SAN DIEGO (KGTV) - A strong series of earthquakes struck Baja California Monday morning, but was felt throughout San Diego, according to United States Geological Survey data.The first tremor,was reported at 8:09 a.m. and was centered in San Vicente, Mexico -- about 93 miles south of San Diego, according to the USGS. The quake registered 4.4-magnitude.The jolt was followed by two more in quick succession at 8:30 a.m. and 8:31 a.m., both registering 5.2- and 5.1-magnitude respectively, USGS reported.No known injuries or damage have been reported.Various people reported feeling the quake all over Southern California, including numerous locations in San Diego, some as far north as Escondido and east in El Centro. 727

SAN DIEGO (KGTV) -- A woman in Carmel Valley is warning others after she saw a man masturbating in public late Wednesday night. The woman, who didn't want to be identified, said she was doing a late-night load of laundry when she saw a man in a sweatshirt with the hood pulled up over his face and no pants on masturbating. The incident happened at an apartment complex near Seabreeze Farms Drive and Carmel Knolls Drive. “When I screamed ‘oh my god’ he didn’t budge, he didn’t move, he didn’t even look up at me. He just kept doing what he was doing,” she said. “He didn’t run, he just was in his, he was so comfortable.” She reported it to police and management and was told the same thing happened to another neighbor last week. Police told 10News they are investigating.  818

SAN DIEGO (KGTV) -- A showdown is brewing between two San Diego County supervisors about the reopening of the local economy amid the coronavirus pandemic.In a video on his Twitter account, Supervisor Jim Desmond said current California metrics make it impossible for the county to full reopen.During a Board of Supervisors meeting on Tuesday, Desmond plans to ask the county to not follow the state’s tier system, which determines when more businesses can reopen.Desmond said on Twitter: “San Diego has been backed into a corner. The State has given us impossible guidelines, which will keep businesses closed or limited for many more months! I hope my colleagues will join me in rejecting this non-sense,” Fletcher tweeted on Monday.Under the new state monitoring metrics, San Diego County is currently in Tier 2, also called the Red Tier. Last Tuesday, San Diego's state-calculated unadjusted case rate was 6.9 per 100,000 residents and the testing positivity percentage was 4.2%. If the county reaches a case rate of more than 7 per 100,000 residents or a testing positivity percentage of more than 8% for two consecutive weeks, the county would move back into Tier 1, or the Purple Tier.Also, during Tuesday’s meeting, supervisors are expected to vote on a stimulus program that would distribute money to small businesses.Under the program, .5 million in funds would be granted to nearly 500,000 businesses. The money is from a relief program Fletcher established in May.The majority of the money available will be given to businesses in communities experiencing economic challenges and poverty.Applications are still being accepted on the county's website. 2335

  

SAN DIEGO (KGTV) - A shopper at Westfield UTC mall got a disturbing surprise while going to the bathroom, in the form of a cell phone's camera lens.Around noon on Saturday, amid a busy holiday shopping day, Mike Gonzalez went to the bathroom. His wife and 5-year-old daughter were waiting for him in the nearby food court."The urinals were taken so I went into the stall," said Gonzalez. Gonzalez went inside the stall at the far end."I'm finishing up my business, and I see a cell phone pop out of the stall next to me and pop back like that," said Gonzalez.He says the phone slid against the back wall just enough for the camera lens to be visible."Wow, did that actually happen?" said Gonzalez. Gonzalez' confusion quickly gave way to action."I was angry and felt violated," said Gonzalez. He told another man to get mall security before turning his attention to the stall."When you looked at the stall, he had it blocked with paper towels. You couldn't see in, top to bottom. Kicked the door a little and told him to get out," said Gonzalez.Gonzalez says the man that emerged was in his early 20s, about 5'10", 175 lbs, with curly, light brown hair. Gonzalez told him what he saw and the man denied it all."I was pushing him back, holding him in place so he couldn't leave," said Gonzalez.The shoving moved into the hallway, before the man slipped away and raced off. Gonzalez says what makes his skin crawl the most is the paper towel setup, which may mean the man had been in there awhile, taking photos. "The scariest thing is probably what if there were kids in there. You can put photos and videos online. Who knows what he does with it," said Gonzalez.Gonzalez filed a report with San Diego Police. 10news reached out to Westfield, but a spokesperson declined to comment, citing an active police investigation. 1828

  

SAN DIEGO (KGTV) — A Sorrento Valley company is working to create an implant that will help people kick their addiction to both opioids and alcohol.BioCorRx, based in Orange County, is developing the implant. They chose San Diego-based Irisys Therapeutics to help them build it."It’s not going to fix the opioid crisis," says BioCorRx CEO Brady Granier. "But it’s going to be another tool in a tool chest of those people looking for another solution and one that will help them get through the cravings."The implant uses Naltrexone, a drug already approved by the FDA as an every-day pill or a once-per-month shot. Naltrexone blocks receptors in the brain so that opioids or alcohol won't have any effect on people who use them. It also helps curb cravings."As long as it’s blocking the receptor, the opioids come in, and they can’t engage with that receptor to give you the euphoria or the respiratory depression that leads to overdose," says Granier. "It’s protecting you."Granier says creating an implant that lasts three months will make it more likely that people will be able to beat their addition. The implant, named BICX102, would be implanted into a person's stomach fat and dissolve slowly over three months."The goal is to give someone a longer period of time to address those issues without the intrusive cravings coming in," he says. "A lot of behavioral changes can take place in 90 days that you can’t do in 30."Granier's company just received a .7 million grant from the National Institute on Drug Abuse. It will last two years, which Granier says will fund the research through the development of the implant and some early testing.He's hoping to start human testing by 2020.Granier says implants like the one he is hoping to create are already available in other countries. But the FDA has yet to approve one in the US, where standards are more strict."The first pellet you make needs to be exactly the same as the 10,000th," he says. "It has to be a precise process."It's personal for Granier, who has family members with addiction in their past. He also worked as a nurse before starting his company. Granier says he saw the destructive effects of addiction every day. Now he's hoping to find a solution."It’s rare to find a good opportunity where you can make a social impact and be an entrepreneur at the same time," he says. 2358
