SAN DIEGO (KGTV) - Mesa Biotech, based in San Diego, has received FDA approval for its rapid COVID-19 tests that can produce results in about half-an-hour.“Our first kits are going out today to some of the health systems, county health departments, to validate the performance against the existing testing,” said Laura Dullanty, a marketing manager at Mesa Biotech. She said it will still take a few weeks before they will be able to deploy them widely to the health care providers who have requested the tests. Even that's been a challenge to plan that,” said Dullanty. “We’re staggering shifts, taking time in between, cleaning the area well.” Right now, most tests are performed on-site then sent to a lab for processing. It can take several days or longer before a patient knows the results. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) -- In February, we spoke to Jelynn Malone from Mostra Coffee after her coffee shop won best roaster in the U.S. by Roast Magazine. Since then, things for small businesses like hers have been touch and loyal customers including high school juniors, Siya and Anoushka, wanted to help."A lot of businesses were closing. We both brainstormed about how we could help local businesses who have helped us in the past," said Anoushka." So they created a campaign called Loving the Locals. "We started a GoFund Me page and reached out to friends and family who were able to donate. With that money, we were able to donate to Mostra Coffee."And when Malone was ready to meet her donors she said, "I'm looking for adults, they didn't give me their names or tell me how much and I see these two young high school girls and they're like 'Are you Jelynn?'" To describe Malone as surprised was an understatement. "Then they hand over this large check to me and it says a thousand dollars and I'm completely shocked. I'm emotional, touched," Malone described. Malone's no stranger to giving back. A portion of her profits goes to farmers in the Phillippines, where she sources a lot of her product from. When the pandemic began, she donated gratitude boxes to frontline workers. All of her efforts never went unnoticed, even by young customers. "They [Mostra Coffee] continue to give back to community even during these difficult times and we felt that quality was important to us and it's what we were going for. We shared similar values and they were a great fit for us," Siya said. Mostra Coffee is the first business Loving the Locals has donated to. SAN DIEGO (KGTV) - If the flood of fellow travelers doesn't keep you close to home this Memorial Day weekend, perhaps the price at the pump will.Gasoline prices have climbed 12 cents over the past two weeks to bring the national average to about .93 per gallon before the Memorial Day weekend. It's the highest since Memorial Day 2014 when the average hit .65 a gallon, according to AAA.In California — one of 14 states above a gallon — drivers will have it the worst in the U.S. with an average of .71 a gallon.GAS PRICE MAP: Find the cheapest gasoline near you and around San DiegoSan Diego's local prices mimic the state's trend. A year ago the average for a gallon of gas in the county was about .03, compared to about .73 a gallon today.For the week ending on May 11, the Energy Information Administration (EIA) reported gas stocks fell by about 200,000 barrels to 29.7 million barrels.However, inventory levels are 600,000 stronger than this time last year.
