SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209

The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. Gavin Newsom sign a bill that would require high school students across California to take an ethnic studies class to graduate."My parents are both first-generation immigrants, they came from Hunan, which is where all the spicy food from China is from," Alvin Lee, 17, said chuckling.Lee is a first-generation American and as a high school senior, sees flaws in our education system."Christopher Columbus is the savior, right all these white figures are the saviors but they don't talk about what Asian Americans, African Americans, what Hispanic Americans and Native Americans did to build America," Lee said emphatically. "We don't learn about this lived history and I think it's very destructive. I think it almost erases some of our identity."Lee said it also leaves minorities feeling powerless. He is a co-founder of GENup, a youth organization committed to changing our nation's schools by giving students more of a voice in their education.That is why he supports AB 331."AB 331 would ease in eventual graduation requirement for high-schoolers in California that they take an ethnic studies course. Now it will be localized, it will be up to the school district and up to the individual schools about what that course looks like," Assemblywoman Lorena Gonzalez, D-80, said.Gonzalez said this gives each public and charter school the opportunity to tailor the class to their students. "When you have 70% of the population are Latino and probably about 90% of schoolchildren are Latino, Mexican immigrants, in particular Mexican American and Mexican immigrants. SAN DIEGO (KGTV) -- Six months after closing its doors to the public due to the COVID-19 pandemic, SeaWorld San Diego is reopening through their weekend Zoo Days Bayside BBQ and Brews events. The special event will take place every weekend until SeaWorld can fully open. The park's attractions will be very limited, with guests able to enjoy all outdoor animals exhibits and shows."We’re opening as an accredited zoo and you can come in and enjoy all the live animal presentations we’re world famous for like the Orca Encounter, dolphins, Sea Lions Live and all the outdoor exhibits that people love and miss," said SeaWorld Park President Marilyn Hannes..Among closed signs for indoor exhibits, game rooms and rides, guests will also notice dozens of sanitizer stations, distance markers and download codes for digital park maps spread throughout.Visitors will also be able to continue enjoying the tide pool areas.
