SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. SAN DIEGO (KGTV) - The San Diego City Council will look into creating "Bus-Only" lanes along a 2.7 mile stretch of El Cajon Boulevard.The lanes would go from Park Avenue to Fairmount Street, an area commonly known as "The Boulevard." MTS Route 1 and the 215 Rapid Route are the most frequent buses along that stretch. Route 1 runs along El Cajon Boulevard from La Mesa to Fashion Valley. The Rapid 215, which launched in 2014, goes from Downtown to San Diego State University, offering fewer stops than traditional bus lines."When it was originally designed, it did have these exclusive lanes," says MTS Spokesperson Rob Schupp. "That's really what makes Bus Rapid Transit work, is when you can zip by all the cars."Combined, the 215 and 1 carry more than 10,000 passengers per day along El Cajon Boulevard. That makes it the second busiest stretch of road in the MTS system.Schupp says dedicated bus lanes would take up to 5 minutes off the trip, which could lead to more passengers."We're hoping this pilot will show us that a dedicated lane along a long stretch of road can build ridership and get people out of cars," he says. "The buses come faster, you get another 5 minutes from the dedicated lanes, and now your trip is competitive with a car."A recent study by the city's Transportation Engineering Operations office details three options for a bus-only lane. One option would separate the right lanes of traffic from the other lanes with a solid white line and markings that say "Bus Only." Another option would paint the entire right lane red and designate it for buses. A third option would make "pass by zones" in the most congested parts of the street, painting them red and allowing buses to bypass cars at intersections.Business leaders along "The Boulevard" say adding bus-only lanes would make the area safer, providing a buffer between the sidewalk and traffic. They also feel the change would lead to more people spending more time in the area."There's definitely a sentiment of wanting to make El Cajon Blvd a safer business district," says Beryl Foreman from the Boulevard Business Improvement Association.Foreman also says it will help with parking problems in North Park and City Heights, as better bus service will lead to fewer people driving in the area.City Council President Georgette Gomez and Council Member Chris Ward both sent a letter supporting the idea. The full Council will have to approve the project if they decide on the entire red lane option. That's unlikely since the Federal Highway Administration prohibits red Lanes without a special experimental exemption. The other two options do not need City Council approval. 2671

SAN DIEGO (KGTV) - Three years ago Former San Francisco 49er’s quarterback Colin Kaepernick refused to stand during the National Anthem. It started during the 2016 preseason games. The first three games he sat on the bench and then in a game against the San Diego Chargers, he took his first knee during the National Anthem. On Wednesday, Kaepernick recognized the three year anniversary by taking to his Twitter account saying, “Today marks the three year anniversary of the first time I protested systemic oppression. I continue to work and stand with the people in our fight for liberation.” In October 2017, Kaepernick filed a Collusion Grievance against the NFL and team owners In February 2018, they settled the case. SAN DIEGO (KGTV) - Thousands of San Diego children returned to classes for the 2018-2019 school year Monday.For the San Diego Unified School District, one of the priorities is pushing a bond measure on the November ballot which earmarks funding for school safety and repairs.“What we've learned since Parkland, since Sandy Hook... we have to take those lessons and put them into action,” said Superintendent Cindy Martin.RELATED: 10News?Back to School SectionAt .5 billion, the bond measure is the largest in the district’s history. SAN DIEGO (KGTV) - These days, it's hard to go a block in the East Village without seeing a restaurant that's out of business.Recently, the Tilted Kilt, Market Hall, Smashburger, and Sol Cal Cafe have all shuttered. "I just noticed constant, consistent places are closing around here," said Ed Korb, who was visiting the area Thursday.Alina Ahmed, who owns Cafe De L'Opera, on J Street, says it's ever-increasing rents, and higher costs like minimum wage and electricity that are squeezing her, and causing her colleagues to close. She's been in business for five years, and says it gets harder each time the calendar turns. "Everybody thinks that because you're close to Petco Park, which is a great location, you're going to make a lot of money," she said. Ahmed says she tried keeping her cafe open during Padre games, but even then the foot traffic couldn't justify it.The East Village Association, which keeps a directory businesses, said in a statement that this part of the evolution of the neighborhood."As the East Village community continues to grow, so to does the sophistication of our businesses housing and residents, which lends to a competitive higher end urban environment, offering a uniquely downtown San Diego experience," the association said. A spokeswoman for the Tilted Kilt, which also closed its Mission Valley location earlier this year, said the owner of the space near Petco Park wanted to go in a different direction.   1502
