The New York attorney general is trying to break up the National Rifle Association over allegations of mismanagement and the abuse of member money.Adam Winkler, a UCLA law professor who specializes in the Second Amendment, says this is just the start. The legal battle could go for another year or two.If the NRA dissolves at that point, it would have a huge impact on American politics, but that doesn't mean the end of the gun debate.“What happens is the resources of the NRA would be distributed in a way that is designed to match the donors' intent,” said Winkler. “And that means that money would go to gun rights organizations and would go towards fighting against gun control in most, most circumstances.”Winkler says the NRA dissolving isn't the only potential outcome. The attorney general is also seeking less drastic repercussions, like removing certain in-house lawyers or board members. That includes Wayne LaPierre, the executive vice president.We don't yet know exactly what evidence there is. Winkler says the AG’s case has at least one advantage, the NRA’s former public relations firm, Ackerman McQueen, is cooperating.“And so, the attorney general is going to have on her side an insider who's seen everything that's happened in the NRA for the last three decades,” said Winkler. “I think the NRA is in big trouble.”He says the lawsuit could also impact the November election by energizing pro-gun voters looking to support the NRA and the Republicans.Winkler says it's also likely to mean less NRA spending compared to 2016. 1552

The investigation into the Uber crash that killed a Phoenix?homeless woman is still in its early stages.  But preliminary reports from Tempe police show the victim, Elaine Herzberg, 49, was jaywalking when the self-driving car hit her on Mill Avenue near Curry Road Sunday night.However, it raises an important question. Who is responsible if there is a law broken by one of these robotic vehicles?Phoenix attorney James Arrowood studies driverless car technology and the law. He also teaches a course on driverless cars to other attorneys in for The State Bar of AZ.He said, unfortunately, this was bound to happen because technology isn't foolproof.  "The good news out of this particular tragedy is we will have more information than we have ever had in an auto accident," Arrowood said. "We'll have sensors and cameras (data)."But when it comes to liability, Arrowood said Governor Doug Ducey's executive order requires driverless cars to follow the same rules of the road as any driver in Arizona, plus more."It specifies that if a company operates an autonomous vehicle, it has to comply with all of the traffic safety laws, in addition to extra parameters for autonomous vehicles," Arrowood said.That means "no driver" does not mean "no fine.""So if one of the (Uber) autonomous vehicles were to be speeding, then Uber would get a ticket for speeding," Arrowood said.Arrowood says where it gets cloudy is the civil liability. Under normal circumstances in a traffic crash, a plaintiff could go after a driver, the carmaker and maybe a company like the tire manufacturer if there was a blowout, for example."You had a limited universe," Arrowood said. "Now with autonomous vehicles, we don't know how deep that universe goes. For instance, could the municipality, could the government have some responsibility for permitting those cars on the road or for not having sensors in place?"Arrowood said although the Tempe crash is a tragedy, the public has to remember the technology isn't perfect or magical, and it's virtually impossible to avoid every collision. The nation’s air traffic control system is losing controllers faster than it can hire people, according to the Air Traffic Controllers union.“If we don't have enough controllers to open all the positions and we have to combine up positions we have to reduce the capacity,” said Paul Rinaldi, the union’s president.He says the effects of not enough controllers have affected flights in the past."We have seen some situations last summer where we didn't have enough controllers at the facility where airlines did cancel flights," he said. "Right now we're at a 30-year low of certified controllers in a system."In 2017, 1,848 controllers left the job due to retirements, promotions or other reasons, according to the FAA’s Controller staffing report released this year.The FAA hired 1,880 people to be new controllers last year. That’s a gain of 32 controllers. But of the number hired, the FAA lost 735 people who did not pass the required training academy.Only 1,145 passed, far fewer than the number of controllers who left the job last year."We'll keep trying to keep up with attrition and we haven't been able to do that," Rinaldi said.He says if the problem isn’t addressed differently than it currently is, we can expect to be inconvenienced in the future when we fly."You will have some delays on the ground maybe even holding in the air depending on what the staffing looks at looks like at that facility," Rinaldi said. 1435
