BEIJING, Jan. 13 (Xinhua) -- A senior Communist Party of China (CPC) leader on Thursday called for educating the public about the Party's agenda for China's development in the next five years.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing where officials made arrangements for cultural and ideological work in 2011.In a plenary session last October, the CPC Central Committee set the agenda for China's 12th five-year development program (2011-2015), with key objectives in economic restructuring and raising living standards throughout the country.Efforts must be made to educate the public on the agenda set at the plenary session in order to encourage the public to make a greater contribution to the development program, he said.

BEIJING, Nov. 16 (Xinhua) -- Foreign direct investment (FDI) into China rose for the 15th consecutive month in October, indicating China remains a favored investment destination for foreign businesses.Inbound FDI increased 7.86 percent year on year in October to 7.663 billion U.S. dollars, the Ministry of Commerce (MOC) said Tuesday.The October figure means inbound FDI for the first 10 months of the year totaled 82.003 billion U.S. dollars, a year-on-year increase of 15.71 percent.MOC spokesman Yao Jian said at a press conference China remains a hot spot for foreign investors.Foreign businesses have begun to shift their investments from export-orientated sectors to domestic market-orientated businesses because of China's improved legal system and its expanding market, he said.In the first 10 months of the year, the manufacturing sector received 47.59 percent of FDI inflows while the services industry got 45 percent.A total of 21,181 foreign-invested enterprises were approved for establishment during the 10-month period, up 16.62 percent from a year earlier.In September inbound FDI grew 6.14 percent year on year.The acceleration in the rate of inbound FDI growth was due to the U.S.'s second round of quantitative easing, some analysts explained.Yao denied the link but said the Chinese government is keeping an eye on liquidity.

YINCHUAN, Nov. 18 (Xinhua) -- Millions of Chinese Muslims across the country celebrated the tradition of Corban on Tuesday and Wednesday.In northwest China's Ningxia Hui Autonomous Region, 76-year-old Liu Wenming attended a religious ceremony at the Nanguan Mosque in the regional capital, Yinchuan, Wednesday morning, along with some 10,000 Muslims."My son, daughter and grandchildren will come from different parts of Ningxia to have a family lunch with me. Then we will visit other relatives and friends," said Liu.In Qinghai Province, also in the northwest, many Muslims began to gather at the Dongguan Mosque in the provincial capital Xining before 8 a.m. Tuesday. The timing depends on each ethic group's tradition.The Corban Festival, also known as Id al-Gurban, is a major Islamic festival that is meant to demonstrate believers' faith and obedience to Allah. People slaughter livestock and divide the animal into three parts.One part is to be eaten by the family. Another part is for relatives and friends. QINGDAO, Jan. 6 (Xinhua) -- Chinese maritime authorities Thursday added two large sea surveillance ships to its fleet in a bid to better protect the country's maritime rights and interests.The two patrol ships, in the 1,000- and 1,500-tonne classes, respectively, were added to the North Sea fleet of the China Maritime Surveillance Force in the eastern coastal city of Qingdao.They will be used to crack down on violations of China's maritime interests, illegal use of Chinese seawaters and damages to its sea environment, resources and infrastructures, said Fang Jianmeng, head of the North Sea branch of the State Oceanic AdministrationThe ships will also patrol China's waters to monitor polluting incidents, said Fang.This is part of a 1.6-billion-yuan (241-million U.S. dollar) plan the State Council, or China's cabinet, unveiled in 1999 to add 13 1,000-tonne-plus sea patrol ships and five patrol helicopters to patrol the nation's waters.The first group of six large patrol ships and two helicopters joined the China Maritime Surveillance Force under the State Oceanic Administration in November 2005.A senior official of the China Maritime Surveillance Force, who declined to give his full name, told Xinhua that the agency has finished building the second group of three patrol ships and has purchased three helicopters."The remaining four vessels will be put into use before June this year," said the official, surnamed Wu.The fleet expansion came as China is facing an increasingly heavier burden of safeguarding its seas rights and interests, said Wu.China's Ocean Development Report 2010 released last May said the country's maritime rights and interests faced complicated situations and safety threats.These include sovereignty over islands, sea delimitation, sea resources disputes, protecting the sea environment and new challenges such as delimitation of the continental shelf, safe passage on the seas and terrorism, it stated.China has a coastline of 32,000 km and 350,000 square km of territorial seawaters and internal waters. It also has 3 million square km of its exclusive economic zone as recognized under the United Nations Convention on the Law of the Sea."Given the large sea territory, China's maritime surveillance force remains weak, even after all 13 patrol ships join the fleet," said Wu. "They're far from meeting all of our demands."Even following the expansion, the fleet would have only 47 patrol ships, with 26 in the 1,000-tonne-plus class, Wu added.Apart from the three fleets under the China Maritime Surveillance Force that cover the Bohai Sea, the Yellow Sea, the East Sea and the South Sea, the coastal provinces and municipalities also have their own regional sea patrol forces.The regional forces planned to start building 36 sea patrol vessels this year to expand the county's sea surveillance fleet, Wu added.The expansion is among the key measures that help protect China's maritime interests and promote a sustainable ocean economy, said Zhang Hongsheng, deputy director of the State Oceanic Administration.

UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its support for a peaceful and comprehensive settlement of the Darfur issue, saying that efforts should be made to remove the root causes that resulted in such an issue.The statement came as Yang Tao, the counselor of the Chinese Permanent Mission to the United Nations, was taking the floor at an open Security Council meeting on Sudan."Currently, it is very important to maintain security and stability in Darfur," Yang said. "It is hoped that all parties to the Darfur conflict can solve their differences in a peaceful manner through political dialogue, and reconciliation should be achieved and violence avoided.""Achieving substantial result at an early date of the Darfur peace process and reaching a comprehensive political agreement represents a basic guarantee for the long-term peace and stability in Darfur," he said."Without a robust political process, there would be no peace and stability in Darfur, neither would there be the protection of civilians, humanitarian assistance, economic recovery and reconstruction," he said."We once again urged the armed groups which have not yet joined the Doha political process to do so immediately without any conditions," he said.As a mediator of the Darfur peace process, Doha has brokered several rounds of talks between Khartoum and rebel groups over the past years.The Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur, he said. "We will continue to work with the international community to contribute to the peace, stability and development in Sudan."
