VISTA, Calif. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

VISTA, Calif. (KGTV) - A six-year-old Vista boy said he was approached by an unknown man in a car Monday night who asked him if he wanted pizza.Erika Bristow said her son was playing on their driveway when the man drove up and tried to get the boy’s attention.“He definitely realized immediately it wasn’t a safe situation,” Bristow said of her son, who ran inside to tell them about it.Her son has special needs and is normally very friendly, according to Bristow. So over the past year, she and her husband have been reinforcing the “stranger danger” lesson. Earlier this week they said the topic was even addressed during their son’s karate class.After his son told them about what happened, Craig Bristow said he ran out to the driveway to look for the car. He said he saw it up the street parked behind some trees before the driver sped back down the road.He said he caught a look at the car and the driver but was too distracted to take down the license plate.“All those thoughts are coming through your mind. It’s like a parent's worst nightmare,” he said.They called the sheriff’s Ddepartment, which sent out patrols, but they could not locate the car. The Bristows described the vehicle as a new, white Honda Civic hatchback with roof racks and a sunroof.The family said they did not get any pictures of the car and so far have not heard from any of their neighbors if the car was captured on surveillance cameras.Erika Bristow said the incident has shattered her sense of safety on their winding, quiet street in Vista.“One hour I’ll just cry. WARREN, Mich. – A suspect is in custody for the execution-style murders of three people in Michigan, including a 6-year-old boy, his father and the dad’s fiancée.Last Friday, a person of interest in the heinous murder of the child and 28-year-old woman was being questioned by officers, according to Warren Police Commissioner Bill Dwyer.Warren police say they will present their case to the Macomb County Prosecutor's Office Tuesday morning.According to Dwyer, officers did a wellness check at an Otis Avenue home in Warren around 10 a.m. on Oct. 1. The front door was open, but there was no sign of a forced entry.That’s when police discovered the bodies of the boy and woman, both fatally shot execution-style in the basement, Dwyer said.Warren police are working with Detroit police after it was confirmed the 6-year-old victim was the son of a 31-year-old man whose body was found in a burned-out vehicle on Detroit’s east side. The 28-year-old woman is the girlfriend, police confirmed.According to Detroit Major Crimes Commander Eric Decker, officers responded to the vehicle fire report around 2 a.m. Further investigation revealed the vehicle was a rental car, which was then used to identify the 31-year-old victim and trace his connection to the home in Warren.The man’s initial cause of death was from a gunshot wound. The vehicle was burned after the shooting.Dwyer said the department has secured video from around the Otis Avenue neighborhood, which will be later released. Authorities have also executed a search warrant on the home and have recovered evidence to test for possible suspect identification.Federal agents are being asked to join the investigation as Warren police anticipate seeking the death penalty in the case.“When you murder an innocent 6-year-old baby, you deserve the death penalty.” Dwyer said. “It was a terrible, terrible scene.
