MISSOURI (KMOV) -- A state representative from western Missouri wants to ban porn access for everyone in the state unless you pay up.Representative Jim Neely (R-Cameron) says the idea behind his bill is simple: protecting kids.The bill says a distributor who makes or sells a product that is accessible to the internet, like a phone or a computer would be required to install a blocking software that would prevent the device from accessing obscene material.Neely says it would apply to all porn. A person could have the blocking software removed if they prove they are more 18-years-old and pays a deactivation fee. The money would go into a fund called the “Human Trafficking and Child Exploitation Prevention Fund.”When pressed on how the blocking software would work, Neely said it would be similar to how schools block students from websites, but when pressed he admitted, he wasn’t sure of the logistics.“I’m a physician, I don’t know computers,” said Neely in a phone interview.Cindy Wallace is the manager of Simple Pleasures Boutique in south St. Louis. More than 200 children from separated undocumented immigrant families remain in US custody, officials said in a court filing Monday night.Most of the 245 children in custody have parents who were removed from the United States -- 175 children, according to the latest government tally.Of those, only 18 children are currently in the pipeline to reunite with their parents in their countries of origin, according to court documents. Deported parents of 125 kids in custody have said they don't want their children to be returned to the countries of origin. And there are 32 children in government custody for whom the American Civil Liberties Union has not yet provided notice of whether parents want to reunify or decline reunification, officials said.An additional approximately 70 children who remain in custody include 27 whose parents are in the US but have chosen not to be reunified with their children, as well as 26 whose parents have been deemed unfit to be reunified. That tally also includes 13 children the US government is working to discharge who have parents in the US. The government says three other children can't be reunited with parents who are in the US at this time because there are red flags for safety or a parent is in criminal detention.The new numbers appeared in the latest federal court filing in the ACLU class action case over family separations. They come as the Trump administration considers a new pilot program that could result in the separations of kids and parents once again.A status hearing in the family separations case is scheduled for Tuesday afternoon.In June, US District Judge Dana Sabraw ordered the government to reunite most of the families it had divided, including parents and children who had been separated as a result of the government's now-reversed "zero tolerance" policy at the border and some separations that occurred before that policy was put in place.Since then, 2,070 children have been discharged from government custody and reunited with parents, according to Monday's court filing.And so far, 79 of those children have been reunited with parents in their countries of origin. Officials have faced major hurdles trying to reach the deported parents of children who remain in custody in the United States.The ACLU is still struggling to reach some parents -- at least five, according to the latest tally -- to determine whether they want their children sent back to them in their countries of origin or prefer for them to remain in the US to have a chance at winning asylum.Officials have stressed that the numbers are constantly changing, and attorneys are still debating them as they meet to sort out the next steps in the case.In the joint filing, attorneys raised several issues that will likely come up in court on Tuesday: 2808

MORGANTOWN, W.V. – Murder hornets have had their time in the spotlight. Now, scientists say they've discovered “zombie cicadas.”It's a playful name from researchers at West Virginia University, who say they've found that a parasitic fungus, called Massospora, can play mind games on cicadas, causing them to infect others.Researcher showed that the psychedelic fungus can manipulate male cicadas into flicking their wings like females – a mating call – which tempts unsuspecting male cicadas and infects them.The fungus contains chemicals like those found in hallucinogenic mushrooms, according to research published in the journal PLOS Pathogens.“Essentially, the cicadas are luring others into becoming infected because their healthy counterparts are interested in mating,” said Brian Lovett, study co-author and post-doctoral researcher with the Davis College of Agriculture, Natural Resources and Design. “The bioactive compounds may manipulate the insect to stay awake and continue to transmit the pathogen for longer.”The authors of the study compared the effects of the fungus to a “B-horror movie.” Massospora spores gnaw away at a cicada’s genitals, butt and abdomen, replacing them with fungal spores. Then, Lovett says they “wear away like an eraser on a pencil.”Lovett also compared the transmission of the behavior-modifying virus to rabies. He says both rabies and entomopathogenic fungi enlist their living hosts for successful “active host transmission.”“When you're infected with rabies, you become aggressive, you become afraid of water and you don't swallow,” Lovett said. “The virus is passed through saliva and all of those symptoms essentially turn you into a rabies-spreading machine where you're more likely to bite people."In that sense, Lovett says many of us are familiar with active host transmission.“Since we are also animals like insects, we like to think we have complete control over our decisions and we take our freewill for granted,” he said. “But when these pathogens infect cicadas, it's very clear that the pathogen is pulling the behavioral levers of the cicada to cause it to do things which are not in the interest of the cicada but is very much in the interest of the pathogen.”Researchers say cicada nymphs could encounter Massospora in their 17th year as they emerge from the ground to molt into adults or on their way down to feed on roots for 17 years.“The fungus could more or less lay in wait inside its host for the next 17 years until something awakens it, perhaps a hormone cue, where it possibly lays dormant and asymptomatic in its cicada host,” said co-author Matthew Kasson.As grotesque as an infected decaying cicada sounds, researchers say they’re generally harmless to humans. They also reproduce at such a rate that the fungi’s extermination of hordes of cicadas has little effect on their overall population.“They're very docile,” Lovett said. “You can walk right up to one, pick it up to see if it has the fungus (a white to yellowish plug on its back end) and set it back down. They’re not a major pest in any way. They’re just a really interesting quirky insect that’s developed a bizarre lifestyle." 3172

Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. MOSCOW (AP) — A Russian court has convicted American corporate security executive Paul Whelan of espionage. He was sentenced him to 16 years in prison Monday after a closed trial that the U.S. denounced as a "mockery of justice." Whelan, a former Marine from Novi, Michigan, has insisted he was innocent, saying his 2018 arrest in Moscow was a setup. U.S. Secretary of State Mike Pompeo said Washington had "serious concerns that Mr. Whelan was deprived of the fair trial guarantees that Russia is required to provide him in accordance with its international human rights obligations."The 50-year-old Whelan has complained of poor prison conditions.
