The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. (AP) -- The man who bought two rifles that terrorists used to kill 14 people in a 2015 attack in San Bernardino, California, has been sentenced to 20 years in prison.Enrique Marquez Jr. supplied the weapons that Syed Rizwan Farook and Farook's wife used to open fire on a meeting and holiday gathering of San Bernardino County employees who worked with Farook.The couple fled after killing 14 people and wounding 22 and died later that day in a gunbattle with authorities.Marquez showed no emotion during the federal court hearing Friday as relatives of the victims asked a judge to give him a lengthy sentence. 637

(AP) — California lawmakers are setting up a task force to study and make recommendations for reparations to African Americans, particularly the descendants of slaves, as the nation struggles again with civil rights and unrest following the latest shooting of a Black man by police. The state Senate supported creating the nine-member commission on a bipartisan vote Saturday. The measure returns to the Assembly for final consideration. It would require the task force to study the impact of slavery in California and recommend to the Legislature by July 2023 the form of compensation that should be awarded, how it should be awarded, and who should be should be eligible for compensation. 717
