SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262

SAN DIEGO (KGTV)-- Holiday shopping season has officially kicked off with Black Friday and Small-Business Saturday. But with Toys R Us no longer in the picture, retailers are finding unique ways to cash in on the billion-dollar industry. Kids will always be drawn to play and make-believe. But for parents, it’s about helping Santa get the deals.“He loves to jump. He loves to run," Chedna Patin said. "So I think this will be a great play station for my baby,” she said while pointing at a piano toy.Patin said this year, she and her husband are buying their son’s holiday toys at a big box store.“Sam’s Club is majorly for groceries, buying bulk. But now as they are increasing their toy collection, I think for parents, it’s a good thing," Patin said. In fact, her one-year-old son Viann’s entire nursery came out of a Toys R Us catalog. But since the toy giant filed for bankruptcy earlier this year, she had to look elsewhere.Since 1948, Toys R Us has dominated the toy market-- last year claiming almost 5% of the .4 billion industry.  Now that they are gone, retailers like Sam's Club saw an opportunity.“We have added about 70 new toys this holiday season," Sam's Club member experience manager, Victor Aguilar said. “We have way more toys than before, that way [parents are] not running around everywhere trying to get their toys. So they can do a one-stop-shop here, buy their food, clothes, toys. They get everything.”Like their “try then buy” food model, Sam's Club is offering toy demonstrations for the first time, ever."We want kids to interact with them, and ask Santa for that gift," Aguilar said. "Or so parents can make sure if the product meets their children's needs."Demonstrations are a strategy to beat out online stores, which now amount to 13% of the holiday retail market.Small, independent toy stores, on the other hand, have another strategy. Chika Sasaki owns Gunnzo, a Japanese toy store in Old Town. Instead of offering the same toys as everyone else, she seeks specialty items.“We always try to have some niche stuff that Toys R Us doesn’t have or a bigger toy store, so it didn’t really affect us," Sasaki said. Whatever the strategy, one thing is for sure. SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? "Yes," replied the spokesperson, "It is on the schedule." Though Mike feels like he's been here before."They would look into it when they were doing similar work in the neighborhood. SAN DIEGO, Calif. (KFTV) - Former NFL player Steve Weatherford is putting his best foot forward to help Feeding San Diego this holiday season.The Super Bowl Champion Punter donated more than ,000 to help fund a school pantry for a full month."I feel like it's an honor and a privilege to team up with Feeding San Diego and leverage my blessings to let them know we have some food for you and we also care," he said as Weatherford helped distribute food at Central Elementary on December 20th.Feeding San Diego's school pantry program runs distributions at 40 schools across the city. They focus on giving families fresh food, as opposed to processed packaged items.Weatherford says that's one of the reasons he was drawn to the program."Being in fitness and being a professional athlete, I understand you're only going to be able to perform as well as the fuel you put inside your body," he says.Weatherford also brought his daughters, Carney and Aurora, to help volunteer at the distribution."I've got five kids," he says. SAN DIEGO, Calif. (KGTV) - A former assistant at a local nursing home is accused of raping a disabled patient. In a story that you'll first see on 10News, Team 10 investigative reporter Jennifer Kastner discovered the patient was a stroke victim who uses a wheelchair. What may have happened behind the walls of the Paradise Hills nursing home is difficult to process. An accusation of rape seemed to have slid under the radar for almost a year, until now. It was a few months ago when 10News was tipped off about Reo Vista Healthcare Center, which touts being named one of Newsweek's top nursing homes and having a Medicare 5-star rating.This week, San Diego Police confirmed that detectives referred the case to the District Attorney's office, which is charging 26-year-old Ariel Chavarin-Camargo with forcible rape and a "lewd act upon a dependent adult by a caretaker". He is now sitting in a South Bay jail. According to state documents, it happened last February to a 58-year-old woman who uses a wheelchair and was living in the nursing home after suffering from a stroke and panic disorder. The documents report that the morning after the alleged assault, she reportedly came "crying" to a nurse, claiming that the night before, when she was returning from the kitchen and on her way back, "one of the CNAs (Certified Nursing Assistants) stated that one of her breasts was exposed." According to the documents, he “followed her and he exposed his private parts to her". She reportedly said, "the CNA raped her" for up to three minutes. A forensic exam reportedly found male DNA in her private area. According to the documents, when he was later questioned, he suggested that she came onto him but admitted "it happened” and “there was penetration". He reportedly said, "I feel bad. It happened so fast." Prosecutors believe that man is Chavarin-Camargo. He resigned after the reported rape. The administration of Reo Vista Healthcare Center sent 10News the following statement on Tuesday."We are grateful to local law enforcement and the District Attorney’s Office for successfully prosecuting this individual for their crime. Our team took immediate steps last February to suspend the individual, to notify, and to fully cooperate with authorities. We take all matters regarding patient safety and the conduct of staff seriously. Moreover, the actions of this individual do not reflect the values we hold at our facility. Our priority remains to provide the highest level of care for the patient and their families." Chavarin-Camargo’s next court hearing is scheduled for February 11th. 2603
