YICHANG, Oct. 30 (Xinhua) -- China's Three Gorges Dam on Sunday reached its designed highest mark, the second time for the world's largest water control and hydropower project to run at full capacity.The water level hit 175 meters at 5 p.m. after storing water for nearly two months from the water level of 152 meters, said an official with the China Three Gorges Project Corporation (CTGPC), the developer of the project.A dozen hydropower turbo-generator units started operation on Sunday, generating power capacity of 8.2 million kw, said the official.The dam in central China's Hubei Province completed its first full-capacity test last October.Operating at full capacity should give full play to the dam's functions of generating hydroelectric power, delivering water to the lower reaches to alleviate spring droughts, and containing water from summer flooding, as required by the State Flood Control and Drought Relief Headquarters.The Three Gorges Project was launched in 1993 with a budget equivalent to 22.5 billion U.S. dollars.So far, monitoring shows the dam is operating smoothly.

WASHINGTON, Oct. 18 (Xinhua) -- Scientists have increased the estimate of the number of humpback whales in the North Pacific Ocean, according to a paper published Tuesday in the Marine Mammal Science journal.The increase follows a refined statistical analysis of data compiled in 2008 from the largest whale survey ever carried out to appraise humpback whale populations throughout the North Pacific.The number of North Pacific humpback whales in the 2008 study, known as the Structure of Populations, Levels of Abundance and Status of Humpbacks, or SPLASH, was estimated at just under 20,000 based on a preliminary look at the data.The latest research indicates the population to be over 21,000 and possibly even higher -- a significant improvement to the scant 1,400 humpback whales estimated in the North Pacific Ocean at the end of commercial whaling in 1966."These improved numbers are encouraging, especially after we have reduced most of the biases inherent in any statistical model," said Jay Barlow, marine mammal biologist of the U.S. National Oceanic and Atmospheric Administration (NOAA)."We feel the numbers may even be larger since there have been across-the-board increases in known population areas and unknown areas have probably seen the same increases," Barlow added.The SPLASH research was a three-year project started in 2004 involving NOAA scientists and hundreds of other researchers from the United States, Japan, Russia and some other countries.It was the first systematic survey ever attempted to determine the humpback whales' overall population, structure and genetic makeup in the North Pacific.

TAIPEI, Dec. 3 (Xinhua) -- A televised debate among three candidates for the upcoming election of Taiwan leader was held Saturday in Taipei, with cross-Strait issues highlighted in the first face-to-face debate before the Jan. 14 election.The candidates - Ma Ying-jeou, chairman of Taiwan's ruling Kuomintang (KMT) party, Tsai Ing-wen who represents the island's major opposition Democratic Progressive Party (DPP), and People First Party (PFP) chairman James Soong - stated their political views respectively and debated with each other.Both Ma and Soong stressed the adherence to the 1992 Consensus in order to maintain peaceful development of cross-Strait relations.In November 1992, the mainland's Association for Relations Across the Taiwan Straits and Taiwan's Straits Exchange Foundation reached the consensus that each of the two organizations verbally acknowledges that "both sides of the Taiwan Straits adhere to the one-China principle."Ma said the 1992 Consensus was "the best way" for the two sides to settle disputes and achieve win-win situation."If the 1992 Consensus was not adhered to, cross-Strait relations will be thrown to an uncertain state, or even regress," Ma said.While acknowledging achievement of cross-Strait relations since 2005 such as the signing of the Economic Cooperation Framework Agreement (ECFA) across the Strait, Soong called for seeking "common benefits for all" with cross-Strait peaceful development as the precondition.However, Tsai continued to deny the 1992 Consensus and said that a "Taiwan consensus" should be made before negotiating with the Chinese mainland.The three candidates also expressed own views on judicial reform, finance and issues concerning people's livelihood.The televised debate was held by the Taiwan Public Television Service and other local media.Two more debates will be held on Dec. 10 and Dec. 17.

BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M.
