SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) -- San Diego Gas and Electric is asking state regulators for permission to rebalance electricity rates next year in a way that would lower bills for customers during the summer but keep annual costs about the same.Currently, SDG&E customers pay a few cents more per kilowatt hour during the summer compared to winter rates. The seasonal pricing is designed to promote energy conservation in the summer when demand is highest, but it has also sparked complaints about high bills, particularly last year.In response to the complaints, the utility is proposing flat rates year-round, said SDG&E communications manager Wes Jones. "Simply put, we're trying to benefit our customers," Jones said. "We recognize they need a lot of power in the summertime to cool their homes."The new year-round structure would lower bills during the summer but result in higher winter bills than customers currently pay.Jones said reducing price volatility will help families budget for household energy expenses and mitigate summer sticker shock.The proposal would apply to all residential customers, including Time-of-Use, non-Time-of-Use and electric vehicle pricing plans. SAN DIEGO (KGTV) -- San Diego Police made six DUI arrests during a downtown checkpoint Saturday night. The checkpoint was conducted on the 1400 block of G Street between 11 p.m. Saturday and 3 a.m. Sunday. In total, 1,765 vehicles drove through the checkpoint and 526 were screened. Six drivers were arrested on suspicion of driving under the influence of alcohol. Meanwhile, two drivers were cited or arrested for operating a vehicle without a license. Two citations were also issued for unspecified reasons at the checkpoint. “The San Diego Police Department will be conducting another DUI/Drivers License Checkpoint or DUI saturation patrol on March 15, 2020, in our ongoing commitment to lowering deaths and injuries upon our streets and highways,” police said in a news release. 792
SAN DIEGO (KGTV) -- San Diego Police are searching for a suspect who they say tried to sexually assault a woman before stealing her car.According to police, the incident happened on the 1700 block of India Street at 4:33 a.m. Sunday.Police say the man walked into Cafe Italia while the victim was cleaning. The man then pushed the woman into a back room where he tried to sexually assault her while wielding a Bowie knife.The woman was able to fight the suspect off before he grabbed her car keys and drove out of the area in the tan, 1998 GMC Jimmy with California license plate 7VOY594.The man is described as a 25 to 30-year-old white male with a medium complexion who is five feet, five inches tall with a thin build, has dark, curly hair and is unshaven.The suspect was last seen wearing a white baseball cap with black stripes and stars resembling an American flag, a black short-sleeved t-shirt and tan shorts with dark, high-top tennis shoes.Anyone with information is asked to call San Diego Police’s Sex Crimes Unit at 619-531-2210. 1060
