The National Hurricane Center has issued a hurricane watch for sections of the Gulf Coast as Louisiana and Texas prepares for a second tropical system this week.Tropical Storm Laura, which had top winds of 65 MPH as of 11 p.m. ET Monday, is expected to turn into the Gulf of Mexico and strengthen into a hurricane. The potential hurricane is expected to hit either the Texas or Louisiana coast late Wednesday.A hurricane watch is in effect from Port Bolivar, Texas, to west of Morgan City, Louisiana. A tropical storm watch is in effect from south of Port Bolivar, Texas, to San Luis Pass, Texas, and from Morgan City, Louisiana to the Mouth of the Mississippi River.As of Monday morning, Laura was dumping heavy rain on both Cuba and Jamaica. According to the National Hurricane Center, the storms could cause mudslides and urban flash floods on the islands.Laura has already caused the deaths of at least 11 people in the Dominican Republic and Haiti, while knocking out power and causing flooding Sunday.Meanwhile, Tropical Depression Marco, made landfall along the Louisiana coast Monday evening, according to the National Hurricane Center, as a minimal tropical storm. It weakened from hurricane all the way to a depression on Monday. All tropical storm warnings have been dropped in associated with Marco.Marco was recording maximum sustained winds of 35 mph as of late Monday evening. Marco was a hurricane most of Sunday, but the National Hurricane Center says its maximum sustained winds decreased after nightfall. 1532

The mother of a Florida child who was punched in the face by an adult is wondering why the man was not arrested. “He was screaming at us, cursing at us, calling us the 'n-word' and he came down to the middle of his yard, and I was like 'who are you talking too,' and he said 'come within arm's reach and I'll show you who I'm talking to,'" said Malikai Villatte, the 12-year-old boy who was punched.  A picture of Malikai after the incident showed his two front teeth were knocked out. The young boy also received stitches to heal a gash on his mouth. “When I realized my teeth were dangling in my mouth it was kind of shocking, I didn't know what was going on," Malikai said. “It was like a nightmare, I just knew I had to get there and I had to get there fast," said Malikai's mother Brittany Graham. His parents are upset because the man who punched Malikai was not arrested. Lataevion Graham, 13, says he witnessed the incident and claims Cerfalo spat on them after punching Malikai. Graham's father says he wants justice for the children. “Where it is okay for an adult to take the law into their own hands, and to strike a kid hard enough to knock out his teeth. Where is that acceptable, in what country is that acceptable?" said Larry Graham. According to a Charlotte County Sheriff’s Office incident report, the man who punched Malikai was 27-year-old Vincent Cerfalo.“Originally this is where the altercation took place, right here," Cerfalo said.“I told them to back off and if they come on my property I'm going to defend myself. They said, 'you won't hit us, you won't hit us,' and they started to surround me," said Cerfalo. He says it all started when he yelled at the kids to get out of the road because they were blocking traffic.A cellphone video captured the moments after Malikai was punched. Cerfalo claims he was acting in self defense.“He touched me and I lifted my hand out, and I ended up hitting him. It was not my intention to hit anybody that hard, it was not my intention to knock teeth out or do harm, or cause any kind of trouble,” Cerfalo said.The children say no one touched Cerfalo at any time during the incident. Cerfalo says he never expected things to escalate to violence. He now plans to press charges against 12-year-old Malikai for assault, which the child’s parents can’t understand. “He's not going to jail, nothing is happening to him and he's basically getting away with it right now," Malikai said.“I want the man in jail," said Brittany Graham.  The case has been sent to the state attorney’s office, which will determine if a summons will be issued to Malikai for assault.  2750

The next few weeks mark the beginning of serious financial uncertainty for millions of people, because a slew of debt, from income tax payments to several months of rent, are going to be due at the same time. “It is going to be a perfect storm of financial difficulty for many, many people,” said Andrea Bopp Stark, an attorney at the National Consumer Law Center (NCLC).The center recommends three steps for anyone that finds themselves in a financially difficult situation regarding debt.Step one: create a list of priority bills and debt to pay off. “People are going to be barraged with debt collectors calling and trying to get them to pay on a medical debt or a credit card debt, but those debts are less important,” said Stark. “Pay debts that if you didn’t pay them it would cause immediate harm to your family.”Those are things like your rent and a car payment, especially if you need your car to go to work.“If you have a judgment against you, a court judgment against you for a debt, it is important to try and make a payment plan to pay that because creditor could issue a garnishment against your wages,” Stark added. Step two: contact your lender to make a payment plan on those priority debts.“We are seeing data come in that there are people who are delinquent and don’t have a forbearance agreement when they could very easily be in a forbearance agreement,” Stark added. “I know wait times on the phone are horrible right now, but you have to be persistent and get through and find out what help is available.”Data collected by the U.S. Census shows that delinquency rates are higher in communities of color.“It is mostly Black and Latinx borrowers who are not getting these forbearance agreements,” said Stark. “Whether they don’t know about it or nobody is reaching out to them to let them know this is available, we don’t know why but that is a population that is going to be disparately impacted and has already been disparately impacted by this whole crisis.”Step three: find a way to stick to your prioritized debt list. “It may sound obvious but if you have it on paper and you have created a budget, stick that to the refrigerator or wherever, then you know these are the priority spending items,” said Stark. “If your son or daughter say, ‘Oh, I want this or that,' ‘no, look at the fridge these are our priority spending items, sorry.’” Because every situation may not be solved in three steps, the NCLC has now made its in-depth guide to Surviving Debt available for free. The Lancaster County District Attorney’s Office announced Friday that a suspect has been arrested and charged in connection to the disappearance of an 18-year-old Amish woman in Pennsylvania.Justo Smoker was arrested on Friday by East Lampeter Township and charged with felony kidnapping and misdemeanor false imprisonment, the DA's office said in a press release. 372
