CHANGCHUN, Nov. 25 (Xinhua) - An electric short circuit in a shop was believed to be the cause of a shopping mall blaze that killed 19 people earlier this month in northeast China's Jilin Province, a spokesman with the provincial work safety bureau said Thursday. The fire broke out on Nov. 5 in Jilin Commercial Building, Jilin City and lasted 12 hours. It left 19 people dead, 24 others injured and took fire fighters 10 hours to extinguish the flames, which ravaged 15,830 square meters of the five-storey mall.Investigations found that a short circuit in Sishulang Shop on the first floor of the mall was the cause of the fire.Police have detained 14 people in connection with the fatal blaze. The families of each of the victims have received at least 250,000 yuan (37,600 U.S. dollars) in compensation from the government.

BEIJING, Jan. 17 (Xinhua) -- Wu Di, working as a secretary at a department at the elite Peking University, has to sacrifice privacy for lower rent. She now shares one room of a two-bedroom apartment, furnished with two single beds, and splits the monthly rent of 1,500 yuan (224 U.S. dollars) with a female friend.Wu moved to the new apartment two weeks ago. She used to share a two-bedroom apartment with a family of three, after she graduated from college in June 2010."I paid 1,250 yuan monthly. It was too much for me as I only earned 3,000 yuan a month," said Wu. "Besides, the family next door was very noisy."Although the current rent relieved her financial difficulty a bit, she hoped to pay less."Nearly one-third of my salary goes to rent. I am always very careful about spending money," she said.A survey done by the China Youth Daily Survey Center in December last year showed that 81.6 percent of 4,060 surveyed tenants around China thought that their rent had increased, and 80.6 percent said the soaring rent has greatly affected their lives.More and more young, white-collar Chinese have found themselves in an embarrassing situation: they have to bear a heavy financial burden from soaring rent and housing prices while not qualifying to enjoy preferential policies the government offers to low-income people, such as low-rent apartments.Lu Wei, a programmer working at a leading portable website, witnessed the housing rent increasing over the past four years."It would cost nearly 1,000 yuan less per month for a midium-decorated two-bedroom apartment in 2006," he said, now sharing a two-bedroom apartment with a friend near Beijing's downtown.Liu Qingzhu, research fellow with the Chinese Academy of Social Sciences, argued that housing rent has taken up too much of young people's income."Spending one-third or even a half of their income in housing rent is too much. They need money to do many other things, such as purchase decent clothes, study and for entertainment," Liu said. Also, rent is not the only thing troubling young tenants.During his four-and-a-half-year stay in Beijing, Lu has moved into new apartment five times.

NEW DELHI, Dec. 15 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for further promotion of bilateral cooperation and trade links with India.Wen, who arrived here in India's capital city earlier Wednesday for a three-day official visit at the invitation of his Indian counterpart Manmohan Singh, stressed that China and India are cooperative partners instead of rivals."There is enough room in the world for China and India to develop both countries and cooperate with each other," Wen said during a speech before a bilateral business cooperation forum that attracted about 600 business elites from both countries.Hailing the sound momentum of bilateral ties, Wen said that economic and trade cooperation between China and India has witnessed unprecedented progress in recent years. He said the cooperation has entered a most vigorous and fruitful "new period.""The rapid economic growth of both sides served as important engines for world economic growth," Wen said, adding China-India trade cooperation is mutually beneficial and foresees a bright future. In 2009, two-way trade between China and India reached 43.381 billion U.S. dollars."Our trade volume has increased by 20 times in the past ten years, and our mutual investment has brought rich benefits to both sides," Wen said.Regarding India as one of China's largest overseas engineering contract markets, Wen said the two countries enjoy broad market space, and should open markets for each other to give a strong boost to economic growth.

ST. PETERSBURG, Russia, Nov. 22 (Xinhua) -- Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin held talks here Monday evening during which they vowed to strengthen bilateral ties. They made the commitment in small-scale talks after Wen arrived in the evening for an official visit to Russia.Wen said that with the organization of a series of cultural activities including the language year programs, China-Russia ties have developed to an unprecedentedly high level. This is in line with the fundamental interests of both countries and their peoples, contributes vigorously to world peace and promotes development of both countries, Wen said. Chinese Premier Wen Jiabao (L) shakes hands with Russian Prime Minister Vladimir Putin before a banquet in St. Petersburg, Russia, Nov. 22, 2010. "I hope to inject new vigor into the comprehensive deepening of Sino-Russian strategic partnership of coordination through my visit," said the Chinese premier.Putin said that Russia attaches great importance to bilateral ties with China and expressed his satisfaction with the development of these ties.At present, both economies are facing with precious opportunities of development and therefore cooperation between Russia and China is conducive to rapid development of their economies, said Putin. He expressed the hope that both countries would make concerted efforts to ensure that bilateral cooperation can bear more fruit. The two leaders also exchanged views on promoting cooperation in key sectors.
