SAN DIEGO (KGTV)-- On a clear, sunny day in February, the sound of a bell announces the arrival of Naval Commander John C. Witte as he boards the USS Annapolis. He's in charge of the roughly 160 sailors who serve aboard the submarine, one of several boats stationed at Naval Base Point Loma."Submarining takes a lot of mental toughness and these guys will work long hours but they'll do what it takes to get the mission done," Witte told 10News. As you can imagine space is limited on board, nearly every inch is utilized, especially in the command area. But that's not to say the crew doesn't ever use their eyes. The periscope is still something the submarine crew utilizes regularly. "We may want to look at what other ships are doing we may want to try to observe other navy's activity stuff like that," Witte said. Everyone on board has a specialized skill, but because of the isolation that comes with being underwater for long periods of time, everyone has to take on multiple roles. When it's time to eat, the culinary specialists use the limited supply of ingredients to make every meal and also bake things like fresh bread and cookies pretty often. "We don't carry a lot of pre-made bread because it takes up too much room so a lot of our bread is made fresh a lot of our cookies are made fresh so its a pretty good," Witte explained. Now, posts with the tag #IAmVanessaGuillen are circulating online, as people share their own stories of sexual assault in the military.Billiekai Boughton with the San Diego Women Veterans Network said any conversation like this can bring up hard memories for female veterans. She said while many women have a positive experience in the military, four out of five females report harassment or assault. The goal of her group is to support women through any of this pain. She says this is important in a community like San Diego which has about 26,000 female veterans.“For those of us who have been in the military and have had negative experiences, this can be a memory (sic) of feeling unsafe,” said Boughton.The group’s website says the most common request of women veterans in San Diego is to meet other women veterans. Their primary goal is to create a community for female military veterans, while also encouraging community service and policy change, which encourages and embraces the positive traits female vets have to offer.“Our friends remind us how strong we are. Our friends remind us we’re okay, and we can come together when we’re not,” she said.Boughton said they also are a bridge for any other resources a woman might need and they can connect people with groups for any help they might need in life.The veterans crisis hotline is 800-273-8255. 1808

SAN DIEGO (KGTV)- San Diego State University held an inauguration for their new president. Dr. Adela de la Torre is the ninth president for SDSU but the first female president. She was appointed in 2018. During her speech she said, “I know I stand here as first woman to serve as permanent president to lead this university, but I recognize that I stand on the shoulders of women who have shaped the identity of SDSU from the very beginning”. Looking at the coming years, she says there is critical work that needs to be done. Further, she explains her support for SDSU West and her plans to expand SDSU Imperial Valley, “we will continue to capitalize on its untapped potential,” she says. 699
SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163
SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. "Passing this ordinance puts us in line with other California cities on the issue to secure a safe, sustainable future for our marine environment, our children and their families." 2977
