SAN DIEGO (KGTV) - The San Diego County migrant shelter is stepping up protocols Friday after officials announced the number of cases of migrants with flu-like symptoms doubled in 24 hours.A plane full of migrants landed at Lindbergh Field Friday around 1:15 p.m. The concern Friday is the flight may have more sick migrants.Border Patrol officials stated migrants are given a health screening in Texas before they travel to San Diego, and are screened again once they land.County Health officials say when they screened 47 migrants at their downtown shelter, they found 13 migrants with flu-like symptoms. A total of 29 migrants have been diagnosed with the flu since May 19, officials say. Twenty-four migrants are currently quarantined.RELATED: County responds to flu outbreak at shelter, linked to Texas migrants flown to San Diego"This is a new situation to us and I'm told it could get much worse," County Supervisor Dianne Jacob said.Once off the plane, the migrants who crossed illegally in Texas and flown to San Diego are taken to a Border Patrol Facility to be processed by ICE.Eventually, they end up at the shelter. There they get another health screening and starting Thursday, everyone gets a mask and Tamiflu pill as a precaution to keep the sickness from spreading.As of Friday, extra nurses are coming into the shelter to check on the group and ensure no one else has come down with the flu.Those who are diagnosed go with their families to a hotel that has individual air units, so they don't spread the virus. They are educated on why they should stay in the room and, if they leave, what precautions to take so they don't infect others.Migrants in the shelter can come and go as they wish.Border Patrol stated migrants who exhibit flu-like symptoms are not allowed to fly and instead are given medical treatment in Texas. SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. This year marks a few important milestones for families and survivors.A settlement announced one day before the three-year anniversary, meaning 0 million will go to victims and families.Also, Nevada’s Governor Steve Sisolak added two more to the list of people who died as a result of the shooting. There is still a long road to recovery for her, but she’s thankful for the life she’s been blessed with. So when my friends said hey let’s go to the movies tonight, let’s go bowling, it was like I automatically knew I couldn’t do that. I knew I couldn’t be in that closed place,” said Huizar.Huizar added that the news of the settlement has added a little bit of closure this year. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened.
