Devante Lewis lives in East Baton Rouge. His view of the police who serve and protect his city is the result of decades of conflict between officers and people of color.“I know that any interaction I have could be the end of my life," he said.Not just in his hometown of Baton Rouge, but across the country.“As a Black man, police scare me. To the point where I don’t want to call them, because even if I call them for an incident I think I am justifiably right in, I’m afraid of what would happen to me," he explained. "If someone else alleges something because of the bias we have built-in and the stereotypes about Black people and particularly about Black men,” said Lewis.That’s something Baton Rouge Police Chief Murphy Paul is trying to change.“There are systems that we talk about that direct us in certain areas, that we need to have those courageous conversations on how could we police better," Chief Paul said.Chief Paul was hired in 2017 in the wake of the Alton Sterling killing. Sterling was selling CDs outside a gas station when a confrontation with two white Baton Rouge police officers led to his death. The incident sparked protests in the city and around the country.While he wants to make sure citizens feel safe when they interact with police officers, the chief has some hurdles to overcome, with one being the makeup of his department.Data from 2013 shows 55 percent of the people who live in Baton Rouge are Black, but Black officers only made up 29 percent of the police force.Researchers from the University of New Mexico found that when government and police diversity match its community, crime rates fall.Chief Paul says the number of Black officers has grown closer to 36 percent now, but the racial disparity is still an issue. One the chief says is much bigger than just skin color.“Our focus is on diversity, and not just diversity in race. We’re speaking on diversity in thought, diversity in religion, we want other minorities. So, we’re focusing on areas in recruiting in that way,” said Chief Paul“Systemic racism and white supremacy isn’t just a white cop with his knee on the neck of a black man," said Edward Goetz. Goetz studies race relations at the University of Minnesota.“It’s the system that creates that cop, it’s the system that tolerates that cop, and it’s the system that allows officers like him to escape punishment," Goetz explained.Almost 2,000 miles away from Baton Rouge, the effects of a mostly-white police force have taken an emotional toll on some of the people who live in Compton, California.“The sentiment was that the police were an occupying force,” said Dr. Keith Claybrook.Dr. Claybrook has lived in Compton his whole life. Now, he teaches African American studies at California State Long Beach.“When you can’t get basic needs met in the community, it’s not your community, When the businesses in the community are not owned by you, it’s not your community. When you do not control the schools in your community, it’s not your community,” said Dr. Claybrook.All these factors create feelings of distrust, and that distrust often gets aimed at the men and women paid to keep order in the community.Chief Paul says has implemented a number of policies to try and rebuild that relationship, including a six-month body camera review of officers if there is a complaint of misconduct, a community board to advise the department, and retraining police academy teachers to include implicit bias training.“So, it’s part of that evolving and listening to the community, listening to their concerns on how we police specifically in communities of color, how we’ve done that over the years, eliciting concerns on how we can be better,” said Chief Paul.But it’s not clear to people like Lewis and Dr. Claybrook if changes like this are enough.“Things have gotten better, then why are we having the same conversations with our children that our parents had with us that they’re parents had with them? But things are getting better?” asked Dr. Claybrook.“It doesn’t matter whether or not you are Alton Sterling at a gas station, whether or not you are Eric Garner outside of a convenience store or you’re Philando Castille, a school employee being responsible and respectable. In that sense, they all lost their lives,” said Lewis.They wonder how long will communities like Baton Rouge, Compton, and others have to wait before they feel safe under the watch of police. 4432
Doctors and researchers have noticed that the coronavirus affects children differently. Now, there are questions about how accurate COVID-19 tests are in kids.One recent study done by several laboratories and hospitals in Massachusetts looked at the BinaxNOW rapid test.The test had a high accuracy rate in adults, but when it came to symptomatic patients 18 and under, the accuracy rate was just under 78%. The rate decreased in asymptomatic children.Another paper, published in Clinical Microbiology and Infection, found the Panbio rapid test had a lower accuracy rate in children. It was only able to identify 62% of COVID-19 cases in patients under 16 years old.Doctors have differing opinions on why accuracy rates may be different in children.One doctor tells Yahoo News that children's immune systems are just better at zeroing in on diseases and making them harder to detect.A pediatric doctor we spoke with says she hasn't seen a difference in accuracy rates. If anything, symptoms may be different.“Sometimes the way that the disease processes or goes about in these children can change. It can change with obesity rates and things like that, but we have had it be successful with infants age as well as on up,” said Laura-Anne Cleveland with the Rocky Mountain Hospital for Children.There may also be some variation in the way the test is performed. The cotton swab is the same size for both adults and children, which means it could be more uncomfortable for kids.“Kids move around. If you have a little kid that you're trying to hold down, they're going to move around, and sometimes, we don't want to cause pain or cause tears, but you do have to get in that nose, do a couple turns, and be able to get a good sample,” said Cleveland.When children are tested, doctors say it may actually be a bad sign if they are comfortable during the test, because it may not produce an accurate result. If you notice your kid is comfortable while being tested of if the swab barely went into their nose, it's advised that you ask for the test to be redone. 2065
EL CAJON (KGTV) -- A motorcyclist who crashed into a parked truck on a residential street in Fletcher Hills has died, El Cajon police said Tuesday.Shortly after the crash, some off-duty nurses rushed to help the critically injured motorcyclist, identified Wednesday as 36-year-old Julian Garcia, allowing emergency crews to rush him to the hospital.Jennifer Lepari said she heard a “loud boom” on Valley Lake Drive near Valley Mill Road around 8:30 p.m. Monday. “It almost shook the house. It was really, really loud,” she said.Lepari and her husband Jerome are both nurses. Jerome quickly used his belt as a tourniquet on the rider’s leg to staunch the bleeding while Jennifer applied pressure and spoke with dispatchers, according to neighbors.“With the amount of blood he lost and the time it took [for emergency crews to arrive], even the cops said [the rider] wouldn’t have lasted if [Jerome] hadn’t done that,” Lepari said.El Cajon police say the motorcyclist struck a parked work truck on Valley Mill Road for unknown reasons. Investigators believe speed may have been a factor but the crash is still under investigation, Lt. Randy Soulard said.A third off-duty nurse who lives around the block also tended to the badly injured rider, neighbors said.“It was awesome to see the people with that sort of medical experience jump in and not hesitate,” said a neighbor named Lisa.Once police arrived, an officer applied a second tourniquet to the rider’s leg, Lt. EL CAJON, Calif. (KGTV) -- Neighbors say two elderly residents of the Lincoln Palms Apartment in El Cajon were taken to the hospital Wednesday, after an explosion on Lincoln Avenue. New resident Jorge Limon told 10News Reporter Rina Nakano he and his grilfriend Samantha were unpacking when they noticed an odd smell. Later, they heard what sounded like two explosions. "We thought somebody threw a table out of the window or something. But then we saw the smoke and fire," Limon said, adding that he immediately grabbed his fire extinguisher to help. The explosion happened on the first floor of the building around 8 p.m., just below Limon's new apartment.Fire crews arrived four minutes after the 911 call, but were surprised to see that the flames were already out when they arrived. With his extinguisher, Limon was able to put out the flames. The explosion shattered the windows of the downstairs unit, leaving the curtains and glass all around the pool. Inside Limon found the two elderly residents, who he said both suffered injuries. "They both went ot the burn center, which means they had enough burns to where it was a concern," said Heartland Fire and Rescue Battalion Chief Bent Koch. San Diego Gas & Electric, El Cajon Police and several other agencies are investigating what caused the explosion. Limon told 10News his fire extinguisher was no accident. "I made a big deal to bring it," he said. EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said. According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud. He says consumers should run not only a Carfax report, but also a report through AutoCheck and the National Motor Vehicle Title Transfer Information System (NMVTIS) to check a vehicle's history.If a dealership goes bankrupt, Rosner said there are options for consumers. Rosner said every car lot is required to have a ,000 bond. You can contact the DMV and get the bond information to make a claim. If the dealer assisted in obtaining your financing, Rosner said the loan company or bank is required to return your money through what's called the "Holder Rule."Rosner added that consumers can also contact the victim's restitution fund if you are dealing with a closed dealership. 3354
