SAN DIEGO — President Donald Trump is scheduled to visit San Diego on Tuesday to speak with military officials — and likely catch a glimpse at samples for his long-promised border wall.Trump has not visited California since he was sworn into office. Since then, he has criticized the state's enforcement of federal immigration laws and "sanctuary state" policies.The visit has been rumored for some time now and occurs a week after Attorney General Jeff Sessions visited Sacramento to announce a lawsuit against the state over immigration policies.Governor Jerry Brown said the lawsuit was the Trump administration's way of "going to war against the state of California."Here's what to expect:WHEN AND WHERE...President Trump is expected to fly to MCAS Miramar before heading to Otay Mesa on Tuesday, March 13.WHAT...While at MCAS Miramar, President Trump is set to speak with Marines. In Otay Mesa, Trump will likely tour the eight constructed border wall prototypes for his long-promised border wall.It's not clear whether the president will meet with Governor Jerry Brown, who sent a letter inviting Trump to the Central Valley to tour California's High-Speed Rail line under construction.PROTESTS...Demonstrators in support of and against the border wall are expected to gather in the allowed zones around the Otay Mesa prototype zone.A list of items will be prohibited by likely demonstrators during the presidential visit in Otay Mesa, including any object that could be used as a weapon. Sheriff's deputies will make anyone in possession of those items return them to their vehicles or dispose of them prior to entering the restricted area.An anti-wall rally is also scheduled to be held near the IRS federal building in downtown San Diego Tuesday. 1798

(AP) — Jury deliberations have resumed in the trial of a Southern California man charged with killing a family of four and burying their bodies in the desert.Jurors last Thursday got the case brought by San Bernardino County prosecutors against 62-year-old Charles "Chase" Merritt. The jury was off Friday and deliberations started again Monday.Merritt's business associate Joseph McStay, McStay's wife Summer and the couple's 3- and 4-year-old sons vanished from their San Diego County home in 2010. Three years later, their bodies were found in shallow desert graves more than 100 miles (161 kilometers) away.Merritt was arrested in 2014. Authorities said they traced his cellphone to the gravesite area and to a call seeking to close McStay's online bookkeeping account.If Merritt is convicted, prosecutors will seek the death penalty. 869

  

SAN DIEGO — Tony Ganaway took full advantage of the space in front of him. He had three tents set up in the parking lot of the College Area strip mall where he and his colleagues could deliver haircuts outside."It's on us as owners and entrepreneurs to sit here and find a way everyday," said Ganaway, who owns the Cutt'n Edge barber shop. 'Hearing the word 'no' is something you've got to get used to when you're trying to make it in life."Ganaway says the afternoon was busy as people lined up for his signature service. It was the first day operating under new state rules for haircuts to help stop the spread of the Coronavirus. The rules allowed hair stylists to operate outdoors, or under shaded coverings that allow normal airflow. The rules also restrict the kinds of services that can be conducted outdoors, including eliminating big money makers like coloring services. For some salons, that's a deal breaker and they'd rather just stay closed."It's business suicide for our industry," said Corinne Lam, who decided not to reopen Salotto Salon in Rancho Bernardo. "It's unsanitary, the elements are uncontrollable, people will be sweating under cutting capes, and it is just unfathomable."In a statement, the California Department of Consumer affairs stood by the new rules."The situation is fluid and the environment is constantly changing, but for now, personal care facilities that are on the statewide monitoring list must follow the Governor's directive not to operate services indoors," spokeswoman Cheri Gyuro said. Lam said regular haircuts make up just 15 percent of her business, and she spent ,000 making the inside of her salon safer. SACRAMENTO, Calif. (KGTV) - While some California counties are seeing stable rates of coronavirus cases and hospitalizations, others are seeing numbers they say raise concerns, according to the California Department of Public Health."We actively monitor all 58 counties and their current data," Governor Gavin Newsom said at a press conference on Monday.According to the California Department of Public Health's website, "The state will work closely with Local Health Departments to identify action steps and timelines for addressing issues that impact indicators of concern.”"We are providing technical assistance, we are providing resources, human resources and physical resources," Newsom said.As of Wednesday, state officials were working with 10 counties that have impact indicators of concern.At a Santa Barbara County Board of Supervisors meeting earlier this week, health officials explained the state's concern about hospitalizations.Health officials told the board, they were working to find out if the increase was in Santa Barbara County residents hospitalized or people from outside the county."What this means is we will be meeting with the state (Wednesday), the team, to talk about the drivers of the increased hospitalization and what our next steps in addressing and monitoring a stable hospitalization," Santa Barbara County health officials said on Tuesday.Other counties on the list are dealing with things such as elevated disease transmission potentially from public protests with large numbers of people in close proximity without face coverings and outbreaks in skilled nursing facilities and prisons.According to the California Department of Public Health's website, "Over the past several months, California has used data and science to drive our response to COVID-19. The county data posted below is intended to give Californians insight into how their county is doing and provide some early indication of developing areas of concern.""It is incumbent upon state and local governments, business sectors, and individuals to work together and take actions that limit the transmission of COVID-19. Only together can we make a difference," the site says. "Opened sectors should follow state guidance on how to reduce risk to the public, and individuals should continue to practice safety precautions such as wearing face coverings in public, physical distancing of at least six feet, frequent handwashing, and disinfecting surfaces. Those over 65 or those with underlying health conditions should continue to stay at home."Health officials say if a county that is being monitored meets the state threshold criteria three consecutive days, that indicator will no longer be flagged. 2712
