SAN DIEGO (KGTV) -- A statue of a dog that sits in the heart of the Gaslamp Quarter is often overlooked, but historians say it says a lot about San Diego's past and its present."A lot of people walk by every day and don't even know the story of who Bum is," said Professor David Miller with the San Diego History Center.Bum the Dog was a stray in the 1890s. According to the History Center, he arrived on a boat without an owner or any identification and made himself at home in his new town."He was really owned by nobody but loved by everybody, and he became a symbol of the new San Diego community," said Miller.Throughout his life in San Diego, Bum would wander through all parts of downtown, often bridging the gap between the upper-class areas north of Market Street and the "seedier" parts of the Gaslamp Quarter."This was the area that you had the bars, the saloons, the brothels," said Miller. "Bum didn't live by the social categories that we had created. So he was just as comfortable going to the firehouse as he was going to the brothel or the Chinese butcher shop."Bum also had adventures. Miller tells a story of how he wound up on a train to LA, spent a few days there, and then came back.He also lost a paw in a fight with another dog. Local veterinarians took care of him whenever he got injured."A surgeon had to amputate part of Bum's leg. So he walked around with a limp for the rest of his life, but he was this hero who had to stand up for himself," said Miller.The statue of Bum, also missing a paw, sits in the garden at the Gaslamp Historical Foundation. Most people who walk by it every day never see it.Other parts of San Diego have paid homage to Bum. The city's dog licenses in the early 1900s had his picture on them. And the History Center's kids club is named after Bum.Miller said Bum's story teaches us all about the importance of history."History is fun stories, it's people's lives, it's dogs getting into fights and kicked by horses and getting on trains to LA," said Miller. "But those stories tell us something more important about ourselves and who we are as San Diego."The statue is located on 4th and Island on the Northeast corner. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. Elderly and persons with underlying medical conditions should avoid playground when others are present.8. Limit visit to 30 min per day when others are present. 1791

  

SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414
