PERRY HALL, Md. - Baltimore County Police say they have four teenage suspects in custody that are suspected to be involved in the death of an officer. At least one of the suspects is facing murder charges. On Monday around 2 p.m. ET, officer Amy Caprio was killed in the line of duty while investigating suspicious activity in Perry Hall. She was almost a four-year veteran of the force. Tuesday morning, police announced that a 16-year-old Dawnta Anthony Harris was arrested shortly after the death of that officer. Police were called to the scene after a woman said a black Jeep Wrangler was near her home, and three suspicious subjects were walking around. The woman stayed on the phone with a dispatcher and said that the three people had broken in and that an officer was on the ground after confronting the driver of the Jeep. Another witness says they saw the Wrangler drive over Caprio, and then drive away, according to the charging documents.Shortly after, another person called 911 saying that she found the Jeep Wrangler was abandoned nearby. A description of the driver was sent out over the police radio and officers were able to find the driver who was later identified as Harris. Charging documents continue to say that Harris admitted that he was waiting in the driver's seat of the Jeep Wrangler while his other associates were burglarizing the house. He then said he tried to drive away in the Wrangler when he saw Caprio arrive in the area. He tried to flee, but Caprio followed him to a cul-de-sac.Caprio demanded he exit the car. He opened the door slightly, shut it, and then drove toward her. He then admitted leaving the Wrangler where it was later found nearby, according to the documents. Harris has been charged with first-degree murder. A spokesperson with police did say the teenager will be charged as an adult.Baltimore County Police say Harris' associates are in custody and they are all teenage boys. Detectives have verified that the group were involved in burglaries in the area. Officers will be canvassing for property stolen during the burglaries on Tuesday.  2176

PASCO COUNTY, Fla. — A Pasco, Fla. woman was arrested after deputies say she was passed out drunk at the wheel of a parked car with a 5-year-old child in the back seat.20-year-old Sarah Nisse was found after the girl answered a phone call from her father.He called the 5-year-old via FaceTime and was able to see where the vehicle was parked.He found the car at 2509 Success Dr. and immediately removed his daughter from the vehicle and called 911.Fire rescue arrived and tried to administer aid to Nisse. She didn't say anything but raised a middle finger at them. When deputies arrived, Nisse appeared to be 'heavily intoxicated' and was taken to the Medical Center of Trinity.She blew a .276 and .272 three hours after the incident.Deputies say that without proper supervision, the 5-year-old was at risk of possible injury or death due to a large pond being next to where the car was parked, as well as due to the fact that Nisse was driving while under the influence.She was arrested for child neglect, violation of probation and DUI. She was on probation for willful child neglect in reference to a case in 2015 where she had sexual intercourse with a 15-year-old juvenile. 1187

(AP) — A legal challenge to the Trump administration's planned border wall Tuesday hinged on whether the state of California and environmental groups can even fight such a project in lower courts.A three-judge panel of the 9th U.S. Circuit Court of Appeals struggled with a law that gave the Homeland Security secretary broad authority to waive all laws to expedite constructing sections of border wall. The law also restricted some legal challenges to the Supreme Court.Attorneys for the state and environmental organizations argued that the 2005 law had expired and the court should consider their claims that the federal government overstepped its authority and must comply with environmental laws.RELATED: Congress watchdog: Border wall may cost more, take longerAt issue before a three-judge panel in Pasadena, California, is a 2005 law that gave the Homeland Security secretary broad authority to waive all legal requirements, including the National Environmental Policy Act, Clean Air Act and Endangered Species Act. Those laws require time-consuming reviews and are subject to prolonged legal challenges that can delay or even derail projects.The case heard Tuesday is an appeal of a decision by U.S. District Judge Gonzalo Curiel of San Diego, who sided with the administration in February. The president had repeatedly berated Curiel during the 2016 campaign over an unrelated case involving fraud allegations and now-defunct Trump University.About 15 demonstrators gathered outside the courthouse Tuesday morning chanting, "Stand up, fight back" and carrying signs that said, "No walls in the wild" and "Freedom for immigrants."RELATED: Trump: billion for border wall funding isn't a red lineCalifornia argued that the waiver authority expired in 2008, when Homeland Security satisfied congressional requirements at the time on how much wall to build. It was joined in the appeal by the Center for Biological Diversity, the Sierra Club, Defenders of Wildlife and Animal Legal Defense Fund."It was a truncated Congressional debate from 13 years ago," attorney Brian Segee of the Center for Biological Diversity, who did not argue the case, said outside court. "All the discussion was, 'We want to complete the San Diego wall.' Now all that has been translated to 'We have the authority to waive all laws forever and in perpetuity.'"The administration has issued three waivers in the last year, two to build in parts of California and one in part of New Mexico. President George W. Bush's administration issued the previous five waivers, allowing the government to quickly extend barriers to about one-third of the border.RELATED: Trump: 'I would have no problem doing a shutdown' if no action on immigrationIn California, the government began replacing barriers on a 14-mile (23-kilometer) stretch in San Diego and a 2-mile (3-kilometer) stretch of Calexico. The waivers also cleared the way for it to build eight prototypes in San Diego to guide future designs.Trump is seeking billion over 10 years for the border wall and other border security technology and has held out the possibility of a government shutdown if Congress doesn't fund one of his signature campaign pledges. The administration received .6 billion this year and has requested the same amount in next year's budget, largely to build in Texas' Rio Grande Valley.Legal challenges to border barriers have failed over the years amid national security concerns. PENSACOLA, Fla. (AP) — Hurricane Sally has lumbered ashore near the Florida-Alabama line with 105 mph winds and rain measured in feet, not inches. The storm swamped homes Wednesday and forced the rescue of hundreds of people. Now weakened into a tropical storm, Sally is pushing slowly inland for what could be a slow and disastrous drenching across the Deep South. Authorities in Pensacola, Florida, say 200 members of the National Guard will arrive on Thursday. The storm cast boats onto land or sank them at the dock, flattened palm trees, peeled away roofs, and blew down signs. More than 540,000 homes and businesses are without electricity in the stricken area. 675

  

People across the U.S. are honoring loved ones who have passed from COVID-19 as part of a National Week of Mourning.Kristin Urquiza’s father, Mark, passed away from COVID-19 on June 30 in Arizona. She said in his obituary that "his death is due to the carelessness of the politicians who continue to jeopardize the health of brown bodies."Urquiza says her dad was one of her best friends and very generous guy. She’s speaking our with hopes of saving other people of color from the disease.“Seeing those disparities play out in my hometown, in my home neighborhood, and then having my dad go through this awful fight for his life and not be able to make it, I knew that I needed to speak my truth,” said Urquiza.Fiana Tulip's mother, Isabelle, was a respiratory therapist for 30 years. She was a year from retirement. Tulip says her mom continued to go into work even though she didn't have enough personal protective equipment and knew she was putting her life at risk. She passed away from COVID-19 on July 4 in Texas.Tulip says her mom was a “giant in her kindness,” as well as loving, giving, strong and resilient.“My mom was so brave, and I want her to be remembered as somebody who was thoughtful and who was generous and who was a hero, somebody who gave her life to save others,” said Tulip.She says in her mom's obituary "her undeserving death is due to the carelessness of politicians who undervalue health care workers."Mark and Isabelle are just two of the more than 210,000 lives lost to COVID-19 in the U.S.Tulip says if the country keeps ignoring the fact that people are dying, we’re going to have pretty traumatic effects later on.“So, it's important to feel and to share the warmth and to spread the love right now,” she said.“We are putting a stake in the ground to say we need to recognize, and recognition begins with collective mourning.
