LAGOS, Nigeria (AP) — The governor of Nigeria’s Kaduna state has signed a law saying men convicted of rape will face surgical castration, and anyone raping a child under age 14 will face the death penalty.As for women, if they’re convicted of raping a child under 14, their fallopian tubes could be removed.Those found guilty of raping someone over the age 14 will face life imprisonment, under the newly amended penal code.Gov. Nasir Ahmad el-Rufai says the “drastic penalties are required to help further protect children from a serious crime.”Reported cases of rape in Nigeria have risen dramatically during the months of coronavirus restrictions, and women's groups have called for tougher measures, including the death penalty.Kaduna's new measures are the strictest in Nigeria, Africa's most populous country. 823
LAKESIDE, Calif. (KGTV) -- Nearly 200 people turned out for a vigil in Lakeside honoring two teenagers killed in a car accident last weekend. Isaac Culkin and Justin Kyte were killed on Saturday, Jan. 11 when the car they were riding in crashed into a tree. Two others in the car suffered moderate injuries, but survived. Those closest to the boys gathered at the scene of the crash for a candlelight vigil, a moment of silence and prayer. The teens' closest friends remembered them as hardworking, funny boys who loved to have fun offroading the desert. CHP says Kyte was behind the wheel when he lost control of the car and hit a tree on Willow Road. Culkin was in the passenger seat. CHP says speed was a factor, but it is unclear if drugs or alcohol were involved. Services for Culkin are scheduled Thursday, January 23rd. Information on Kyte's services have not been made public. LEMON GROVE (KGTV) - Fire crews snuffed out a brush fire near Imperial Avenue and San Altos Place in Lemon Grove Sunday evening. Heartland Fire said the blaze started shortly after 5 p.m. when a palm tree caught fire near trolley tracks. Trolley service was disrupted near the Massachusetts Avenue station and busses were used to transport passengers.The fire threatened about 20 homes, and no one was evacuated. Some power lines were damaged, along with railroad ties to the trolley. The fire also damaged a residential fence and the eaves of a few homes.Nobody was injured in the fire, which was contained in about 40 minutes by several fire crews, including a water-dropping helicopter.The San Diego Sheriff's Bomb and Arson Unit is investigating the cause of the fire. 815
LITHIA, Fla. — A Tampa Bay teenager is thankful for the device on her wrist after suffering a scary medical episode at The Crossing Church in Brandon, Florida. "I didn't know what was going on at all and it was just out of the blue," Deanna Recktenwald said. A warning appeared notifying the 18-year-old that her resting heart rate hit 190 beats per minute. "It was alarming that the watch was telling us to seek medical attention," said Stacey Recktenwald, Deanna's mother. "I didn't even know that it had the capability of giving us that alert."Stacey Recktenwald is a registered nurse and did not initially question the accuracy of the watch's reading. Staff at a walk-in clinic confirmed the teen's rapid heartbeat. "I was surprised, it was right on," said Stacey.The Recktenwald's said the watch saved Deanna's life. After arriving at the emergency room, doctors at Tampa General Hospital soon discovered Deanna suffers from chronic kidney disease. Both kidneys are only operating at 20 percent and she will likely require a future transplant. "Instantly started to pray and thank God for her having that watch," said Tom Recktenwald, Deanna's father. The high-tech Christmas gift came to the rescue, uncovering a serious health problem that would have otherwise gone unnoticed. "Now that we have some answers to why this is happening we can prevent something major from happening down the road," said Deanna.
