SAN DIEGO (KGTV) - A beloved Poway tradition is facing accusations of animal cruelty and breaking the law.A lawsuit filed this week claims horses were illegally shocked in the 2018 Poway Rodeo to cause them to buck wildly for crowds. Two animal activist groups filed the suit; Showing Animals Respect and Kindness (SHARK) and Animal Protection and Rescue League (APRL).Investigators with SHARK captured video during the 2018 Poway Rodeo, which they say proves an illegal device was used. The video appears to show someone with the rodeo shocking a horse in the holding chute just before releasing them into the rodeo arena.California law outlaws an electric prod or similar device from being used on any animal once the animal is in the holding chute, unless necessary to protect the participants and spectators of the rodeo.The plaintiffs are seeking a temporary restraining order before September's rodeo in hopes to get a court order preventing these devices from used.The animal groups notified the San Diego Humane Society of the alleged abuse, but humane law officers say they got the complaint too late to do a proper investigation. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (CNS) - Wreath-laying ceremonies were held at cemeteries around the county Saturday to honor the military veterans buried there.The ceremonies are part of the larger Wreaths Across America project.More than 1,000 cemeteries across the country participated, including Arlington National Cemetery in Arlington, Virginia. According to Wreaths Across America, the events are an effort to preserve the memory of military veterans and teach children about the sacrifices they make and have made."Each and every wreath is a gift from an appreciative person or family who knows what it means to serve and sacrifice for the freedoms we all enjoy," said Wreaths Across America Executive Director Karen Worcester. "We are so humbled that the community of San Diego is participating in our mission to remember, honor and teach."Starting at 9 a.m. at each cemetery, active-duty military members, military veterans, military families and local volunteers laid balsam fir wreaths on graves at Fort Rosecrans and Miramar National Cemeteries, Greenwood Memorial Park, Valley Center Cemetery and Oak Hill Cemetery. SAN DIEGO (CNS) - The Utah football team arrived in San Diego Wednesday and practiced at Mesa College in Clairemont, five days before facing Northwestern in Monday's Holiday Bowl. The Utes bowl week itinerary includes a joint visit with the Wildcats to U.S. Navy aircraft carrier USS Theodore Roosevelt on Friday and a trip to the San Diego Zoo on Saturday. The Northwestern team is staying at the Marriott Marquis San Diego Marina in downtown San Diego and practicing at Southwestern College in Chula Vista. The Wildcats will visit SeaWorld on Saturday. SAN DIEGO (KGTV) -- Security is tight at San Diego's mosques following an arson attack at a mosque in Escondido early Sunday morning. Someone set fire to the Islamic Center of Escondido on West Sixth Avenue around 3 a.m, but a handful of worshippers was inside, and the group put out the fire before it caused any significant damage. When police arrived, they found a message in graffiti referencing the recent shootings at mosques in New Zealand. Monday afternoon, two San Diego Police Department patrol cars sat in the parking lot of the Islamic Center of San Diego. Directors say worshipers are nervous. "They accept the faith of what happened, others are very, you know, worried as well. It's a mixed mood," said Khelil Ouznali, vice chair of the board of directors. The center already has surveillance cameras all over the property and guards on duty, but now the directors are considering hiring armed guards. "We are looking into improving security, you know, we are looking into different options based on the feedback from our community," said Ouznali. On the campus of San Diego State University Monday, dozens of students rallied against hate. They marched through the student union chanting, "No hate at state, Muslims are here to stay, no hate at state, Muslims are here to stay!" Faduma Mohamed is a member of the Muslim Student Association. "It just goes to show there's a lot of hate against us, but although some people can attempt to destroy Muslims, Islam itself the religion, cannot be destroyed," said Mohamed. The group posted pictures of the lives lost in the shooting rampages at the mosques in New Zealand and the attack at a Jewish Synagogue in Pittsburgh. "It doesn't matter what race, religion or color you are, every human life matters and we share a common denominator of a soul and spirit and that they should take part in respecting these people whose lives were lost," said Mohamed. 1926
