SAN DIEGO (KGTV) - For the first time in decades, the Port of San Diego is putting forth a comprehensive update to its master plan. A port spokesperson says the effort began in 2013 and has been a very thoughtful and open process. However, some residents in the county are just learning about the plan. In April, the Port published a more than 300-page draft of the master plan. "Ninety percent of the people that we speak to had no idea that this plan had been put forth. We have been out at the local grocery stores, going door-to-door, we've been posting here on the path because these are the places where we're going to reach the people who use this area the most," said Cameron Lilley, a lifelong Point Loma resident. Lilley has significant concerns with Shelter Island proposals, including:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docks"Parking is a huge issue already, bringing more tourism to this area will negatively impact the residents who live and use it," said Lilley.On Tuesday she was joined by family and friends at La Playa Trail, encouraging people to give feedback to the Port by the July 31 deadline. They've created a group, Save Point Loma, to try and educate the community. "We're all out here united in this cause," said Lilley.The Port says it has been very transparent throughout the entire process, not only making the draft available to the public but holding community meetings. A spokesperson tells 10News they've used social media, the radio, and community paper ads to try and get people involved. And the Port says it wants to hear from the community moving forward. After receiving initial feedback, they will continue to hold community meetings and will later put forth a revised draft. The comment period for the Master Plan draft goes through July 31. SAN DIEGO (KGTV) — Hundreds of thousands of San Diego County workers are facing the prospect of fewer hours, lower paychecks, and even job loss.The workers are in the retail, leisure, and hospitality fields, which in all employs more than 350,000 workers in the region. The squeeze comes as restrictions increase related to the coronavirus, including a 30-day travel ban from Europe, a county ban on events of 250 or more people, and cancellations of major conventions. Long said hours have been as fewer customers come in. She noted that a convention happening at the convention center that was supposed to attract 8,000 people only saw a fraction of those attendees. John McKlosky was one of those attendees, lamenting the shell of the Fiber Optic conference he attends annually. "I've talked to restaurant owners, hotel owners, even the Uber drivers that are running me around. They're devastated."Already, five conventions through May have postponed or canceled, meaning 43,000 potential customers won't be coming downtown. The quick drop off of overnight guests is impacting more than just hotels in downtown, but also lodging in surrounding areas that get a spill over. He also hasn't filled 10 positions he normally would. Lai reacted with shock at President Trump's announcement of the 30-day ban of travel from Europe. "My head exploded," said Lai, also the president of the San Diego County Lodging Association. "I can't speak for them but the San Diego airport is seeing major drops in travel coming to town. SAN DIEGO (KGTV) — For more than three hours, two women were trapped inside a downtown San Diego elevator.Fire crews were called to the Copley Symphony Hall at about 7:30 p.m. Wednesday after the elevator stopped as it took the women to the 34th floor.A Battalion Chief said the women felt a jolt and the elevator's lights flicker before it came to a stop.Rescuers were able to reach the women at about 11 p.m., more than three hours later. Until then, the women Facetimed a friend to stay calm, but a friend was worried they would run out of air or suffer from heat related injuries."Once I learned that they pried the doors open because it was so hot in there, what else could I do but just wait?" Kalani Creutzberg said. "It turned into a waiting game. And I'm just very very fortunate that there's a happy ending to this."Both women were taken to a nearby hospital to be checked out. SAN DIEGO (KGTV) -- Gov. Gavin Newsom on Thursday ordered a statewide "limited Stay at Home Order" for San Diego County and other counties in the state's COVID-19 purple tier.In a release on the governor’s website, the state’s curfew will take effect Saturday, Nov. 21. It will be from 10 p.m.-5 a.m.The curfew is set to expire on Dec. 21 at 5 a.m.The state said the restrictions are similar to the stay at home order issued in March.This time, however, the order only applies to counties in California's purple tier status under its COVID-19 reopening plan.Newsom said, “The virus is spreading at a pace we haven’t seen since the start of this pandemic and the next several days and weeks will be critical to stop the surge. We are sounding the alarm. It is crucial that we act to decrease transmission and slow hospitalizations before the death count surges. We’ve done it before and we must do it again."San Diego County Supervisor Greg Cox, in response to the statewide curfew, said, "Look, we know we all want to see this pandemic end. And believe me, we do too. But those who float the public health orders, those who refuse to use masks and facial coverings are just prolonging the misery."“Bottom line is, wear those damn masks out there. Socially distance. And the sooner we do that, the sooner we’re going to get through this crisis,” said San Diego County Sheriff Bill Gore.Gore says they are devoting four two-men deputy teams to work full time with county compliance officers.He says they are not going door-to-door but following up on complaints about businesses or entities violating public health orders. They will attempt voluntary compliance and education first. If that doesn't work, it could lead to citations.He says when it comes to enforcement, they want to work with local jurisdictions and police departments, but they will serve citations with or without their help."If they're not going to join with us in enforcement action, if that becomes necessary, we will issue those citations by ourselves without their assistance," Gore said.Since Monday, the county has issued 52 cease-and-desist orders for businesses not in compliance.Last week, California, Washington, and Oregon issued travel advisories that urge visitors from out-of-state or residents returning home from outside travel to self-quarantine for 14 days. 2351

  

SAN DIEGO (KGTV) -- Derek Swenningsen isn't the typical for trainer for puppies who go to become service animals but right now, volunteers like him are all Tender Loving Canines had. "We're making arrangements and trying to recruit new volunteers to take those puppies until volunteer programs inside prisons can pick back up again," said Victoria Cavaliere with TLC. TLC's 8-week-old puppies started out in prisons where inmates train them before they went to helping those in need. "We teach incarcerated individuals who are in the program how to train dogs to become service dogs using only positive reinforcement."But since COVID-19, they had to switch gears. "We’re looking for someone who is just passionate about the mission and has the time to open up their homes to having a puppy in their home," allowing those like Swenningsen to take their place as trainers."I feel obligated to do my best and make sure Fiji gets the best he can to make it through the program and help a fellow veteran out."Veterans and those who have disabilities or other medical conditions relied on service animals, putting TLC's dogs in demand, even amid a pandemic."To take a dog from a little puppy and mold it into what you want it to be which is this amazing superhero for someone with a disability and help give them independence and get them out of their homes and be part of the world."TLC partnered with Guide Dogs of America and has been in service for 20 years. Cavaliere said their program helped those with disabilities and medical conditions, and inmates as well."Individuals training these dogs are learning about the science of behavior and its helping them with their rehabilitation. They’ll be our neighbors someday so hopefully it’ll reduce recidivism so there’s a good benefit there." 1796
