SAN DIEGO (KGTV) -- Officials with Marine Corps Air Station, Miramar announced Saturday that a second Marine has tested positive for coronavirus.Capt. Matthew Gregory told 10News that the patient is currently being isolated and receiving medical support aboard the base."The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation," officials said.The identity of the Marine is being withheld due to privacy restrictions, but Gregory said the Marine resides on base and was not on leave."The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing," said Gregory.The news comes after it was reported Thursday that a Marine stationed at MCAS Miramar had tested presumptive positive for coronavirus after returning from leave in Washington state. The patient was visiting family which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.Both cases are currently in isolation and being quarantined in an empty barracks that was designated to treat potential cases of Covid-19, according to Gregory. "Both are fine and doing well," said Gregory.MCAS Miramar is one of four bases outside of California used as quarantine sites for individuals returning from overseas, including U.S. citizens that were evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship that was brought to Oakland last week. The quarantined passengers are being treated by staff with the Centers for Disease Control and Prevention.Neither of the two infected Marines had any contact with the cruise ship passengers, according to Gregory.Gregory noted that MCAS Miramar officials had taken measures earlier this week to prepare for potential cases. He said the base implemented similar practices used by the CDC to treat service personnel."We're using the same protocols," said Gregory. SAN DIEGO (KGTV) - People looking to sell their home may be leaving thousands of dollars on the table by not renovating before listing, mainly because money is tight during the Coronavirus pandemic.Now, a San Diego-based company wants to help.Renovating Lives will pay for renovations up front to increase the value of a home before it sells."A lot of the people that we help are in horrible financial situations," says CEO Greg May. "They're they're they're stuck with being taken advantage of by vulture investors."May's company works with the homeowners on a renovation plan and then covers the costs.Homeowners pay the company back when the house sells, along with financing and administrative fees."There are 10s of thousands of properties out there that need work, that are deferred maintenance or just dated," says May. "If people had to sell them as is, they would be leaving 10s of thousands of dollars on the table."May says his company can typically increase a home's value by an average of 5,000.That's what happened with owner Bill Stutzer. After his wife passed away, he wanted to sell his 5-bedroom home as is, listing for around 0,000.But a smaller house across the street sold for nearly 5,000 after some renovations. Stutzer didn't know what to do with his home until he called Renovating Lives."I didn't want to do anything," he says. "I was just going to leave my house, as is, and try and sell it, and soon realized that wasn't going to I wasn't going to cut it... He says its best to take advantage of the housing market while it's still high."Don't wait until it's too late, until they burn through their nest egg, and they're in foreclosure and their credit's being hurt," he says. SAN DIEGO (KGTV) - One month after a scooter accident nearly killed his wife, a Chula Vista man says she's pulling through. Dean Riggott says he watched as his wife Karen fell off a Bird scooter, her head crashing into the pavement. "She hit the back of her head with such force and ferocity, that scooter threw her with such force, that she only hit the back of her head, and broke the bones all the way around the side of her face to the front of her eyes, above her eyes," said Dean.Doctors told Dean to expect the worse, that she would likely not survive the head trauma."I cry literally every morning, every morning."But Dean says his wife is a force of nature and is now defying the odds."She can open her eyes, and she can even smile if you let her know you're in the room, and you're here for her."Karen has some movement in her arms and legs but still cannot support herself. "Unfortunately the families who's lives have been damaged by these scooters, it's going to be a reminder and a remainder in their life for a long, long time," said Dean. While Dean's focus is on his wife's recovery, he can't help but warn others about the dangers of scooters."It's pretty simple. When people are dying, something is wrong."He's reached out to all nine city council members asking for help; so far only three have responded to his pleas for action against scooter companies. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) — North Park residents will celebrate this holiday season with an annual tradition intact — at least for one more year.For 56 years, the Toyland Parade has delighted crowds in North Park during the holiday season. But much like a parade balloon, financial troubles have loomed over organizers.Last year, the parade was briefly canceled after former-host Victoria House Corporation said it had lost support from sponsors. Then in March 2019, the community learned that a Victoria House Corporation organizer was accused of fraud and pocketing 2018 parade donations and fees after the cancellation.RELATED:North park donut shop defends homeless manSan Diego deputies share tips to protect your presents10 special holiday events coming to San DiegoNorth Park Main Street (NPMS), a volunteer-based non-profit, pledged ,000 to the parade. That donation and monetary support from the community helped 2018's parade continue as planned. NPMS has since taken the parade over, as well.But the parade is once again in trouble. Angela Landsberg, executive director with North Park Main Street, says support from the local Lions Club has saved 2019's parade, but 2020 is a different story."Our presenting sponsor North Park Lions Club have ensured that it's going to go off this year, but if we don't raise enough money this year to get us carried through our planning for next year, because these things take a long time to plan, then this will be the final year," Landsberg told 10News. The organization is asking for the community to once again step in to make sure the parade steps off on University Avenue next year.
