SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. "I feel like this place has done more than offer a space to paint."The Arts Park is open Monday-Friday from 11 a.m. until 5 p.m. It will also be open one Saturday a month in the summer. 1755

SAN DIEGO (KGTV) -- Several San Diegans are facing charges for reportedly participating in a college admissions scheme. One of the people accused in the scheme is Toby MacFarlane, who was a senior executive at an insurance company living in Del Mar, according to the indictment. According to the document, MacFarlane participated in the scheme by agreeing to use bribery to get his son and daughter into USC for soccer and basketball. MacFarlane reportedly paid 0,000 to various organizations for the admissions. His daughter attended the school from 2014 to 2018 when she graduated, according to the documents. His son attended the school from 2017 to 2018. MacFarlane is being charged with conspiracy to commit mail fraud and honest services mail fraud. The other San Diegan accused in the scheme is Elisabeth Kimmel, a former owner and president of a media company that owned KFMB. SAN DIEGO (KGTV) - Students are furious about a new dress code rule for girls at one of San Diego’s most prestigious private high schools. Cathedral Catholic High School in Carmel Valley announced Friday girls would no longer be allowed to wear skirts. That led to a backlash among students, who signed a petition to reverse the change. “I think that the ban is very sexist,” said student Lana Owad. In a letter sent to parents and students, CCHS said the dress code exists to foster a faith-based environment where students are focused on learning and not outward appearances. CCHS has issued thousands of hours of detention related to the lengths of girls’ skirts. The school dress code posted online indicates girls were allowed to wear skirts or skorts that were not excessively tight or form fitting and were no shorter than 3 inches from the top of the kneecap while standing upright.“We’ve had them tailored in the past because of the restriction on it. We spent money on buying different skirts because they ban other styles for us to wear,” said student Riley Staal. Mimi Cleary said the change was prompted by adults, not students. “No one wants the skirts going, like, literally, no one wants the skirts gone. I think only the principal and teachers want the skirts gone,” said Cleary. Under the new dress code, girls can wear pants, Bermuda shorts, or capri pants. The school said girls aren't the only ones having dress code problems: the administration will also be holding boys more accountable about their facial hair next year.
