UPDATE: All lanes are now open.SAN DIEGO (KGTV) - A major accident on I-8 westbound near College Avenue has forced lane closures for at least the next hour.Only one lane is open while people are being rescued from the vehicles involved in the accident. It is unclear what caused the accident, which happened around 8:40 p.m. Sunday. A SIG alert has been issued for the next hour, according to the California Highway Patrol. This is a developing story. 10News will update as details become available. 522

Update, Mar. 1: The Board of Immigration Appeals granted an emergency stay Friday for Constantin Bakala. He'll likely return to Etowa, Alabama where his detention officer is located. Bakala's appeal could take months. The family will be working with an immigration attorney to bring Bakala to California.SAN DIEGO (KGTV) - A father of seven who migrated to America to flee persecution in Africa is set to be deported Friday night. Constantin Bakala was imprisoned in the Republic of Congo after supporting the wrong political power. Police allegedly raped his wife, killing their unborn child, robbed their businesses, killed their dog, and tried to poison the entire family. Bakala escaped from prison and took his family on a journey to America. On the way, their boat sank, and some of the children almost died. Once they got to America, Bakala was sent to Georgia. The rest of the family stayed in San Diego. Bakala went before a judge in Georgia who is known for being strict on asylum seekers. The judge ruled that he be deported. Meanwhile, Bakala's family in San Diego was granted asylum.Thursday, the day before Bakala was set to be deported, the family met in front of the federal courthouse to ask for help. Bakala’s wife Annie said, “I’m asking for your help because you know the laws and you are a champion of our protection. I’m asking for your strength because I have none left.”St. Luke’s Episcopal Church joined the family in their fight. Pastor Colin Mathewson said, “Bakala will die if we don’t help him. This is a life and death matter.”After the rally, the group took 500 signatures up to the federal ICE office. Congressman Juan Vargas has been very helpful in getting a stay for Bakala. However, the first stay will run out Friday. They have also asked for an emergency stay of deportation from the 11th Circuit Court of Appeals, but time is running out.The father will be deported Friday night to Morocco if nothing changes. 1956

(KGTV) — Cal Fire crew called to the Lawson Valley area to battle a brush fire Thursday.The Skyline Fire sparked in the 17000 block of Skyline Truck Trail just after 12 p.m., according to Cal Fire San Diego. As of 3:02 p.m., the fire had reached 100 acres and was 10% contained, and the forward rate of spread had been stopped.At least one structure was threatened by the fire, firefighters said.As of 6:30 p.m., Cal Fire lifted all road closures and evacuation orders. A temporary evacuation point had been set up at Edwards Cinema at 2951 Jamacha Road in El Cajon, Cal Fire says. 857

  

UPDATE: SDSU officials decided Wednesday to keep students and staff out of the building due to complaints.SAN DIEGO (KGTV) -- Nearly two dozen students and staff at San Diego State University say a chemical odor in one of the buildings made them sick.The Professional Studies and Fine Arts building was undergoing construction when the complaints began in January and has been closed since March 13. Students and staff reported sore throats, headaches, even nosebleeds. The university says there were 22 incident reports.The school says Environmental Health and Safety has performed air quality tests regularly since January showing the vapor levels in the building were non-toxic. SDSU brought in Expert Joel Berman who explained to students and staff Wednesday the two items causing the odor were coal tar pitch and asphalt. He said they were never at impermissible levels and were never a health hazard, despite the complaints of the staff.Staff did not take that well, "I think a majority of people are feeling very upset because there's this sense that we're all being gas-lit and being told that our common experience is not real or valid," one woman said.The Air Quality Control District is investigating, filing a Notice of Violation to the school as well as the contractors hired by SDSU. The violation reads, "discharging from a source, quantities of air contaminants or other material which cause injury, detriment, nuisance or annoyance to any considerable number of persons. Specifically for the application of Tremco Tremfex to the San Diego State University Professional Studies and Fine Arts building roof, causing the release of coal tar pitch volatiles into the building."The initial construction was to install rooftop mechanical shafts. The initial patching of the roof around the new shafts was done improperly, according to SDSU administrators. The re-patching was what caused the odor.San Diego State is planning to hold forums on April 3 and April 8 to give updates about the building repair and address safety concerns.President of the university, Adela de la Torre, stated they learned a lot from the forum, and it struck a chord with her. She said the university will work to be more communicative with students and staff and no one will enter the PSFA building until it is safe.If you're a student experiencing these symptoms, the university directs you to visit the Health Services Building. Two New York Police Department detectives took turns raping a handcuffed 18-year-old woman in the back seat of their police van in Coney Island last month, according to the Kings County District Attorney's office.Eddie Martins, 37, and Richard Hall, 33, of the Brooklyn South Narcotics unit, were arraigned Monday on a total of 50 charges, including first-degree rape, first-degree criminal sexual act and second-degree kidnapping, the district attorney's office said.Both detectives pleaded not guilty to all counts, according to the district attorney's office. Martins was released on 0,000 bail and Hall was released on 0,000 bail. Each could face up to 25 years in prison if convicted. They are currently suspended without pay, the NYPD said. 760
