m. Saturday to 6 p.m. Sunday. The alert signifies a likelihood of critical combustion hazards that can lead to "extreme fire behavior."Air moisture levels will drop to the 15-20% range on Saturday and Sunday with poor overnight recovery, according to meteorologists. Winds out of the east are expected to reach sustained speeds between 15-25 mph, with gusts potentially reaching 30-40 mph in the southern reaches of the county.LATEST ABC 10NEWS PINPOINT WEATHER FORECASTExcessive heat warnings, meanwhile, will be in effect in the western valleys, the mountains and the deserts from Friday morning through 8 p.m. Monday; and in coastal areas from 10 a.m. Saturday through 8 p.m. Monday.High temperatures Friday afternoon are forecast to reach the low 80s near the coast and the mid-90s in the western valleys, and as high as 104 near the foothills, 102 in the mountains and 117 in the deserts. The mercury in the deserts is expected to reach 119 on Sunday and 122 on Monday, forecasters said. Highs in the western valleys could soar to 116 on Saturday and 114 on Sunday, while high temperatures near the foothills will remain in the triple digits through Monday.COOL ZONES OPEN AROUND SAN DIEGO COUNTYTo beat the heat, people should drink plenty of fluids, stay out of the sun during the hottest parts of the day and check on potentially at-risk relatives and neighbors, the NWS advised. Also, children, seniors and pets should be never be left unattended in a vehicle, with car interiors able to "reach lethal temperatures in a matter of minutes," according to the federal agency. 2026

SAN DIEGO (CNS) - San Diego-area elected officials mourned the death of Supreme Court Justice Ruth Bader Ginsburg, with county Supervisor Nathan Fletcher calling her death, ``a heartbreaking loss for our country.''``Justice Ruth Bader Ginsberg had a brilliant mind, compassionate heart and deep appreciation for our constitution and what American values should represent,'' Fletcher said Friday. ``I had the great honor to have lunch with her a few years back and was blown away by her intellect and playful spirit.``As a professor at UCSD, her dissent in Shelby v. Holder is a masterpiece in constitutional law. There will never be another RBG.''The court ruled in the case that the provision of the Voting Rights Act of 1965 containing the coverage formula determining which jurisdictions are subject to preclearance based on their histories of discrimination in voting was unconstitutional. In her dissent, Ginsburg wrote, ``throwing out preclearance when it has worked and is continuing to work to stop discriminatory changes is like throwing away your umbrella in a rainstorm because you are not getting wet."Fletcher's wife, Assemblywoman Lorena Gonzalez, D-San Diego, tweeted, ``My heart aches. We will truly miss the clear vision and leadership of Ruth Bader Ginsburg. Rest in Power!''Senate President pro Tempore Toni G. Atkins, D-San Diego, said ``We have lost a major force of our time. Justice Ruth Bader Ginsburg was a tireless advocate for justice, a brilliant legal mind, and an outstanding role model for generations of people.``Like millions of Americans, I join Justice Ginsburg's family in mourning her devastating loss, and honoring her legacy of feminism, equality, and progress.''Assemblyman Todd Gloria, D-San Diego, wrote, ``Our nation is better, fairer, and more just because of Justice Ruth Bader Ginsburg. Today, we pause to reflect on her extraordinary life. Tomorrow, we must do the work to ensure her legacy is not undone. Godspeed Notorious RBG.''San Diego City Council President Georgette Gomez called Ginsburg ``a trailblazing advocate for women and a voice of integrity, justice, and equality on the Supreme Court.''``Her life has inspired generations to always pursue justice for all,'' Gomez said. ``In her memory, we must keep fighting to make equality a reality in America.''Ginsburg was the second woman appointed to the Supreme Court, nominated by President Bill Clinton in 1993.The Columbia Law School graduate taught at Rutgers and Columbia and was a fierce courtroom advocate of women's rights, making her an iconic figure to feminists and earned her the nickname ``Notorious RBG.''While heading the Women's Rights Project of the American Civil Liberties Union in the 1970s, she brought a series of cases before the court that helped establish constitutional protections against sex discrimination.Ginsburg died at her home in Washington of complications from metastatic pancreatic cancer, the court announced. She was 87. 2972

SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims. The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. Some of the vehicles' odometers were rolled back to increase their value before being damaged or reported stolen, according to prosecutors, who allege the defendants also damaged some of the vehicles themselves after insuring them.RELATED: NFL game result may have fueled Fallbrook vandalism, destruction of truckA tip to the District Attorney's Office sparked the investigation -- dubbed Operation Dealer's Choice -- that led to the arrests of four of the alleged ring's members on Thursday.
